International Assistance Required

Yet another one. James was partly annoyed about having to cancel this evenings dinner to celebrate Mr Dawnon's promotion. He was partly mystified with his superiors decision to ask the world at large. He was mostly, however, pissed off with the eternal question; 'Why me?'. Things had not been going well at home for him, yet night after night he was forced to re-read and sign coroners reports on the victims and deflect the media from the criminal. He signed the letter addressed to the other Nations of the world, and sent it.

Nations of the World,
As you may or may not be aware, Necrinoctan Police Forces are currently investigating several murders that we believe to be linked not only by the murderer but by their involvement in Politics. What we at first thought to be low-scale assassination has now picked up the pace; with eight Fourth through Seventh-Class Ministers being found dead and three more missing.

This is a request for help solving these crimes, as our police force are ill-equiped to deal with such a criminal. We ask that any interested Nations send several detectives and possibly some armed police forces. We have no doubt that this is a lone individual who is highly skilled, and is always two steps ahead of our investigation.

Our main reason for this request is to secure help with internal investigations. In such a young Nation every spot is up for grabs, and with the Second Police Doctrine out soon; we think that a lesser polititian may be footing the bill for, or even carrying out these violent acts.

“This would be an interesting opportunity to gather intelligence on a relatively new nation, Director-General.” Commented Sub-Commander Fires, sipping form his Gin and Tonic

“Indeed, I agree. Not only can we be helpful, and gain a friend in the community, we can also gather all sorts of information, which may be otherwise unavailable to us. I’ll authorize it.” Replied Director General Davis, taking a long drag from his cigar, blowing a thick plume of smoke into their air.

“Yes sir, so, maybe a team of 3-4 Investigative Agents, supervised by an Senior Investigative agent, and an Field Operations Commander to lead the expedition, plus maybe, 5-6 OISCRU members to serve as security?”

“Why the extra security?” Davis asked. Though he knew the answer, he loved to test his right hand man, to keep him thinking.

Fires, of course, was used to this, and knew Davis wasn’t questioning his ability, as much as he was making sure Fires had all the angles covered, one day, he, after all, would be sitting behind the Director-Generals desk.

“Sir, we’re dealing with potential assassins, who are knocking off government agents and politicians. Taking a foreign national, especially one related to a foreign intelligence service, and government, would bring a hefty ransom, and international attention; therefore, we must guard our people closely, lest they become the target.” Stated Fires

“Very good, Sub-Commander. Contact Necrinoct, let them know we’re prepared to offer them services.” Replied Davis, flicking ashes from his cigar into the tray.

“Right away, sir.” Said Fires, finishing his drink.

The Nation of Transnapastain,
We thank you for your helpfull and decisive response, but we regret to inform you that during out brief negotiations a Second-Class Minister was killed. While being escorted from his house in the suburbs to the Arenas in the City Center, Allan D. Picond's car reportedly swerved off the road and crashed. When the Police Escort investigated the scene, Piconds personal bodyguard and driver Luther Richards was nowhere to be seen, although he had been witnessed entering the car with Picond. The Minister himself had been fatally struck by a blunt object in the throat, possibly the killers fist.

Our immediate response was to block the immediate area and send an Armed Unit to the Ministers house. In the basement they found Mr L. Richards dead with his uniform missing and neck broken. No-one was seen breaching the perimeter we set up and so far no fingerprints have been recovered.

From this we have determined that this criminal is more than a physical match for one of the finest men in Personal Security, and somehow managed to evade a $200,000 surveilance network that had recently been installed in Piconds home. We also percieve that this man has no qualms about harming or even killing those who stand in the way of wherever he wants to get to.

“Really? Ok, I’ll write them myself this time…uh huh…good bye Sub-Commander.”

Davis hung up the phone, and began to compose a letter, addressed to the 2nd level minister, James R Alvard

“Dear Mr. Alvard,

We regret to hear of your loss, and wish you the best in brining this killer to justice. We respect your honorable intent in trying to keep our forced from harms way, and, if this is the way you wish for things to be, then, by all means, we shall not interfere.

However, I personally guarantee that my men and women are ready, willing, and able to bring this criminal in, and are not afraid of the dangers they may face. Of course, should any of die in the line of duty; this action would not be held against your nations government.

It seems, though, and I mean no disrespect, that your police forces are at a loss. We wish to see no nation terrorized by anti-government forces, and are still wiling to assist you in whatever way you should ask, within reason.

Message to Necrinoct

Hello, we have great interest in stopping violence in smaller, developing, nations. Thus, we are willing to aid you in police operations.

If you allow, a South Sea Class Frigate will leave Rovonia headed for one of your ports.

All we ask is that once in port our vessel is allowed to secure it's complete dock by itself, and we ask that you rent personnel on this vessel three armored (if possible) vehicles and fuel.

We would appreciate all the help we can get with this adversary, but for your own safety we reccomend you bring more personel. We can supply firearms for them if you wish, but our Police Force is in turmoil and will be until the Second Police Doctrine is made official.

Please have your people plane or helicopter to the Capital at Altro City Central Airport. We also request for an ambassidor to be sent as well as there is a wish to exchange embassies.

Your assistance is greatly needed and welcomed, but we will not allow military vessels within our maritime borders. We ask you to send them via alternate means such as planes or helicopters. There will be several people from the Nectrinoctan Police Force ready to welcome you at the Altro City Central Airport.

Your request for vehicles has also been denied, we cannot allow the public to see armoured vehicles in our streets. However, we have submitted an order for the manufacture of several armoured civilian cars that will be ample for your needs. Although our Police Force owns APCs, we avoid using them except in emergencies, terrorist incidents or large scale riots.
