The nation of Darvainia's military and defense spending is at an all-time high, some say they are preparing for a war, but the government denies such notions.
"Somehow our military budged reached almost 45% percent of the whole naitonal budget," said General Whitemuenster, commanding general of Darvainia's military. "So I'm using the money. It's more to defend ourselves from foreign invaders than to actually attack anyone, but since I have the budget I've been given the responsibility of building Darvainia's navy, airforce, and army, so I'm doing all I can."

Whilst Darvinia's air superiority capabilities are adequate, it lacks any kind of serious ground attack or bombing capabilities. Furthermore, whilst its F-42s and F-76s are formitable, their small number makes them vulnerable to battlefield losses and decreased efficacy should even a single plane be downed due to mechanical problems. To this end, WINDS suggests the consideration of the Juumanistan Ni-31 Snakehead and No-34 Asgard as possible additions to the Darvinian Air Force's stockpiles in the hopes of both broadening the number of aircraft that can be brought to bear and, simultaneously, adding to the capabilities of the Air Force.

The addition of the Ni-31 provides the Darvinian Air Force with a light, nimble, and relatively cheap platform that can be used for both air defense(with it mounting air-to-air missiles on each of its mixed-weapons hardpoints) or ground attack. The No-34 provides you with a serious strike aircraft, as well as a massive missile boat, as each of its bomb bays can hold upwards to fifteen anti-air missiles. With regards to numbers, WINDS would recommend the commission of at least ten squadrons of Ni-31s(120 aircraft) and at least four No-34 squadrons(48 aircraft). WINDS can deliver the aforementioned 168 aircraft for a price of $8,000,000,000 including requisite simulators, manuals, and personnel to assist in the training of new Darvinian pilots and maintenance crews. If more units are required, pricing can be negotiated at that time.
Should Darvinia be interested in off-the-shelf systems, such as the F-16, MiG-23, or F-111, WINDS is also capable of providing them, though an estimate of the price per unit or per pacakage cannot be assessed at the moment.
-Logistics Aircraft
In addition to lacking strike aircraft, Darvinia is also bereft of support aircraft of the type that are absolutely vital to maintaining aerial operations. It is in the opinion of WINDS that priority should be put on acquiring an airborne radar system and a tanker system in order to facilitate long-term aerial operations and ensure maximum efficiency and efficacy from aerial forces. WINDS also has access to the Juumanistran military's primary AWACS and tanker aircraft, detailed below.
