Immediately after the Washington Convention, the Kaiser orders that the Coalition be kept and even strengthened. A new name was also decided: The Eastern Coalition. It was to be an economic and potentially military alliance of the old Coalition and new members. Messages were sent to friends of Germany.

Things to be proposed:

1. Creation of a Trans-Eurasian Railroad to connect Asia and allow for increased trade.

2. Extremely low or even no tariffs among members.

3. High tariffs or embargos against enemies of members.

4. Free movement along member borders.

5. Usage of all commercial capabilities among members.

6. Possible military integration, and alliance.

Messages were sent to: Germany, Russia, Ottoman Empire, Yugoslavia, Rumania, Bulgaria, Venezuela, China, Sweden, Norway, Denmark, Hungary, the Netherlands, Greece, Brazil, Britain.

Letter of Agreement to Berlin

It has come the time for Norway to begin diplomatic overtures to increase her prestige over the world. As a consequence, as king of Norway who's only wish is to see a powerful and prosperous Norwegian state, I am willing to accept your invitation to Berlin for talks concerning the Eastern Coalition, although I will tell you know, Norway has no intentions of alienating itself from the Americas.

Nonetheless, we will make our presence at Berlin the day of the conference. We await to see the Germans there, as well as the others who were invited to this gesture of cordiallity between Europeans.

learning of the Kaiser's plan, Roosevelt introduces legislation into Congress called the Fair Trade Act. Essentially the Act calls for US trade policy to mirror exactly the policy of the policy of other nations. So low tariffs on US goods bring low tariffs on that nations goods, high tariffs bring high tariffs.


A number of economists note at this time that the US has the largest economy in the world, and the largest market in terms of actual money spent (even though the Chinese market has more actual people, they spend less money both proportionally and totally)

The First Duma will join this organization. During the Civil War, of course, much will remain in doubt, but the First Assembly of People's Deputies will honor their association with the Coalition--providing, of course, that it is a true Coalition of equals (well, at least with Russia equal), as was the old, and not simply a German hegemony.
