The Grand Meeting of the Ottoman Alliance members

The Nation of Khailfah al Muslimeen(Ottoman Khaif) was hosting the meeting of the OA members in its capitol of Istanbul. Soon the leaders of many OA member nations would coming to the city for the meeting.The nation top hotel the Grand Istanbul Hotel was made ready for the coming event. At the Istanbul International Airport, the KLM Honor Guard was going to welcome the leaders of the OA member states. The KLM government Minster was that assign to host this meeting was Foreign Minister Farhri Koruturk (http://img.photobucket.com/albums/v504/Ottoman01/mishkin1.jpg), he was the Hotel lobby awaiting for the other nations leaders to come. There was many arm guards to maintain the peace and make sure noting would go wrong for this grand meeting.

The Presidential Aircraft, on approach to Istanbul International Airport


President James Anderson stood just behind the pilot of the modified 747-400 as it approached the airport. One of the privilidges of the post of President was that you could do pretty much what you wanted, especially as this plane effectively belonged to him. The pilot, an Air Force Colonel with nearly three decades of flight experience behind him, didnt mind having the President looking over his shoulder as he knew of the President's love of flight.

Not many people knew that on the odd time that the President had a weekend off when his family were all otherwise engaged he would slip down to Neito Air Force Base and fly F-15's with some of the men based there. He was qualified in both the -15C Interceptor and -15E Strike Eagle and was also a remarked pilot of the UH-60 Blackhawk helicopter, although few knew he did it.

However this large aircraft was nothing like a fighter or helicopter, and so the President had never been behind the controls much to the delight of the Secret Service. It was often joked that this aircraft was basically a flight of radios flying very close formation that had just had a 747 skin wrapped around it. The President could run a war from here, which was nearly what was having to be done now with the regional stability edging towards unfriendly in the Kingdom of the Midlands. The Secret Service could also relax on this aircraft, as the President did, as there was nobody on who could pose a danger to the President. After watching the movie Air Force One, it had been decided that the Press area would be turned into a mini cinema to while away the boredom for the Secret Service and other personnel that travelled on the aircraft. All of those currently in that cinema fastened their seatbelts as the pilot came across telling them they were ten minutes from landing.



Exactly ten minutes later the thud of wheels touching the tarmac announced that the aircraft had rejoined the ground and the reverse thrusters slowed it down as armed jeeps converged to guide it to the terminal. Secret Service personell with the Presidential motorcade of Limo's and Chevy Suburbans were already deployed, having arrived a day earlier on a pair of C-141 Starlifters that could be seen from the starboard port holes of the aircraft now taxiing to the awaiting stairs.

Once these were rolled up the President and several Secret Service Agents stepped out and headed towards the assembled dignitaries via a red carpet. The President shook hands with the minor dignitary that was at the airport and made a brief speech about the solidarity between the members of the Ottoman Alliance.

As the honour guard stood to attention he made a quick inspection and then entered his limosuine which sped off with the motorcade and some local police towards the hotel and the waiting Foreign Minister. Behind them at the airport, security personell monitored the refuelling of the aircraft and put out a guide rope around it to prevent anybody approaching which was monitored by a mixture of Secret Service and Air Force Security men that had travelled on the plane.


The Motorcade arrived at the hotel some twenty five minutes later and President Anderson and his retinue alighted and spoke with the Foreign Minister.

"Minister Koruturk, I'm so glad to be here. This is a wonderful nation and I am shocked that I have not previously visited the country " the President said as he extended his hand.............

The President took his leave and headed towards an usher who guided the party towards the suite of rooms that they were to stay in for the duration of the conference.

Istanbul. Conquered by the Turks and taken from the Romans in 1453. Capital of the Khailfah al Musilmeen, and the Ottoman Empire before it. Alexei watched the city grow larger as his plane descended. Seat of our once most trusted ally.

It was no secret that relations between the Khailfah al Musilmeen and the Imperial Commonwealth of Malkyer had been strained to a near-breaking point immediately after the Malkyeri Civil War. Due to problems at home, the Ottoman fleet had been called back, allowing rebel forces to take the crucial ports along the south-west coast of Malkyer. The Loyalist forces had won in the end, but the people of Malkyer had not forgotten what they viewed as betrayal.

Alexei had come to Istanbul hoping to rectify this situation. Malkyer needed allies, and Alexei was also determined to uphold his nation's commitments to the Ottoman Alliance.

There was a jolt as the plane landed, and then the wait as the aircraft taxied to the gate. The door opened, and Alexei walked down the stairs, followed by four bodyguards. He greeted the welcoming dignitary, and gave a brief speech similar to the one President Anderson had delivered earlier. Afterwards, Alexei and two guards got into a waiting limousine, while the Emperor's aides and the other two guards piled into another car.

Half an hour later, they arrived at the hotel. Alexei stepped out of the car, and saw the Foreign Minister waiting. "Mr. Koruturk, a pleasure to meet you," he said, extending his hand. "I hope this meeting will be beneficial to all of the Alliance."

The giant red and black E-4B cruised along at 35,000 feet. Four F/A-22A Raptor's flew close by, two on each side. The Fuhrer sat in his private office behind his desk. The large flatscreen TV in front of him showed a Grey haired, buzz cut and grizzled Marine talking. "Everything's ready sir, the C-380 is squared away and F-1, F-2 and F-3 are awaiting your arrival. The Ambassador is also here."

The Fuhrer nodded before replying, "Excellent work General, we're beginning our descent now, we should be with you in 20 minutes, over and out." The screen clicked off and the Fuhrer clipped his seat-belt on and relaxed back into the cream leather chair.

25 Minutes Later

The E-4B sat grandly in the sun, the Hirgizstanian and Commonwealth flags glistening in the sun, on the only white patch of the plane, under the cockpit. The red and black monster was, however, dwarfed by the sheer size and imperiosity of the nearby E-380, perhaps the largest cargo plane ever built.

The steps had been rolled up and a red carpet laid out, bordered by a crisp-dressed Marine and Naval Honor guard. The Hirgizstanian Ambassador to Ottoman Khaif stood waiting at the foot of the steps. The Ottoman Khaif press corps heaved at barriers a distance from the plane, shooting camera's in a frenzy.

The Fuhrer appeared in the open doorway and the honor guard immediately saluted, the Fuhrer returning the salute and waving to the press as he descended the stairs. The Ambassador met him at the foot of the steps and gave a curt bow, and then shook hands.

"My Fuhrer, it is an honor to have you here."

"Yes, its a beautiful country, and a nice day today aswell. Any news?"

"Yes indeed, President Anderson of Independent Hitmen, whom you know, and Emperor Alexei of the Imperial Commonwealth of Malkayer have arrived. It would seem Malkayer and Ottoman Khaif have some problems at the moment, but nothing too serious i believe. My Fuhrer, what do you wish of me?"

"Excellent, yes now, i need you to accompany me to this meeting, as my Ambassador i expect and require your information during the meeting."

"It would be my honor, my Fuhrer."

"Excellent, you will be travelling in F-2, inform the Fuhrer Guards of anything you require. I'll see you at the hotel."

The Ambassador bowed and the Fuhrer walked down the carpet, pausing every now and then to speak with a Marine or Sailor. F-1, 2 and 3 (Specially kitted out Blackhawk helicopters, with Red and Black paint-schemes) were already running, and the Fuhrer dissappeared inside F-1. As soon as the remaining entourage were on board the other helo's the flight took off and left the airport.

Almost as soon as F-1, 2 and 3 had left the Marine and Navy honor guard began marching away, to return to the Embassy. During this a squad of fifty futuristic looking soldiers sprinted out of the C-380 and took up positions around the E-4B. The CENTURION Battle Armor drew gasps of awe from the surrounding press and the ground crews who happend to see it. The red glow of their eyes from the helmets made the soldiers seem even less human than they already looked.

F-1 landed on the roof of the exquisite looking Grand Istanbul Hotel and shut down its engines. The Fuhrer jumped out, flanked by two large and pristinely dressed Fuhrer Guards and was met by Foreign Minister Farhri Koruturk. The Fuhrer shook his hand and said "Wa es salam aleikum. It is truly excellent to be here Minister, this is truly a country of wondrous beauty. I wish to thank you for meeting me up here on the roof..."

Thoughtout the hotel ,the Imperial Black Guard and the Ninth Directorate (Guards) officers were on patol and making sure everything was right and nothing wrong was going to happen.

The Fuhrer nodded, "Thank you Minister. Now, I must take my leave and let you get back downstairs to greet the other dignataries. I hope to talk with you soon Minister."

The Fuhrer watched as the Minister nodded and walked off toward the roof entrance. A pair of hotel staff opened the door for him and stood waiting on the roof. The Fuhrer turned to see F-2 coming in to land with the Ambassador, he turned and walked toward the roof entrance, wanting to get settled into his new room for a few days.

Flight AC0000001A had left Celtayoshi in the blazing daylight, it was to arrive in Ottoman Khaif at 0900 hours the next morning. The aeroplane was technically part of the Air Celtayoshi fleet, reserved for the Premier, and was infact a converted SA437LX, itself modelled on the A380, only vastly improved and modified to make it as safe as any aircraft to ever fly.
On board the Premier was getting plenty of sleep, but was occasionally awoken by his top secretary bringing him important messages. Mind you, the world was quiet as far as Celtayoshi was concerned at the moment, so it caused him little bother. Neither did the weather, it was almost plain sailing all the way, except for the odd patch of turbulence, which could barely be felt.
Upon the planes arrivial into Istanbul it taxied to the waiting red carpet zone, where a KLM honour guard awaited. The plane door opened as steps where wheeled up, and down the steps came a Premierial Guard, at the bottom he gave a white lily to the senior officer. This was a tradition of Celtayoshi leaders upon arrivial on foreign soil to show peaceful intent. Next the Premier stepped out and waved. The assembled media took their photos and the Premier made his way to the vehicles. Once inside with his top guard they proceeded as part of a several vehicle convoy to the hotel.

While the cavalcade was moving the AC0000001A taxied off to a storage hanger. There it would be guarded for twentyfour hours, seven days a week, to ensure no harm would come to it until the Premier returned.

The Premier arrived the hotel about 25 minutes later. Out stepped the bodyguard wo helped his Premier out of the car, and then stood back as the Premier walked up to shake hands and pose for the cameras with Farhri Koruturk.

The lone, heavily modified C-121A transport sat on the tarmac, its bright silver white and absorbing navy blue color scheme reflected light in all matters of directions, courtesy of the serious amount of time devoted to polishing and rebuffing the aircraft's slick outer surface. Blazened across the left fuselage was a reversed Armed Republic flag, a simple black line seperating it from the rest of the white portion of fuselage. The dark, navy blue eagle was poised in attack mode, its fierce talons poised to strike, its eyes scanning its prey. The simple circle around it announced unity, there were, after all, seventeen united districts in the entire Armed Republic. From the circle came four rays of dark blue, widening as they each met with a corner. Nearby, the Kagan's own flag, a simple, and small design, endorsed the very aft portion of the fuselage. A smattering of numbers labeled it as Executive Aircraft [EA] Nineteen-Hundred Ninety-Four [1994]. The 1994 came from the official year that the Armed Republic had formed after the ashes of strife between Azerbaijan, Russia's caucusus states, Georgia, Armenia, and portions of Turkey. It was the year they all united to become one, the Armed Republic of Soviet Bloc.

At the moment, a group of suited individuals made their way towards the aircraft, following a cordoned-off path, and escorted by twin VEPRK Enhanced Combat Systems, a further evolution of the NGCIS. They were met half-way by one of the Kagan's aides. He had to shout to be heard over the rumbling turbofans, just beginning their initial rotations and ignition. "Kagan, sir, do you have everything?"

The Kagan eyed the aide and shouted the response, "What the hell do I need?"

The aide shrugged, "I guess... Nevermind, you really don't need anything."

In reply, the Kagan smirked and gave a simple statement, "Thought so." He paused as thoughts filled his mind, "Say, this is an all-Ottoman Alliance meeting right?" The aide nodded in confirmation. "Great, time to catch up with our duties as the Minister of Defense, eh?" The aide gave the Kagan a respectful salute and stepped aside, opening the corridor the waiting white bird. The Kagan waved for his entourage as they began moving towards the aircraft, the guard troupe doubled to four, and then added a further two, bringing the total to six of the Kagan's own Strakhen Soldat Armiya [SSA] members. They stood apart, not because of their disposition, armament, sometimes glowing eyes, or their incredible training, but because of their sheer intensity and aura about them. They were the embodiment of superiority, and could wrestle twenty men at once and emerge victorious. They were the most highly trained, paid, respected, and superior members of the military's armed forces, surpassed only by scattered members of the OMONIA's Black Berets.

Soon, the group had arrived at the aircraft and piled into its heavily modified interior. Not only did the aircraft carry far more armor and survival systems than its predecessor, but it also carries massive powerplants, twice as powerful as their previous, aging counterparts. The aircraft, with its sleek design, beautiful paint, and sheer 'luminosity' [although it did carry visual camoflauge, the entire 'paint' scheme is actually a saved paint scheme and can be replaced with a whole manner of others, including the ability to use studded cameras to create a general area color scheme to reduce detection. Its heat output was only slightly greater than the F-225's incredible heat suppression systems. It carries its own radar, infrared, thermal, LIDAR/LADAR imagers, but leaves the entire suite off, relying on data sent to it from its escorting fighters and the dedicated EC-121J Combat Electronic Warfare escort aircraft. An enemy would only see the four fighters and the EC-121J, and never able to fire upon the Kagan's aircraft.

Within minutes, the Kagan was settled in his expensive leather command chair in his office, embedded in his ultra-safe 'cabin' which he had an office, bathroom, bedroom, and a lounge area. Around him were situated dozens of computer screens, all providing him a real-time ability to govern the nation from flight. An aide rapped on the door and the Kagan allowed him to enter, "Yeah?"

"We're prepping for take-off, we should be in Ottoman Khaif within a half-hour."

"Great".

As the take-off preperation winded down, the aircraft taxied into position, the airport providing clear skies for the Kagan's ascent into the wild blue yonder. The pilot lifted off the brakes and the plane rolled forward, gently rolling along the runway. As the pilot and copilot pressured forward the collective throttle control, their speed increased as they began roaring down the runway. The crew quickly operated the flaps and turned the thrust reverters down, providing incredible lift. At that moment, the forward wheels lifted from the ground, the rear wheels following seconds later. It was in the air, and a half hour later it would again, be on the ground...


Upon arrival at the requested landing position, and after having taxied into position, the forward stairway was lowered. Two Strakhen Soldat Armiya members gingerly descended the stairway, seperating to each side and locking their assault rifles into their side holsters. The eyes glowed with a darkened blue and each lifted a stern salute to herald the arrival of their commander and leader. Behind them came the Kagan, closely followed with two plain-clothed security members, and then the rest of the entourage, mainly aides and escorts, except the Minister of Foreign Affairs who arrived with an aide from the Ministry of Defense. Behind them came two more SSA members, in a single file. The last two remained aboard and would protect the aircraft, along with two other SSA who would seperate from the Kagan's side.

The Kagan stopped as the stood on the foreign soil, he took a deep breath as he greeted whatever government officials had been set to greet him. After the formalities, he was escorted into a limousine destined for the hotel at which he would meet Foreign Minister Farhri Koruturk...

President Anderson was with the assembled leaders at the head of the large table in the Hotel's main conference room. The leaders chatted for a few minutes before a nameless protocol officer whispered in the President's ear that it was time for his speech. He moved reasonably quickly to the podium and had been erected, and upon seeing this the other leaders and delegates in the room fell silent.

Taking his notes from his pocket and putting them onto the lectern in front of him, James Anderson, President of the United States of Independent Hitmen and the Ottoman Alliance, began the formal proceedings of the conference.


" Ladies and Gentlemen, I would like to take this chance to tell you how glad I am to see you all here today fit and well and I express my wishes that this meeting be fruitful and productive to all of us. I am sure you all know each other, and so I will not waste time with unecessary pleasentaries."


"During the past years the Ottoman Alliance has faced many challenges, the biggest of which I fear is inactivity from ourselves in alliance matters. Now I take part of the blame for this, as sitting President I have not introduced as many reforms to the alliance as I would have wished, and I thank the Defence Minister for putting together such a comprehensive overhall of the OA joint forces and implementing that plan in such an efficient and well organized manner. Hopefully this work will continue as the years go by so that we are truely a force to be rekoned with on the International Stage."

"The International Stage. For too long we have been ignored, or unknown on this platform of the world and we must change that to get the recognition that we deserve for our efforts. We must take the chance that this conference allows us to propell ourselves onto the stage so that the world knows and loves the name of the Ottoman Alliance."


"I propose that the first topic of discussion be that we consider this aim and the best ways of implementing it, and that it becomes the OA's sole aim for the forthecoming weeks and months. It is essential to our survival as an Alliance, and I would so hate to see us fall."

"Leaders of the respected OA member states, I must say for the OA must become active in the international stage, as President Anderson as stated. I said we show our kindness to nations in need to give the OA a good standing with the other states of the world. By kindness I mean, by helping young nations defend themselves and help building their nations to stand on their own two feet. They will remember us as the nation that help them build themselves to stand alone without being attack or conquer by other nations. We must show kindness to gain the favor of the international world."

The Fuhrer stood and walked to the podium, watched by the assembled leaders and President Anderson and Minister Farhri Koruturk, who stood just behind the podium.

The Fuhrer assumed his place at the stand and did not place any notes on the surface, the Fuhrer was a renowned orator and never needed notes.

"Fellow Leaders and Diplomats. My esteemed freinds behind me have talked about our plans for the future of this great alliance. I, for one agree with them and would like to inform the Members that we have just recently signed over $50 Billion to the nation of Moses Land in humanitarian aid, this indeed is a step forward for the Ottoman Alliance, and we need to keep doing this type of work so that our name will be out there and noticed. I would also like to voice caution though, on our chosen path. We cannot just hand out funds all over the place, and to anyone who needs it. Dictators, communist revolutionaries and terrorists control many nations in the world, and to give to these nations would be unfruitful to say the least. Helping nations to defend themselves also needs restraint, we must ensure that their cause is worthy of our help and ensure that they do not use our good-will for other means. In order to ensure we do this we need to keep a healthy Treasury Department, an excellent Intelligence Department and a world class Military force headed by the Defense Department. I'm sure during the course of this meeting we will have much to discuss on these matters and I look forward to hearing from everyone."

The Premier spoke next, as he got up he took a drink of water, and then scanned the diplomats and leaders.

"What you say is true, Fuhrer, but it is also vitally important that we act quickly and descively. We cannot wait days after disasters before the Ottoman Alliance releases funds and supplies, nor can we wait too long on conflicts where a nation is being victimised, and we need to ask ourselves whether we want to pursue a policy of diplomacy first, or force first. The treasury department will be well looked after, in this alliance we have some of the richest nations on this planet, what we need is efficient communications, we cannot wait days for the defence ministry to respond when intelligence is placed before them. Similarly we cannot wait days for the intelligence department to look into a situation and then report back, everyone must be constantly vigilant."

President Anderson once again spoke after hearing the other three delegates.

"Once again I think the problems that we face all stem from basic lack of activeness on behalf of the alliance. With the exception of the members here today I think that none of the others have checked on alliance affaris and consider the alliance dead. I fear this also includes the Minister of Membership, one of the most important positions for ensuring that the alliance continues. I shall be looking to appoint a new Minister into this position in the very near future."

Alexei sat, silent. He was very much the junior delegate here, and was unsure of what needed to be said. So far, his most pressing thoughts on the alliance had all been voiced by the others. Finally, he stood and spoke.

"Certainly, we must be an active alliance, and to that end I am willing to offer whatever resources the Imperial Commonwealth possesses for use by this alliance. This includes communications, intelligence networks, what have you. Malkyer has not always been the most active memeber of the Alliance, something I intend to change."

The Fuhrer listened to what the President and the Emperor had to say before speaking.

"I agree Emperor, and President, that we must be more active, and I would also like to say that the Commonwealth of Hirgizstan offers its resources to the Alliance as well. However, I was very surprised to see that our own Congressional Speaker has not yet turned up to this meeting, and indeed many other members also have not. President Anderson, as acting President of the Alliance what are your suggestions to create more activity? Surely we would need to concentrate on getting members involved in such activities as this before we can even think about asking them to move into a conflict that may arise in the future? I understand that nations often have much going on outside of their Alliance commitments and thus their participation drops, but even so what do you suggest?"

Seated somewhere among the delegates was the Kagan of the Armed Republic, Viktor R. Dokhturov, who sat idly by, intently listening to the banter being thrown from end to end from delegate to delegate. Along with him sat his Minister of Foreign Affairs, and beside him was the appointed 'Minister of Ottoman Alliance Joint Forces', a position created when the Armed Republic snagged the 'Minister of Defense' position in the cabinet of the Ottoman Alliance. The man, the distinguished Cheif Marshal of the Ottoman Alliance Joint Military Vladimr Krevedikov had served forty years with the Army of the Armed Republic, ever since he joined Officer Command School - Rostov at the age of eighteen.

The three men, quietly amongst themselves, agreed with the primary points of the current discussion. Activity was needed. It was vital to this organization's survival. However, how can you be active when you don't have a purpose?

After listening to the Fuhrer of Hirgizstan's statements, the Kagan gingerely arose. "Comrades, I agree with the previous statements... Activity is vital to any organization's success, especially for the Ottoman Alliance... What we need, and I believe I've mentioned this before, is a solid, uniting purpose, one that is both noble and vital. We need a specific mission in this world, no matter how concise or vague it may be. Although we have a general 'purpose', we must redefine it so that we may all unite solidly behind that purpose and see to it that we do not fail in our mission." He paused as he searched the faces of those present before continuing. "After we find our great cause for existence, we should immediately take steps to thrust this alliance into the heaving waves of international diplomacy, and we must make our existence solid enough so that the waves adhere to our structure so that we break the waves, force them to listen, instead of rolling along. Only when this is accomplished will we truly be an international, active organization..." He quickly reached for the glass of water provided for him and sipped the icy liquid.

With his mouth moistened again, he continued, "Mr. President, your work has been exemplary in organizing this alliance with what we need to become an active and ever-present entity on the international stage. But now is the time that you take active, deliberate control in bringing us to the international stage. Our current financial and economic aid projects are a start, but we need a true international mission, and only you may provide that for this alliance." He gave a nod of his head and returned to his seat.

President Anderson remained seated for a while longer digesting the points that had just been made. Kagan had just backed him into a small corner, effectively saying that he should decide the overall purpose of the alliance.

This worried the President. Shaping the alliance in the image of the USIH would seem the best course, tolerant of all types of government with the exception of cruel dictatorships. But this would not be acceptable to some of the established members of the alliance. Only recently there had been arguements over providing aid to a communist government, a matter that had still not been settled and the President was not eager to enter into a side for fear of alienating the other.

Besides, the USIH was close allies with Russian Forces and they were a devout communist nation, if devout was the correct word to be used in that situation, and that may appear to bias the opinion.

Simply finding an aim that all of the members would agree on would be hard enough. Although, he thought to himself, perhaps losing a few to create a purpose would ultimately be better for the alliance. Finding the purpose that was agreed upon should not be solely left up to him though, and he would approach other senior members of the alliance seperately to seek their input.

Yes, he decided, that was a good plan. It still left the question of the lack of activity from certain ministers, in particular the Congressional Speakerm, and that topic would have to be seriously addressed in the very near future.


Ending the small uncomfortable silence the President once again stood and cleared his throat.

"Well Kagan, that is indeed a proposal of much merit and definitely needs closer examination by the decision making parties. The absence of one key one not withstanding.

I fear that I would feel uncomfortable with being the sole decider of the alliance's mission, it is after all an alliance that exists to serve its members and I believe that its members should decide its true course. Therefore I believe that a proposal should be drawn up and then voted upon by all active members. An active member will be defined as a member nation attending this conference, in addition to Greenmanbry who has privately expressed their reasons for not being present to me.

I also believe that we need to move ahead with our active recruitment of new members into the alliance, and therefore if they accept I would like to appoint Malkyer as the new Minister for Membership effective immeadiate. I also believe that elections for a new Congressional Speaker should be held within the month (RL month) in order to make sure that the proper legislative body is in place for a decision on the alliances mission.

I believe that the final mission statement should be finally decided upon by the three most senior figures of the Ottoman Alliance Government, The President, The (Newley elected) Congressional Speaker, and the Minister of Defence.

In order to speed this process along, I will be setting a deadline for a final draft of the alliances mission to be completed by the 31st of September 2005 and ratified by a vote of members and then implemented by the Government by the 7th of October 2005.

I call for an oral vote now to decide whether this will be our course of action. An Aye for Yes, a Neigh for No. By my count there are 6 members here, and I shall abstain from the vote as it is my proposal.

Therefore the majority vote of three or more shall win. I would ask for your votes now Gentlemen.

The President sat down and signalled for an aide to open a pad of paper and jot the results down. When it was decided they would further discuss the proposal, be it to adjust it or to accept it.

As he listened the Kagan slightly cringed to himself realizing he had set the President up... However, all he had wanted to do was to point out the fact that the President had the final say, he was their leader after all and did have to maintain control. Of course, this could've been influenced by the Kagan's position on autocracies, which he favored, the Armed Republic being similar itself.

With the call for a vote, the Kagan took the initiative and lifted himself up, "Mr. President, I agree, action must be taken as soon as possible. This is an 'aye' vote cast by the Armed Republic." He quickly returned to his seat.

Othalina: “Sorry for my tardiness ladies and gendlmen. There is an incident that was happened that delayed many flights in and out of Shazbotdom. The incident is currently being taken care of but my flight needed escorts to make sure that I was safe. So what did I miss so far?”

The Fuhrer had sat quietly digesting the words of the leaders and had nodded his approval at the arrival of the senior diplomat from Shatzbotdom. The Fuhrer was pleased with the President's plan, and had enjoyed the Kagan's speech about waves in relation to international situations.

The Fuhrer stood after Mr. Jake Othalina had spoken, "Mr Othalina, thank you for joining us at this critical moment. The President of the Alliance has proposed we take an oral vote to start drawing up, amongst ourselves present here today, a new mission statement for the Alliance. In essence this statement will further define, or even re-define our goals so that our Alliance can move swiftly into the international stage and be a dominating force there with clear cut goals and objectives. I hope this explains our situation, and I'm sure the secretary's around the room would be glad to let you view the minutes so far if you wish for more detail. I for one, will cast an 'Aye' vote for the proposal, and I also wish to announce that the Commonwealth of Hirgizstan will enter into the running for the Congressional Speaker position in this Alliance." The Fuhrer nodded at each of the delegates in turn, thanking, acknowledging and showing respect in the same curt head movement.

He crossed his hand across his suit jacket and eased himself back into his chair to await the other delegate's responses.

The Fuhrer eased himself up again. He nodded at the President and began to speak.

"Yes, well I'd like to bring up two things. First, we need to organise the staffing of military bases for the OA, and we also need to decide where, and in which nations these bases will be active and/or built. Secondly, I think there should be a number of approved nations able to hand out aid in humanitarian situations rather than having to wait for approval. Say, if the nations present here were given such powers it would mean a number of us could take aid money from the treasury account and pass it to nations in need quicker than going through a process that could take time...time a nation in need may not have. Of course we could introduce limitations on amount and after every such transaction a notification would need to be given to the Treasury as soon as possible to ensure everything is accounted for. The OA would also be given full credit when such funds are handed over. I would like to hear what you all think, and would like to hear any other proposals from the Member's here today."

"Yes, this is an excellent idea, so we would in effect have a Ministry of Finance, headed by the Minister for Finance? In principle this sounds like an good idea. It would get the Ottoman Alliance involved much sooner, and probably therefore we can take a much more active role in such matters.
As for staging military bases. Well, we would first need to look at what size of army we want, and then we would need a very large logisitics support team, otherwise we could have an army stuck all over the world in its home bases. We need to ask ourselves whether these logisitics forces would be Ottoman Controlled, our just regular units of the host nations army."

"Yes, indeed. Now, Gentlemen, if you'll turn to face the projection screen you'll see I've had one our secretaries draw up the President's role, according to the Charter of the Alliance."

The Fuhrer gestured toward a large screen set up at one side of the large table, against a wall. A flickering projector displayed a blue screen. A page of text snapped into view. It read:

"Article III. – Duties of Elected Officials

A. Executive powers which shall be granted to the President, are as follows:

- The Command of the Quick Reaction Force
- The Authority to Conduct / Coordinate Intelligence
- The Authority to co-ordinate Congress in its operations
- The Authority to deny legislation from being passed.
- The Authority to sign documents on behalf of the alliance
- The Authority to act as a spokesperson on behalf of the alliance
- The authority to select a cabinet to help him effectively run the alliance

B. The President reserves the right to be able to delegate such powers into separate institutions. Such institutions may also be abolished by the President as he see fit.

C. The President shall be prone to scrutiny from Congress, and is also prone to impeachment."

The delegates turned in their seats to read from the screen.

Once finished they turned their chairs again the Fuhrer continued. "Now, the next page will outline the former roles of the Congressional Speaker.
Another page of text snapped quickly into focus and the delegates turned to view once more.

This time the page read:

"Article III. – Duties of Elected Officials

D. The Congressional Speaker shall have the following legislative power:

- The Authority to move a measure from debate into vote.
- The Authority to set the rules of legislative voting.
- The Authority to Preside over Impeachment hearings.
- The Authority to organize a Committee of Nations when applicable.

E. During official Impeachment proceedings, the Congressional Speaker shall act as Acting President until such a time as the Impeachment proceedings have completed.

F. Congress may at any time hold a "Vote of Confidence" in the Congressional Speaker. If 60% or more of the votes are cast as: "No Confidence", the Congressional Speaker shall immediately be removed from office. If the Confidence vote fails, an election will automatically be held within 24 hours to fill the position of Speaker for the rest of the term."

Once again the delegates returned to their previous position and the Fuhrer spoke again. "Now since the Congressional Speaker position was 'useless', as Mr. Othalina put it, I would first of all suggest that the Vice-President be given a more pro-active and involved role in the proceedings of the Alliance. As the name would suggest the Vice-President would fulfil all of the roles of the President in his absence or during an impeachment hearing. However, in order to keep this position from stagnation we need to provide, for the Vice-Presidential position, a role that ensures there is activity in the role."

Perhaps we should write into the new constitution a clause which requires active participation, and failure to do so will result in expulsion, unless a valid reason is submitted beforehand, there is also the possibility that any member who is removed can be reinstated if they present a valid reason for inactivity (OOC:Computer broke etc). Criminals are not classed as citizens, therefore they're deaths should not be considered and act of 'genocide' for it does not happen at once. Oppression comes in many forms, social, national and economic. We have to decide which is relevant for the definition.

"So how do we go about in recruiting new membership to the OA at this current time? Should we have some sort of open house or is there another type of planning that should be involved in this process? I've never had the need to recruit people for any type of alliance before so i'm rather new to these things."

"Let's think about this issue so we can really get it right with recruitment. Its important to the alliance for many reasons, that we recruit the right type of nations. Look at the NATO alliance for example. They left an open house for recruitment and are now bloated with too many members and too little common goals. We need to perhaps advertise objectively and then scrutinise each and every applicant. For instance, we ensure that each member either submits a link to a National factbook or outlines his national fabric in his application. This will ensure a passing of important information and also ensure a plethora of nations do not just submit to our application with fewest words. We also should not accept nations unless our decisions are either majority vote or unanimous decision, by the members present here of course."

"Perhaps an invitation only alliance, whereby nations can olny join if they have strong ties with a current member, or share a very similar ideological belief and show promise in the ability to follow the principles of the Ottoman Alliance? Hence, nations joining the alliance would need to have some form of a track record, and above all commitment."

"I would agree with delegate from Celtayoshi. An invitation only alliance would enable us to maintain what we stand for in a much better way. In my opinion the current members of the alliance should contact those nations with which they are allies or close friends who they think would fit in well with the alliance and would help us work towards our, as yet unfinalised, goals."

That sounds like a good idea to me, but we also have to screen those people to make sure that we don't get someone who is just in it to say that their nation is part of an alliance. I have noticed a lot of national leaders who only join alliances to use them when they pick fights with leaders of nations that are 4 billion plus and then go crying to the alliance they joined."

" I agree what my Shazbotdom conterpart has stated on recuiting new members to the allanice, we must carefully pick who we want to become part of this allanice, we can't have those would just use the OA for their own personal agendas, we must set up a filtering system, which we all vote on giving membership to a nation, so that we all have a say on that matter."

"I don't know if this is the correct term to use, but perhaps a system of probation would be appropriate? When a nation applies to join this alliance, we will observe their behavior for a time, and thus we will be able to have a more in-depth debate when the time comes to vote on their membership.

"As for contacting national leaders we already know and inviting them into the alliance, would the inviting nation act as a sort of 'sponsor' for the invited, to support them in their case for entry into the alliance?"

All the sudden a small vibration occured in Mr. Othalina's coat pocket. He reached into it and pulled out a brand new PDA Phone and looked at it. It was a text message from his supervisors at the Ministry of Forign Affairs. He read it and put the PDA Phone back in his pocket.

"I'm sorry gentleman but there seems to have been a nuclear attack upon my homeland. I may have to leave early to help push paperwork back in Shazbotdom. I might be able to stay for a few hours longer but if they send another Text Message for me to come home immedeitally, then i must go at that point.

I do believe though that if anyone applies to join the OA without a member directing them to us, then their nation and government should be properly inspected to ensure that they are not joining just to use us. But i believe it should go like this:

They apply to join
Their nation and government are inspected
IF they are accepted, they are put on a probationary status until a time when the membership of the OA deems that they are fit to become a full member.

What do you all think of that? You can make changes if you want, but thats just what i am suggesting.

After a period of relative quietness on his part, Dokhturov spoke up to offer his opinion on the matter. He coughed to clear his throat and began to speak, "I don't particularly believe in probationary periods. And although we have gone through many ourselves in order to enter alliances, of which the October Alliance was one, we believe that it is a nation's right, that if they are chosen, to become a full-fledged member of the alliance. They should not be considered quasi-members, but instead full members. Any 'probation' period should take place before their admission into the alliance, and this will be done by monitoring their international activities. Combine this with the previously suggested 'pick and choose' policy, and we can have the Minister of Membership, after receiving these suggestions, coordinate with the Minister of Intelligence in observing the nations for a period of time and then provide the rest of the Alliance members with their international stances and activities. We can then absorb the information and re-evaluate the suggested member. In essence, although this is similar to the probationary 'period' it prevents the creation of a second 'class' of members of the Ottoman Alliance. It is from our experience this second class is often rarely treated as well as a full-fledged member and does not receive the same benefits. It should be the Minister of Membership or Minister of Intelligence's obligation to ensure that any future member will fit this alliance." He leaned back in his seat to let the others decide...

The Fuhrer sat quietly and listened, making a couple of quick notes during the Kagan's speech. He directly at him, "...yes...yes, on re-consideration of the facts I believe that The Kagan's proposal suits this alliance better. A second 'class' of member could cause unwanted problems, and possible friction and annoyance. I think that a close monitoring of the nation before they enter the alliance is much better."

"Well it would seem wise that they did not know no. That way they would hopefully act as they normally would, I can see no benefit from having them acting superficially and gaining membership of the alliance if they would not have done with their real behaviour."

"We are currently of the opinion that they should not be made aware that they are being watched until they are successful, or if they are unsuccesssful, not made aware at all. If they feel aggrived by this, well, they shouldn't, since its just like looking at any other nation for information purposes."

"Yes, the Premier makes an excellent point. Watching them is not a big faux pas, everybody can watch them anyway, so what does it really matter if we do? This way we can find out their natural behaviour and make sure they aren't terrorists or something equally undersireable."

"The Allied States has no nations at the moment, but will keep a keen eye on the international situation. We would, however, like to discuss whether or not we would be in our capacity as Minister of Intelligence, be involved in monitoring any proposed new members, as currently we are willing to fulfill this role."
