The treaty is attempting to end an alternate First World War (called the Great War so far) which can be found here

The Setting
Arlington Lee Plantation house, recently renovated and surrounded by the Arlington National Cemetary (Roosevelt wants everyone to remember the price of war), while delegations stay across the Potomic River in their Embassies or Legations in Washington DC. Before the Civil War, this plantation house belonged to Robert E. Lee, the famous Southern General.

Invited are the following:
Coalition States: Russia, Germany, Bulgaria, Rumania, Greece, Macedonia, Serbia, and the Ottoman Empire

League States: France, Spain, Italy and the Austrian Hungarian Empire

Interested Parties: United States of America (hosting), Great Britain,

invited at guests: Australia, Canada, Colombia, Belgium, Netherlands, Sweden, Japan, China,

The US government has no idea that the Arab Liberation Army or Zionist World Congress even exist, although it probably won't notice them if they show up as part of someones delegation. They are not officially invited.

The Peace Conference officially begins on November 11, 1907 which is also set as the official date that all hostilities are to cease around the world between League and Coalition nations.

President Roosevelt is present to greet all of the delegates as they arrive. Security is provided by the US Army's 3rd Infantry Regiment and US Marine Corps 7th Regiment, along with a detachment of the US 7th Cavalry (of Custer fame) and 9th Cavalry (colored), an African American cavalry regiment of considerable reputation.

Also invited to the conference are representatives of the International Red Cross and selected members of the world press.

The Ottoman Government send Grand Vizier Kibrisli Mehmed Kamil Pasha, General Ahmed Djemal Pasha and the Prime Minister Faisal ibn Husayn, son of the Sharif of Mecca. The representatives from the Ottoman Empire were two Turks and Arab. The first Prime Minister of the Ottoman Empire was a Arab, to show the world that Ottomans were not pan Turkish government, they were really a Pan Islamic Government.

Tomaso Tittoni, Minister of Foreign Affairs, is being sent by Italy to this conference. Before even starting negotiations, Tittoni declares that this treaty will "define the new century either as a century of immense violence and chaos or a century of peace and brotherhood. It is up to us diplomats, representing all the nations in this dreadful conflict, to decide what we prefer. I hope we choose the latter option."

At home, the FAR declares that all Italians who attend the peace conference are traitors and must be treated as such. This angers many Italians, who begin to see the radical fasci not as extremely devoted patriots but as an extremely radical and dangerous faction. The fasci face a massive negative public reaction, lead by socialists. (Russia, check your telegrams.)

To ensure an impression was made, the brand new battleship, the USS South Carolina, the first US all big gun battleship, was brought from Philadelphia to the Washington Naval Yard to complete its final fitting out. It would remain for several weeks during the conference before going to Chesapeake Bay for trials.

The Union of South Africa will be represented by General Jan Christiaan Smuts, the Union's Minister of Defense.

In a speech in Cape Town prior to his departure for Washington, Smuts declared that, "Though South Africa itself was neutral during the Great War, thousands of South Africans took up arms against the League. It is true these men were hired by the Coalition Powers, but the war against Austria resonated a chord deep inside all South Africans. I hope that this conference, and the subsequent treaty, will make it nigh impossible for any nation-state to forcefully subjugate another. The delegates meeting in Washington will have a chance to do either great good or great evil, to create a future of peace and freedom or a future or war and slavery; pray they choose correctly."

After meeting with the representatives from Italy, the Ottoman Representatives have reach a agreement

Italo-Ottoman agreement

2. The Ottomans will set up DMZ in Southern Lebanon.
3. All Ottoman POWs will be sent back home.

5. Ottomans will be pay 40 million in British Pounds.
6. Both sides may not station troops in Transjordan.
7. Jersusalem is a free city, will not be under Jewish nor Arab rule, but under regional rule of the League and Ottoman goverments.

Macedonia sends Dragan Petrovic, Minister of Foreign Affairs to the meeting. Though mostly only to observe and make suggestions to the Russians, as no one would listen to Macedonian demands coming from a Macedonian. The war had actually improved the Macedonian military, so their wasn't too much of a grudge between Macedonia and any nation except Austria, who failed to see the Slavs as people, and who had insulted the Prime minister.

Dragan Petrovic was very impressed by the American Battleship he saw as he toured Washington, this was the first time he had seen an all big gun battleship, and showed him, being the Minister of Foreign Affairs that America had just as much power as any European power, and should not be angered.

ooc: ive cerated a map for the division of all austrian territories providing for almost only the states of austria and hungary and i think a little bit of bohemia and a small state to remain as the Autro-Hungarian Empire. It will also create Croatia(croatia and slovakia), Bosnia Herzigovina, and Serbia Montenegro. Germany, Italy, Russia, and Rumania all gain land from the former empire...

Germany sends a group of half a dozen diplomats and others, lead by Crown Prince Wilhelm and now Colonel Reichmann.

Germany's Demands are as such:

1. Map (http://www.euratlas.com/big/big1900.htm#%20here) The previously Austrian lands under the Reichstat (Austrian parts not under Crown of Hungary) excluding Bohemia, Moravia and Galacia, which are to be put under Czech/Slovak rule, be placed under control of the Hohenzollern Crown.

2. The Naval base in Syracuse, Italy be returned to the rightful owners, namely Germany, according to treaty.

3. The land of Lorraine and Saar be joined and created to act as a buffer state between France and Germany so that there be no border between the two powers. This new Lorraine/Saar be totally neutral and no tarrifs be had against either Germany or France so that free trade may exist along the border. Also, a non-agression pact be created with Lorraine/Saar and France and Germany so that war between the two countries may never happen.

4. That the African lands of Cameroons and Togoland be returned to Germany.

5. That the demands of the Ottoman Empire be agreed to.

6. That a place, other than Palestine, be set aside for the rather active Zionists. Germany suggests someplace in South America or perhaps Madagascar.

Arlington, Virginia - 19 November 1907

Grand Duke Vladimir Aleksandrovich Romanov hated to be late. All the more so when the cause was a sickening series of squalls in the North Atlantic that had left him still incapable of holding down anything more than thin soup. He hated soup. Moreover, he hated what he found waiting for him upon his arrival at Arlington. The Italians seemed reasonable enough, and the French had not yet spoken, but as sure as Hell’s fires he did not have the patience for this Spanish nonsense.

He said as much.

"I was under the impression that I had come to negotiate a peace. To my dismay I find the representatives of the League preparing a recipe for further bloodshed.

"The League has no authority in the disposition of former Habsburg lands. On several occasions, beginning with the commencement of the War itself, Sankt-Peterburg offered Wien the possibility for a peaceful resolution to our disputes. Has it so easily been forgotten that War could have been averted entirely if only Austria-Hungary had sought a diplomatic resolution to her crisis with Montenegro, an effort that Russia would have supported with all her power and authority? Time and again, Wien rejected our entreaties. Compelled by the justice of our cause to fight for the principles which we hold dear, Austria-Hungary continued to resist any and all reasonable proposals for peace until the conquest of the empire was complete.

"It is an intolerable insult to our dead, and to our cause, to find any restoration of the enemy’s power being contemplated.

"Having been bound already by the apparently limitless arrogance of Franz Ferdinand von Habsburg to become the instruments by which he brought about the destruction of his own empire, we feel that Herr Habsburg’s incapacity to bear the burdens of government is therefore demonstrable and evident, and we have no intention of restoring him to any position of responsibility whatsoever. His consistent arrogance and disregard for the lives of those in his care would implicate us in his crimes were we to do so, and I may assure this assembly that Russian honor and integrity will not permit that to happen.

"The other Fronts of the War are matters for other Powers to decide. It is our belief that the Turks and Germans both are far too generous in their concessions to the Latin aggressors, but we will support their positions in the name of peace.

"But do not think we will desert our brothers. And do not think that Russian arms are too exhausted to continue the pursuit of justice."

The Tsar

It is finally reported to the Russian and world press that the Emperor was "heroically" wounded (there are no other surviving witnesses, and the Tsar isn't really saying anything coherent yet, so why not?) during the siege of Budapest, and is convalescing in Berlin.

Provisional Civil Governments and Transfers of Sovereignty

Governing councils will be formed in Czechoslovakia (Bohemia absent the Sudetenland, and Moravia) and Yugoslavia (Slovenia, Croatia, Serbia, Montenegro, and Macedonia) consisting of local politicians who are willing to pledge their loyalty to independent government. Galicia is divided between Poland and Ukraine, in accordance with the Basic Law of the All-Russian Empire and Commonwealth. Transylvania will be formally handed over to Romanian sovereignty, while sovereignty in Austria and the Sudetenland will pass to the Crown of Prussia. The only officially "occupied" territory therefore remains Hungary (modern borders), and if local politicians there approach the Russian military government peacefully requesting independence, the Magyars will receive the same treatment and status as Czechslovakia and Yugoslavia.

The Provisional Governments of Czechoslovakia and Yugoslavia will be empowered to write their own constitutions and to handle matters pertaining to their own internal security (see below).

General Amnesty

All Austro-Hungarian Prisoners-of-War who are willing to pledge loyalty to the new governments of their native lands will be released on parole. Those who refuse to take a Loyalty Oath will still be released, but to join the refugees entering Italy.

Troop Dispositions

Troop rotations home are suspended. Though the effects on morale will not be good, nevertheless Russian armies are recently victorious, and if they’re told the truth (i.e., that the League wants to undo all their hard work) they’ll probably for the most part be just as outraged at the League as the Russian leadership. The cavalry will continue to be shipped to the Ottoman Empire, as will most of the artillery. Some of the latter will be held back, however, as the harbors and mountain passes of Macedonia, Montenegro, Dalmatia, and Slovenia will be heavily fortified in case of an anticipated League attack.

The Provisional Governments of Czechoslovakia and Yugoslavia, as well as Polish and Ukrainian Galicia, will be given full authority to raise and train their own militia and police forces, and the occupying forces here will be withdrawn to other fronts quickly (see below).

Those Armies thus freed from garrison duties will be dispatched, in order of priority (and experience), first to the Ottoman Front, then to the fortified positions in the Balkans, and finally to the German Front. Russian engineers will continue to enter Ottoman territory to help with fortifications, and also to improve the conditions of the road and railway systems.

Internal Imperial Reforms

Lithuanian conscript-laborers are beginning to be freed to Australian custody, and the mining and railway concerns on which they worked, in a gesture to placate the Labor movement, are being leased by the government to profit-sharing co-operatives. It is believed that these enterprises will be far more efficient than the slave-labor system previously employed, and the start-up capital for them has already been provided by the State, while land reform and returning veterans will make up for any labor shortages.

On the other hand, regulations will be loosened and tax-breaks provided to encourage more rapid development of heavy industry, particularly steel production and (surprise, surprise) munitions manufacturing.

Further reforms are discussed, but tabled until after the Imperial Commonwealth Elections in January.

British aims will be:

1- Ensure that the division of the middle east remains fair and gives choice to the Ottoman Empire over what occurs.

2 - Israel and the Holy Lands to be declared neutral entities and to be ruled over by no nation, instead maybe an international coalition can exist to oversee affairs there.

3 - British trade to continue with all nations.

4 - Steps to be taken to ensure that no "European Super State" is to come into being

5 - Any British impounded ships or goods to be returned to their rightful owners.

Denmak sends a group of observers led under Carl Dueton. Denmark only sks that a handful of trifle little things should be brought to attention.
The new "Buffer" state will only make the aspect of invading the low countries that more appealing. Germany will need to get all of its Naval Installations and bases to show the ability of the world to make peace.

The Prime Minister of France, Jacques Castet, is personally attending the conference. After listening to several represenatives offer their solutions, he stirs and makes his case.

He gives a speech about the need to end the bloodshed and spare the mothers of Europe more grief. THen he responds to the terms that have been given so far.

1. France finds the creation of a buffer state between France and Germany agreeable and he terms that Germany has set forth about the said buffer zone. They will agree to this.

2. Germany will pay compensation to the civilians of Calais and Dunkirk.

3. France does not agree to the returning of the African Colonies.

4. France believes that Russia should be able to dictate the terms in Austria-Hungary as they are currently in very powerful position. The ywill agree to the terms Russia has dictated there already.

5. He rejects outright the Ottoman terms for peace in the Middle East. He demands that Palestine, Syria, Lebanon, and the Arabian penisula be ceded to a new Arabic government. He suggests the Zionists find another place to make a Jewish homeland.

6. All prisoners of war will be returned to their respective countries.

7. France will sign a non-aggression pact with Germany.

He also expresses his sympathy and well-wishes to the Russian Czar and offers to send one of France's finest doctors to assist in his recovery.

If the League is in a position of power to dictate terms anywhere it is the Middle East. How much longer can your troops hold out without artillery, machine-guns, and ammuniton? "You say to make it in Tunisa? They did not ask us to make a state there. The oppressed people in the Middle East cried out to us for help and we answered taht call. We will liberate them from your oppressive rule."

Vladimir having receded into his chair, Deputy Prime Minister Kokovtsov (filling in for Witte, who's presence was required in the Motherland), leaned forward to speak.

"Sirs, please. Let us remain calm. It is certain that all of us wish, first and foremost, for an end to bloodshed everywhere. If we cannot be reasonable men now, the future of the human race on Earth may well be cast in doubt."

Kokovtsov outlines the following positions:

1. France finds the creation of a buffer state between France and Germany agreeable and he terms that Germany has set forth about the said buffer zone. They will agree to this.

Russia will support this.

2. Germany will pay compensation to the civilians of Calais and Dunkirk.

Russia will also support this, and make a contribution as well, given that our own forces were also responsible.

3. France does not agree to the returning of the African Colonies.

We will hold our tongue, as this is a matter that ought to be decided between France, Germany, and possibly Great Britain as mediator, since African affairs are pertinent only to the interests of the named Powers.

4. France believes that Russia should be able to dictate the terms in Austria-Hungary as they are currently in very powerful position. The ywill agree to the terms Russia has dictated there already.

We appreciate French grace in this matter. We will reciprocate with our good faith.

5. He rejects outright the Ottoman terms for peace in the Middle East. He demands that Palestine, Syria, Lebanon, and the Arabian penisula be ceded to a new Arabic government. He suggests the Zionists find another place to make a Jewish homeland.

On the other hand, we sadly cannot support this. The Sublime Porte has been too good a friend to the Russian Empire, through thick and thin, for us to abandon their interests so completely. Their proposal, we believe, represents facts on the ground fairly realistically, and provides them only with the barest necessities required for the defense of their Empire. We propose that the British representative mediate here, as well. We hope very much that a mutually satisfactory conclusion can be brought to the affairs of the Middle East.

6. All prisoners of war will be returned to their respective countries.

We support this.

7. France will sign a non-aggression pact with Germany.

We support this, and frankly propose such a pact to be entered so as to include the entireties of both League and Coalition. European civilization is too precious to discard in another War such as this.

He also expresses his sympathy and well-wishes to the Russian Czar and offers to send one of France's finest doctors to assist in his recovery.

We thank the Première for his generosity, though such a gesture will be unnecessary. We do, however, salute his élan magnufique.

OOC: The Ottomans are very hardliners on this matter, besides in rl most Arab Nationalist were nothing but camel raiders, like Saudis and etc. So they have no repect for these backward nationalist. The real arabs to them, are the ones who are loyal to the state. Beside not all of the Arabs are nationalist, most of them are Pan Islamic, and they side with the Ottomans.

The French Prime Minister retires for a few moments and confers with a small group of Arab men wearing Arabic dress. After several minutes of quiet talking and a few excited outbursts he returns to the table.

"Hussien Achmed bin Ali will drop his claim to the Arabian peninsula if the Turks will agree to give control of Lebanon, Palestine, and Jordan to the Arabs."

Kaiserine Sophie Hapsburg strolled into the conference chamber with several advisors and took her seat all the while wearing a mask of deep pain.

“Good day gentlemen, I apologize for my lateness. The transport ship I was on suffered mechanical problems. First before you begin your rabble rousing and indignant demands I must make an announcement, one that effects this council and its negotiations. During the last great battle between the Austro-Hungarian fleet and the Russian Fleet my husband, Franz Ferdinand, was killed. He was onboard inspecting the fleet and when the orders came to take to the sea, he stayed aboard because he wished to support the men that fought for my great country. I am told that he died helping fire one of the ships great guns whose crew was killed. He died a hero’s death for his country.”

Sophie turned to the German delegate and paused for a moment. “You sir, have no claims to any Austrian territory. My husband, my people, mourned and condemned the sinking of your ship and urged the Italian government to pay reparations and to apologize. We stood by you because you were our ally and we wished that no harm on you. Yet you made ridiculous demands to us who I remind you had nothing to do with it. When we refused to oblige you and your delusions, you declared war on us, a shameless ploy to gain land. You and your nation are nothing than common thieves. It was the Austrian Empire that created Austria-Hungary and yet you are delusional enough to claim that Austria is somehow part of Germany. Then why pray ask did Germany attempt war with Austria in 1867 in the Seven Weeks War? As to the Russian demands we are not willing to negotiate but we will state our terms.”

Roosevelt was worried. He was concerned that peace was going to unravel over the Balkans, the problem that started the damned war to begin with. He also realized that a number of nations still felt they could win on the battlefield what they couldn't get at the peace table if it came to it. That had to be avoided.

Already orders were being placed on hold by the various belligerent nations, and factories in the US were going to be laying off workers soon. The last thing he wanted to see was an economic crisis because the Europeans couldn't decide what to do. The one thing he knew, after discussions with JP Morgan and other industrialists, is that industrialists, and most of all bankers, hated uncertainity. Some certianity had to be restored.

He looked at the map of the ethnic groups of the Balkans. Here was the problem, perhaps it could be the solution.

The fate of Austria was the key. Perhaps Austria Hungary could be preserved in part? It would certainly benefit Russia for it to be so. If Austria Hungary fell apart inevitably, if not now, then later, Germany would annex Austria and probably the German ethnic lands of Bohemia as well.

The key was to convince the Russians of this.

Keeping Austria Hungary as a nation, even a weaker nation, would benefit the Russians and the French. Perhaps it would prevent war, which would benefit the Germans, and for that matter the rest of Europe.

Roosevelt was also concerned about the Aegean. The Italians had conquered Crete from the Turks, but really, Crete should be Greek.

Therefore, the US recommended that Crete by transferred to Greece, as well as the Island of Rhodes and that Greece be declared a neutral state, with its independence to be guaranteed by Russia, Italy and the Ottoman Empire.

The US government also endorsed the working agreement the Ottomans and French were coming to over the Levant. Realistically, it probably would lead to conflict, but at least it wouldn't lead to European conflict and threaten the worlds peace.

Finally, the United States government offered to help guarantee the treaty. If the belligerent nations agreed to the US proposals, the US would also guarantee the independence of Austria Hungary, Burgandy, Greece and the new Slavic (he proposes Yugoslavia) if the British Empire agrees to do the same. If those nations are attacked by an aggressor, then the British and Americans would come to their defense.

OoC: Just got back from work, to find four pages had been added while I was gone. Yeow. Anyway, that's why I wasn't talking while everyone else was arguing.
Kordo, I've said before and I still maintain, the war is nothing personal for me (except about Slovenia, see below). But if you have a fault it's that you consistently overestimate the strength of your bargaining position. Having forced me, after several offers of peace, to conquer your empire in detail, I'm not about to give it back.
The only thing that's even slightly negotiable is Hungary, which I have no real interest in. Austria and the Sudetenland were promised to Germany even before the War (you don't think I didn't prepare? Fluff may even recall some inquiries I made to Italy), while Transylvania was granted to Romania as a condition of their alliance when I opened up that front.
Czechoslovakia was the birthplace of Pan-Slavism, and a major focus of Russian propaganda throughout the War. If I backed down on that, I'd have no integrity at all.
Finally, Yugoslavia is my real grudge match. In real life, Johann Gazvoda, my grandfather, was drafted by the Austro-Hungarian army in 1918. He deserted, traveled to the United States, and joined the American Army specifically so he could go back and fight the Austrians. If you'd ever met my grandfather, you'd know why Slovenija will be separated from Austria.
I have to add again. Pretty much everything else, as far as I can tell, is being worked out. Habsburg resistence is the only destabilizing force currently operating here (I mean, the French and the Turks are even comiong to terms!). The official Russian position is that the Kaiserin has no business even being at the Conference. But my one and only offer is: that I will allow the Habsburgs to retain possession of Hungary (modern-day borders only), on condition of ratification by plebiscite, a permanent non-aggression treaty with the Russian Empire and all her allies, and probably other conditions (like reparations and the acceptance of responsibility for the War) that I'm too tired to even think of right now.
Accept this, or we'll all just go back to the War. Unless your allies wisely desert you.

However, the US is more hopeful about the creation of Burgundy, Yugoslavia and hopes of peace otherwise.

The creation of a German superstate didn't play well in the papers though, and and substantial sympathy began to develop for France.

2) That Germany be required by the treaty to pay reparations to the citizens of Calais and Dunkirk.

Italy, after much internal debate, decides to sign the treaty. Although Austria-Hungary was destroyed, and a greater Germany was formed, the treaty did create a buffer between Germany and France. It also slightly enlarged Italy and pretty much ended all claims Italian nationalists had. Some of the more extreme ones still claimed Dalmatia, Corsica, Malta, and others, but no one cared about them. Best of all, it ended the war and allowed Italy to concentrate on fending off this recession.

With those ominous words Sophie strolled out the door, leaving the delegations behind. Whether she intended or even could carry out those threats was unknown and seen as unlikely even by her own delegation who had not expected anything like this from the normally calm and peaceful Kaiserine. But in the underground of the former Austria-Hungary word began to spread, always spoken in fearful whispers, of a Royalist group called the Todekommandos or Death’s Commandos, a group that should be avoided at all costs if one valued their life.

ooc: This is a good time to point out a few things:
1. I’m not sure what my plans are in this game, meaning I’m not sure if I want to remain Hungary or say play as Argentina or another country, which is the reason the post isn’t to specific on details.
2. All things said IC are just that. I have nothing against any players so don’t be offended by anything my characters say. Personally I love making my characters be pompous assholes, this doesn’t reflect the way I think about you as a player. I don’t know if anyone thought that but I just wanted to be clear.

Russia agree to these terms (although the maps are a little unclear--in the second one it looks as if Hungary includes Transylvania and Bosnia, but obviously from the text that is not the case). Russia will also offer to pay damages to the victims of Dunkerque and Calais.

ooc: sorry for the delay in responding, a cross country meet and of course school made up my day yesterday. Basically, the speech given by sophie was...well for a lack of a better term, bull shit. The civilian government is likely to sign it in its full measure. Basically the speech was a way to save face by showing that the Monarchy will not accept defeat, and I realize that were going hungary is going to be occupied for a while which might make a good RP if anyone is interest, while I figure what I'm going to do...do a replay of WWII and get killed by Russia again or simple just take control of another nation. Sorry for the indisivness. (and horrible spelling errors)
