The concept behind this idea is a nation run by around 20 Nationstates players, where the running of the country depends on the acts of a proper parliament.
There are 17 constituencies in this country (Anekh :)), and each player will pick a constituency, and within certain constraints state what the constituency is like (i.e. number of cities, economy, constrained by population). After that is done the parliament is opened.
Each MP picks a party to be alligned with, and has to stick with it for at least one parliamentary term ( a month or two). Each MP has the power to bring up a proposal before parliament, which will affect how the country is roleplayed depending on wether or not it is passed. For example if an act is passed approving an increase in the military budget, then on the NS boards the nation acts more militaristic.
There would be a monarch (global moderator) who approves the appointment of nobles,w ho populate the upper house, and a Prime Minister (me at first) who handles the nation on NS. There would also be a steward (moderator) for each board, to keep things tidy.
Things should be less confusing if you actually visit the board, which will be up in a jiffy.
