A Brief Look Into the Omzian Domestic Security Forces
Total Personnel: ~6 million (DY 101 Figure)

Introduction: Like many other nations, the Omzian Democratic Republic finds a domestic security force just as important as a powerful military arm to ensure that not only the sovereignty of one's nation can be kept, but also that the said nation could be kept in a state of peace and prosperity as well. Thus, it is only natural for the Omzian Democratic Republic to possess a large arm of security forces, responsible for the safety of Omzian citizen domestically and abroad, the safeguard of Omzian land against enemy and terrorist intrusion, and to shield off the crucial elements of the Omzian government from unwanted elements. No official figures as been released, but the individual branches, units, and arms of the Omzian security forces combined is a mighty and powerful apparatus of well-trained and motivated personnel, willing to risk their lives for the sake of the survival of the Omzian Democratic Republic as a prosperous nation.

People's Armed Police (Daakae Zonkares Longizi): Founded after the Homeland Defence War and the adaptation of the new constitution that limited the powers of the military in the government, government leaders began to look for a suitable replacement for the Omzian military in the roles of domestic security, counter-terrorism, and internal affairs. Thus, the People's Armed Police was born. A paramilitary force that is largely responsible for domestic security tasks, like the Omzian Forces, it is an independent branch and can be used in combat if necessary (for example, occupation duty, peacekeeping, and homeland defence). However, it is also vastly different in the fact that the branch is specifically designed to shield the Omzian people and the Omzian government against internal and domestic threats, in addition to unconventional threats, during peacetime, as opposed to conventional external threats. In recent years, the People's Armed Police has been expanded to accommodate other tasks such as the management of special penitentiary systems, sovereignty enforcement, and other tasks as well.
The People's Armed Police normally responds directly to the Omzian Ministry of National Security during peacetime, but wartime, it can be placed under the direct guidance of the Omzian Forces High Command (Lokarie Dakarie Omzae Gendakonando). It is normally headed by the Chief of the PAP (the highest rank in the PAP) who responds directly to the Ministry and the President, who could be integrated into the Omzian Forces High Command during wartime. The PAP follows a rank system similar to the Omzian Forces with the exception of Warrant Officers; however, entrance into the officer corps is often easier. Personnel are organized into Divisions or Corps depending on their role, each assigned to a Regional Command, which responds to the Headquarters of the Omzian People's Armed Police, and in turn to either the Ministry or the High Command. Omzian People's Armed Police personnel normally dresses in pitch-black uniforms, represented by a symbol consisting of a red star surrounded by bands of the Omzian flag, with a large eagle on top.
The employment of the People's Armed Police is governed by Section XIV of the Omzian Midterm Constitution Act (Dakarie Year 66) and Section XX of the 3rd Revision, Omzian Military Government Act.

Branches of the PAP
Security Forces (Korpez Zonkara): The Security Forces is the largest and most common branch of the People's Armed Police. Consisting of armed security personnel trained to handle domestic security affairs with both lethal and non-lethal force. Designed to replace the National Guard and the Militia in domestic security and law enforcement tasks, the Security Force acts as an assistant for both national-level and regional (provincial) level police personnel, not only ensuring security and efficiency but also establishing a paramilitary presence. In times of natural disasters, it can also function as a disaster relief force, while in other roles it can act as a riot-suppression force, aiding the Rapid Response Forces. In wartime, it can also function as either a peacekeeping force in foreign territories along regular Omzian Forces units, while in homeland defence duty it can function as a light infantry force alongside the People's Militia.
Organization: Organized in 128 Security Corps, falling under ten Regional Commands. Each Corps also has attached elements of various types, including NBC Defence, Counter-Terrorism, Internal Security, Canine, Aviation, Training, Armoured Vehicle, and other special sub-units.

Rapid Response Forces (Dakakorpezie Zonkarez): The Rapid Response Force is the vanguard of the Omzian government in times of crisis and peacetimes as well. Unlike the Security Forces, it is trained and organized to function as an internal security force, with other primary roles including counter-terrorism, VIP protection, and other unspecified Special Operation tasks. It is a 24-hour, all-year rapid response force of highly trained and disciplined professionals. During wartime, it effectively serves as a force countering unconventional enemy threats, while functioning essentially as a bodyguard formation of Omzian governmental leaders. The Rapid Response Forces are the only security formations that patrols around the Osaria Government City 24 hours per day, all-year including holidays. Elsewhere, it can also serve alongside Omzian Special Forces, effectively acting as commandoes.
Organization: Organized into 52 Rapid Combat Brigades, falling under ten Regional Commands and a separate Internal Guard Command.

Penitentiary Guards (Kouppezonkarie Loklongizi): The Penitentiary Guards are responsible for guarding and running special state Penitentiary facilities - or more specifically, labour camps that are a part of the Omzian Reeducation Through Labour program. Functioning as guards that can effectively contain the threats of the most dangerous criminals and most threatening law offenders in the Omzian nation, they ruthlessly enforce order and progress in these facilities, while ensuring steady progress and production through hard labour, with brutal efficiency. They are specially selected personnel from the Security Forces, and are mentally motivated and disciplined to carry out their tasks in the preservation of the Omzian homeland from criminals, traitors, and other dangerous offenders, while ensuring that they can contribute to the Omzian government and economy via forced hard labour.
Organization: Organized into 59 Penitentiary Guard Brigades, each guarding one Reeducation Through Labour facility.

Emergency and Air Raid Relief Forces (Korpukaez dan Aeroinstazebonkare Korpzonkara): The Emergency and Air Raid Relief Forces are special, non-combat formations designed to aid the Security Force and external components of the National Security Ministry in disaster relief and fire fighting, and the protection of the civilian population against the effects caused by both conventional and unconventional attacks against Omzian population centers. Thus, they must be skillful in handling a variety of tasks and engineering problems, while possessing considerable knowledge about the threats and their effects that they must handle. Even though they will probably never get their hands onto a weapon unless in emergency circumstances, they are skillful engineers with a professional grasp of different knowledge.
Organization: Organized into 68 Emergency Relief Brigades, falling under ten Regional Commands.

Forestry and Sovereignty Enforcement Forces (Longstazekoe dan Dakarieyakazie Korpzonkara): The Forestry and Sovereignty Enforcement Forces are special formations responsible for security in the remote regions of Omz, specifically the northeastern mountains, and remote forested areas and national parks within the Omzian nation. They are a so-called 'semi-combat' force, meaning that their skill base, roles, and special tactics tends to fall between those of the Security Forces and the Emergency and Air Raid Relief Forces. They are stationed in remote and/or natural areas of the Omzian wilderness, preventing illegal activities, promoting regional growth and tourism, while establishing a semi-military presence to discourage external threats.
Organization: Organized into 21 Forestry Guard Brigades, falling under five Special Regional Commands.

Omzian Interior Ministry (Dapashake Zenkaraz Dakarie Omzae - DAZDAK)

One of the multiple ministries and cabinet positions within the Omzian government, the Omzian Interior Ministry is the heart of Omzian intelligence, counter-intelligence, internal security and protection, and special criminal investigations functions and tasks. Originating from the Omzian State Security Bureau, the Omzian Interior Ministry is now a powerful and large branch of the Omzian government, represented by the Director of the Interior Ministry who is also the member of the Omzian cabinet, and responds directly to both the Premier and the President. Since the Director of the Interior Ministry is a cabinet position thus is a position in the Parliament, the real power lies in the hands of the Chief of the DAZDAK (the highest rank in the DAZDAK), who is a full-time DAZDAK employee, and advises the formal Director of the Interior Ministry. An equivalent of the KGB in its functions excluding political control, censorship, and anti-political dissent elements, the Omzian Interior Ministry not only serves as a portal for Omzian intelligence activities, but also internal security and special law enforcement as well. Not much is known about the individual branches, but the more well-known internal security branches of the Ministry will be discussed here.
The Omzian Interior Ministry, with the exception of the Director of the Interior Ministry, follows a rank system similar to those of the PAP.

VIP Protection Service (Korpedaakaez Zonkarnlongizik): The VIP Protection Service is a special combat arm of the Omzian Interior Ministry, designed to provide security and armed protection to important members of the Omzian government and their families, diplomats of the Omzian Foreign Affairs Ministry both domestic and abroad, and foreign diplomats with established diplomatic relations within the Omzian Republic. It is a highly disciplined and trained force of guards, whom are all ready to take action and strike against any threat to Omzian government leaders and diplomats - domestic or abroad - at the moment's notice. Not much is known about this unit, but it is believed that the VIP Protection Service consists of several Shock Battalions for rapid reaction against possible threats against Omzian government and diplomatic personnel, and several Vanguard Battalions acting as the actual bodyguards.
Organization: Unknown.

Presidental Protection Service (Donarez Zonkarnlongizik): Much similar to the VIP Protection Service, the Presidental Protection Service is the equivalent of the US Secret Service, and is directly responsible for the safety of the Omzian President and Premier. Acting as personal bodyguards of these two individuals in cooperation with the VIP Protection Service (which is more visible), one can effectively state that where the President appears, the Presidental Protection Service will be there as an invisible shadow of ghosts, being trained to conceal themselves while being as effective at shielding the President and Premier from any imaginable threat. Like the VIP Protection Service, it responds directly to the Interior Ministry Headquarters itself; however, it is also special in that it can be put under the direct command of the Omzian Forces High Command in times of war by Presidental authorization.
Organization: One company-sized force.

Special Narcotics and Weapon Suppression Unit (Narcotika dan Dazak Korpezonkazlogizik): The Special Narcotics and Weapon Suppression Unit is more of a blend of internal security and homeland security functions, acting as a team of specially trained personnel that are designed to tackle major drug trafficking and illegal organized crime groups alongside with the National Security Ministry. However, unlike the National Security Ministry's counterpart, the Special Narcotics and Weapon Suppression Unit acts more covertly in its operations, and is more on a smaller-scale in terms of its organization and doctrine. However, at the same time, it also functions as in essence, a paramilitary rapid reaction unit, that can tackle not only drug trafficking operations and criminal organizations, but other domestic (criminal) activities that could threaten the Omzian leadership as well.
Organization: Unknown.

Interior Ministry Commando Unit: The Interior Ministry Commando Unit are the Interior Ministry's own military-grade special operation forces, often used in SOF operations alongside with military personnel both domestically and abroad. Not much is known about this group because of its shadowy nature, but it is believed that personnel in the unit are directly recruited from military special operation forces, and are trained to undergo a variety of special tasks and to conduct unconventional operations especially in support of Interior Ministry activities both domestically and abroad, including intelligence gathering. Another of the few facts known is that certain elements of the Interior Ministry Commando Unit responds to the VIP Protection Service Headquarters while others responds directly to the Headquarters of the Interior Ministry, while in wartime it can also be brought under the command of the Omzian Forces High Command, under the direction of its Special Operation Command as well.
Organization: Believed to be organized within nine regiments of unknown designations.

Special Sabotage and Espionage Unit ("Saboespo"): Information largely classified, but is believed to be a special, small-scale, paramilitary unit that employs a series of very special tactics to support Interior Ministry operations.

Glad to see you back! Hope that you are here to stay definately this time (though I know the CAP has um... how should we say it... floundered?). I haven't added the info about the National Security Ministry, but that's to follow.

Omzian National Security Ministry (Dapashake Dakakorpez Dakarie Omzae - DAPDAK)
Official Motto: "There is No Motto But Responsibility"
Another one of the various ministries in the Omzian government, the Omzian National Security Ministry is the domestic and homeland security counterpart of the more shadowy Omzian Interior Ministry. Founded and organized from the remains of the former nationalist dictatorship's National Security Bureau, the Omzian National Security Ministry is structured and designed to conduct domestic security tasks such as law enforcement, counter-terrorism, and defence against both external and internal threats that puts Omzian national security into jeopardy. It is in many ways shaped after the Omzian Interior Ministry in its structure, with the Chief of the DAPDAK advising the Minister of National Security. Employees follows a similar rank system, but the DAPDAK as a whole holds influence over functions such as criminal investigation branches, law enforcement branches, custom and immigration services, and even paramilitary arms. It is similar to a blend of the American FBI and the Department of Homeland Security, but has several additional elements that are unseen elsewhere.

Federal Police (Daraoka Longizi): The Federal Police is the core of the Omzian National Security Ministry, functioning as a gigantic force of nationally-employed law enforcement personnel. Acting as a police force that would assist the PAP and the Regional Police, with additional tasks in regards to inter-province operations and matters of common concern, the Federal Police holds much power that it needs to conduct its tasks efficiently and effectively. Major Federal Police contingents can be found in many population centers, in which they would all respond directly to the Headquarters of the Federal Police, regardless of the provincial separations between each contingents. Unlike the federal police force in other countries, the Federal Police in the Omzian Republic holds a vast array of responsibilities and powers that are of common concern, including law enforcement, suppression of illegal substances and activities, and even counter-terrorism and counter-intelligence. Despite its namesake however, the Federal Police is not so much 'federal' as it is 'national' and 'universal', as the Omzian Democratic Republic has long abandoned the ideas of federalism after the creation of the Federal Police.
Organization: Various contingents in divided zones and large population centers, responding to the Headquarters of the Federal Police, each consisting of various sub-branches, including regular law enforcement, regional patrol, suppression of illegal activities, and SWAT. Certain tasks such as counter-terrorism and counter-intelligence are conducted by non-region-specific Federal Police contingents.

Regional Police (Darakanoe Longizi): These are the provincial-level police forces that assists the Federal Police and the People's Armed Police, functioning at regional levels. They have a confusing structure, as although they respond only to their respective provincial governments and the provincial government holds much power over their operations, they are in turn the responsibility of the Omzian National Security Ministry, such as in regards to funds, organization and structure, and training. When compared to the Federal Police and People's Armed Police, though they are still granted much power officially under the New National Security Act of Dakarie Year 69, and the POGG clause that helped to divide powers among regional and national levels following the end of federalism, in reality they only hold some powers, most of them non-inter-regional and are only concerned with matters within their respective provinces. Since municipal and county-level police forces are banned under the New National Security Act, they are largely present in rural and suburb areas and cities, focusing on domestic law enforcement combating crimes that are small to medium in scale, whereas larger-scale operations are left to the Federal Police to handle. However, they do maintain some more powers in other areas, such as enforcement of traffic regulations on roads and highways (with the exception of national highways), regional emergency relief and services, and riot control in response to smaller incidents. This leaves much of the large-scale law enforcement operations to the Federal Police and special law-enforcement operations to the People's Armed Police.
Organization: Various branches in counties and large regional population centers, responding to the provincial governments but are supported by the national government.

Coast Guard (Henara Lokera Longizi): The Coast Guard is a national-level branch of the Omzian National Security Ministry that is instrumental to the security and safety of the seas within the control and power of the Omzian government and the Omzian Forces. Originally a fleet within the Omzian Forces Navy responsible for domestic security tasks, it has been detached to create a separate force under Section XXIV of the 3rd Revision, Omzian Military Government Act, partly to reduce military control over domestic security matters, and partly to revamp the Coast Guard as a whole. As a result, it maintains a huge fleet of professional personnel, state-of-the-art patrol and surveillance equipment, well-maintained aircraft, a contingent of airships, and most important of all - top-of-the-line vessels, including small high speed vessels, medium patrol cutters, unmanned vessels, and even military-grade missile boats and FACs taken from the Omzian Navy. Thus, the Omzian Coast Guard holds much power over the coasts and the waters of the Omzian Republic, enforcing Omzian maritime regulations and laws, preventing illegal activities damaging the Omzian economy and national security, enforcing Omzian immigration regulations with other Border Guard services, conducting tasks of naval counter-intelligence and preventing unconventional threats (including terrorism), and provide assistance to mariners and sailors - such as navigation aid, disaster relief and assistance, protection from pirates, and an array of general assistance. In peacetime, it responds to one of the two Coast Guard commands, which responds directly to the Omzian National Security Ministry; however, in wartime - especially in homeland defence duty, it can be placed under the command of the Omzian Navy as well. As well, unlike many other coast guards, men in the Omzian Coast Guard follows the rank system of the Omzian National Security Ministry.
Organization: Various flotillas under command of either the Omzian Southern Coast Command or the Omzian Northern Coast Command.

Special Task and Operation Forces ("Spectop"): A shadowy branch of the Omzian National Security Ministry, the "Spectop" is a special operation, paramilitary force responsible for various tasks, including armed counter-intelligence, special law enforcement, counter-terrorism, and other operations that will assist the tasks of the Omzian National Security Ministry both domestic and abroad. Despite its status as an "open secret", it remains shadowy in name. Operators in the "Spectop" are believed to be directly recruited from military special operation forces branches.
Organization: Largely unknown, but is believed to be organized in the form of eight to eleven regiments.
