Gruenberg wishes to welcome the international community to the opportunities of the International Development Bank. The principal functions of the bank would be:
- to provide loans and equity investments for the economic and social advancement of member nations;
- to give technical assistance for the preparation and implementation of development projects, programmes and advisory services;
- to promote investment of public and private capital for development purposes;
- to respond to requests from member nations for assistance in the co-ordination of their development policies and plans.
The IDB would be a resource for nations wishing to undertake projects of commercial development, social regeneration, improvement of transport infrastructure, expansion of education and health programmes, or any other development programmes. In this way, multilateral aid could be collected for disaster-stricken nations. The IDB would not be a military resource; however, collective security and mutual co-operation between member nations would be expected.
Gruenberg would be willing to invest an initial sum of $750m., including $200m. towards a Disaster Relief Fund and $100m. towards a Mutual Assistance Emergency Fund. Nations wishing to draw from, contribute to, or become involved in the organization of the IDB are invited to register interest.
If your nation is undertaking development projects, wishes to help those doing so, or wishes to prepare for such an eventuality, Gruenberg would encourage you to consider becoming involved in the IDB. It will operate independently; however, co-operation with other organizations will be encouraged.

I would like to invest in this bank. We would like to invest in the General Fund which can be used for anything. We would like to donate a sum of $12 trillion. We have found that our Aid Funds have been completed in other areas and we have a majority of funds ready to be used. The Regime of Adejaani, despite its stance on most issues, has always believed in helping our fellows, no matter who or what they are. From investments in their industries to help them get on their feet, to billions' worth of disaster relief, Adejaani has always given.
As such, Adejaani has a surplus of funds and has had a surplus of funds for many years. We are willing to offer long term, ongoing donations to this International Development Bank of around $100 billion US every year, as a minimum, guaranteed, with larger donations depending on the year's budget surplus.

BOARD OF GOVERNORS
All powers of the Bank are vested in the Board, which may delegate its powers to the Board of Directors except in the matters of:
- admission of new members to any Bank office;
- changes in the Bank's authorized capital stock;
- election of President and Directors;
- amendment of the Charter.
The Board shall consist of no more than twenty members. Any Bank member may appoint a Governor and an Assistant Governor of their own choosing. The Board shall meet once a year, and additionally emergency Board meetings shall be held.
BOARD OF DIRECTORS
The Board is responsible for general direction of operations and exercises all powers delegated by the Board of Governors, which elects it. The Board shall consist of twelve Directors, eight of whom will serve in permanent positions. The remaining four will be elected for a maximum office of two years. Non-permanent directors may stand for re-election once only.
The Board of Directors will be assisted by three committees of six persons each: the Audit Committee, the Budget Review Committee and the Inspection Committee. The Audit Committee will supervise the Bank's financial statements, the Budget Review Committee approve the administrative budget, and the Inspection Committee review and approve policy documents and assistance operations. Each committee will be headed by a Vice-President, who will be a member of the Board of Governors.
The President of the Bank will be Chair of the Board of Governors, and may not be appointed to the Board of Directors.
SECRETARIAT
At present, the Bank employs 1,560 staff. At present, most are employed in centralised administrative posts; however, the Bank is currently reviewing its organization in an attempt to expand its network of national and regional offices, including Mission Offices, Special Liaison Offices and Representative Offices.
The major components of the Bank's administration are the offices for:
- Private Sector Operations;
- Central Operations Services;
- Sustainable Development;
- Strategy and Policy;
- Cofinancing Operations;
- Economics and Research.
The Secretary oversees the organization of the administration departments, and a General Liaison Officer reports directly to the Board of Directors.
INSTITUTE
The International Development Bank is the brainchild of the Gruenberg State Institute for Research and Development. Research of long-term development issues and strategies is conducted at this think-tank, the result of a joint Court-private sector initiative. The Institute is funded by the IDB, and offers an extensive scholarship programme. The Institute is headed by a Dean, and based in Flurthwel, Gruenberg.
FINANCIAL STRUCTURE
The Bank's ordinary capital resources are held and used entirely separately from the Special Funds resources (qv). The Bank has recently authorized a General Capital Increase (GCI1). Aside from straight donations, the Bank operates a share subscription programme, and also borrows funds directly from world capital markets.
The Bank was founded with the intention of using a fixed lending rate policy; however, practice review has led to the abolition of this in favour of a new system under which lending rates are adjusted annually, thus taking into account changing conditions in international financial markets.
All new project loans are repayable within 32 years, including an eight-year grace period; additional quick-disbursing programme loans have a 24-year maturity, also including an eight-year grace period. Interest charges, primarily to cover administrative costs, are generally 1-1.5% per annum.
SPECIAL FUNDS
The Bank operates two major special funds, held and used separately from its ordinary capital resources.
The Disaster Relief Fund is in place to offer immediate technical support and capital investment, and to supervise and aid regenerative projects in nations afflicted by war, financial collapse, or natural disaster.
The Mutual Assistance Emergency Fund is designed to be utilised whenever a state of emergency is declared, and can be used to immediately finance projects in the affected area. The MAEF is a small fund designed for immediate action, and not suitable for a sustained programme of development.

We don't have 'vaults' - if we did, why should we release details concerning their security level?

Due to delays in Adejaani's latest military development and procurement programs, the stockpile of funds that had been set aside have been released for donation into the International Development Bank (and a new stockpile for development and procurement has been created).
A total of $2.67 trillion US dollars has been sent (which includes the baseline guaranteed $100 billion US) to the IDB.

Although not a financially strong nation, Tiastan is experiencing an upsurge in the economy, and considers contributing to developing nations itself.
