The Board of Directors of Weishaupt Nano-Industries has noticed a worrying trend in the international community. There is a growing trade in virological weapons sales. This may seem like a good idea at the time, but often it becomes a pain in the ass when you want to get rid of 300,000 doses of 'mega unkillable strain X'. The BoD has also noticed a worrying lack of international co-operation in the efforts to research cures for these incredibly powerful virii. The BoD proposes the construction of an international facility for research into cures for new biological weapons.

The Facility

A 100 square kilometer desert site has been earmarked for the facility, and has been fenced off. The reason for the sheer size of the site being to prevent any specimens escaping. What the facility needs now is the co-operation of the internation community. As such, the BoD has founded the International Virology Foundation, in order to maximise the funding and knowledge base of the facility. The facility will operate as a 'state within a state', answering to no single government. Whenever a breakthrough is made, it will be shared amongst all members. Here is what is needed:

SCIENTISTS: This is a scientific foundation, and it needs eggheads.

MEDICAL STAFF: A team made up of people from all nations is a good way to promote international understanding.

BUILDING MATERIALS: The sections devoted to holding virii have been constructed, but more mundane buildings are needed.

FUNDING: Whilst a large section of the WNI bank account has been earmarked for this project, more funding is always helpful.

EQUIPMENT: The widest range of equipment possible will make this facility more effective.

VIRAL SAMPLES: Required to research the cures, obviously.

No security staff are needed, as a WNI barracks is situated just outside of the facility.

Whilst this is open to all,it is a highly secret base. Only the most trustworthy individuals are wanted as base staff.

"We have recieved a message from a foundation member about their concerns in the handing out of memberships to nations which are known manufacturers of biological weapons. Those of us in Ankhmet responsible for the creation of the IVF have one thing to say: this is an open group. Whilst we do not condone the creation of biological weapons, we realise that such nations can be useful, as their in-depth knowledge of viral and bacterial weapons can be helpful in the development of cures. You are still ignoring the real threat with your naive claims. A few of these bio-weapons manufacturing nations have stated that they will work on cures for virii other than theirs. But what if scientists of the Foundation belonging to other member nations discover a cure for those? Obviously, the nation in question would do whatever it takes to destroy the antidotes, and probably the scientists with knowledge to create it. This kind of conflict could escalate to the point that one of the virii is "accidentally" released, or to one that culminates with the destruction of the entire installation.

I strongly believe you are missing the big picture here. Please, I repeat, reconsider your stance towards letting such nations be part of this organization. I fear it is probably too late as the countries in question already have access to the installation. Any external defense is useless when the enemy is inside.

The Empire notes with some reluctance the logic behind the Wingardian Government's arguments, and feels that if the foundation is not truly committed to stamping out the threat posed by biological warfare through seeking cures and vaccines, than more sinister motives must be at play. As founder of the IVF, I am deeply saddened that the actions of one nation could sway the seemingly iron resolve of others to stamp out the threat that is posed by biological weapons.
