Raven corps after the genetic center chaos, was low on funds and it was needing money fast. The cost of containing the center was becoming a hole in thier pocket book. The board of directors where worried that the company would go under. Plots now rumor to Robber national banks and exchanges where now under way......

And the first place under the scope was the International Development bank. they were small and not as well defended as Weapons-tech or UIFC facilities
And of course Raven Corps sharholders are not in on any involovement.

But for now they had to survey, and gather intell.
