To ensure access to the oil feilds of Louisiana, it became of strategic importance to acquire the South Eastern United States.
The plan was simple, from Louisiana, UPR forces would take mississippi, Alabama, Florida, and Georgia. The Florida Keys would be leased.


For the purpose of the acquisition, 10,000 IL 102's were transferred from Asia to Louisiana. While this was happening, a major transfer of 500,000 combat troops from Asia to Louisiana was in the preparation stages.
The reason the troops were going to North America was a training exercise.

Behind the scenes, messages were sent to Mississippi, Alabama, Georgia and Florida calling on them to integrate into the global collossus that was the Union of People's Republics. The messages detailed the immense economic, military, social, health, and technological benefits of membership in the UPR.

A message was to sent to the government of South Carolina and Tennessee (who owns those) proposing open borders, free trade, and freedom of movement.

Melissa Gergen was inconspicous among the crowd. Those who saw her taking photos of strategic sites thought she was just a typical tourist.
Her long black straight hair blew in the wind. Her hazel eyes constantly alert to see if she was being followed. If not for the multiculturalism of the latter half of the late US, her almond colored skin would make her stick out like a sore thumb.
She was in Jackson Mississippi on "vacation". Her hobby was photographing strategic sites and sending the pics and other data back home via her cableless personal PC modem. But as far as anyone else could tell, it was nothing more than mini DVD player. She even noted banks, gas stations, the number of people guarding each site and other things that are important but that most people don't pay attention too.
Her coworkers were spread throughout Mississippi. All of them pretending to be tourists, all of them doing the same type of work.
In her purse she carried over 2 million in cash. Money to buy information and to buy off corrupt cops and other government officials. She also had checks. She was authorized to write up to 50 million in checks for expenses and to buy people off, pay people not to oppose Whittier, and to purchase information and even access to the highest halls of Mississippi's government.
