not entirly but it would be a very expensive weapon- it would have to be dropped by plane and land perfectly without breaking . then a transmitter could infect WIFI but thats it. not very effective...

OOC: True, but for the price of the weapon, you could just hire a couple dozen hackers and that would probably be more effective.
