I noticed the "Most Wanted" thread here in the International Incidents forum and it gave me an idea: an international bounty association. If created, it would be a group of bounty hunters that search for fugitives in, and only in, nations that allow their presence/ask for their help.
Since this is a very fresh idea, much thought hasn't been put in to it yet, so I am asking for help with planning the formation of the IBA. Any ideas?
Count me officially out, but there are many less-than-legal groups in Obsideo that would be happy to help.

I think that if there are bounty hunters, there should be also some international criminal association
We could either go at the request of the country to hunt criminals or just work for the highest bidder without regards to the wishes of any country

The IBA should have some sort of government to oversee the actions of it's bounty hunters and keep them in place. I am not sure how the government should be structured. I was thinking maybe some sort of hierarchy system.

I feel that maybe the governing body of the bounty hunters should comprise of 3 people as the head of International Bounty Hunters Association.
This would not only prevent any one leader from using the bounty hunters association selfishly but also allow better actions to be taken though the discussion of the 3 leaders.

Maybe we could also have regional heads that report directly to the 3 leaders, for example one for the pacific, one for asia etc
These regional head would be able to control the respective bounty hunters in their area and better coordinate the bounty hunters actions. However, this must wait till the association is big enough.

Hmm. It's not too bad of an idea, but I have another idea.
We could set up districts. Each district has a "District Manager", who oversees the actions of IBA bounty hunters in the nations he/she has been given juristdication over. The IBA will be governed by a council made up of the District Managers.

Maybe we could start with the district managers and the council. But once the council gets too large, we would need someone to govern the council and make emergency decisions quickly.

I wish thinking we only get involved when a country requests our assistance.
Regarding this, we need to be sure that the legitimate government of the country requests our assistance. There could be civil wars or seperatist parties that form another government in the same country. Or we could be asked by a tyrannical govt to capture some political dissidents who in fact wishes to help the county.
We would have to look into this matter when the association gets up and running

So, a chief executive figure?
If we get large enough, the council can decide on that.

Yes, something like that of the American President as the executive figure with the council serving as a check and balance.

So we only have 3 nations that wishes to join. Well, if the bounty hunters association is formed, i think we need to get more people.
Maybe we could change the name, bounty hunters seems so mercenary.

I noticed this, and it's an intriguing idea. I've got plenty of well-trained ex-servicement, itching to get back in the fight. Bounty hunters, mercs... it's all the same thing. Getting paid to do a job others can't. However, I believe that any payment we get given as a result of claiming these 'bounties' should be pooled, and allow us to purchase new equipment and the like. After all, operating outside official jurisdiction makes funding hard to come by. So, count me in (but without my government's offical support)
