Holy Panooly: becoming mighty again?

In a (futile) attempt to consolidate power in Holy Panooly, without creating a power vacuum the scattered bits of Panoolian administration have decided the following. It sounds socialist, but we can assure you this is merely temporarily to maximize the effectivity of our already lingering industrial capacities.
Henceforth the Panoolian government shall purchase, not seize, all industrial enterprises on Holy Panooly soil to increase the production capacity. The effects of this "collectivation" should be minimal, and if people are fired they shall be reemployed in other factories, plantations or mines whenever necessary. Many Panoolians have strong doubts about these quite left-leaning plans and are wondering if another option isn't reality. The response, typical for Panoolian officials was as follows: "Surely they want to see a prosperous and strong Holy Panooly again, but it is clear capitalism has failed - for now. I cannot give you anymore comments but the fact remains the government, your government has the money to make us powerful again. Lack of infrastructure and corruption are the main causes of this economic depression lasting for at least a decade. Now we are putting the money earned with the oil findings and ore mining back into the national economy. No further comments."
These are perhaps the first steps to something unique and unseen before: controlled socialism in Holy Panooly. Though it won't be as liberal or politcally free, it will be more like Stalinist socialism. But who's the man behind this scheme? Nobody less than Lord Rampone, a resident socialist and notorious sympathizer of world wide revolutions for the worker.

Two weeks later

Things were changing rapidly and dramatically around Holy Panooly. Roads covered with grass and canopy were being rebuilt - massive graneries were erected on the few farms of Holy Panooly and a centralized government was installed in the newly constructed capital of Nova Ulasem, the little brother of the mysteriously lost city of Ulasem. The old juggernaut began to be powered with steam again, burning on coal and oil. Though the industrial areas are officially owned by the state, the economic laws are still flexible to start new enterprises - under the watchful eye of the state.

Ever curious, the people of the Igovian Soviet Commonwealth have attempted to follow recent dramatic events in Holy Panooly, a state in which they never before have demonstrated a widespread interest.

Initial peaks of optimism however have largely died following the slightest of investigations as have been sufficient to convince many that authoritarians in the primitive state have simply turned to greater state capitalism in order to expand their powers.

Some few optimists, however, hope that the people of Holy Panooly might take a chance and attempt to seize for themselves the governmental power and the direction of their own affairs. Upheaval and likely unrest, hope the most recklessly enthusiastic revolutionists, may provide perfect grounds for real progress.

...Needless to say, there has been insufficient support for any state-level action to be taken.

Things were going very well, business was doing very well. First the first time in many, many years Holy Panooly began exporting many of its natural wealth to the outside world. Hardly anyone remembers the days when Holy Panooly was a force unmistakenly connected to terrorism and fascism, but those days have passed long since. Rebuilding takes a lot more effort than expected, almost 90% of the old road and rail system had fallen into the grasp of the ever expanding jungle, but now humanity in Holy Panooly has started to fight back the threat. With machetes, saws and dynamite holes are blasted through the woodland, uncovering many old and forgotten relics of the recent and ancient past.
Concentration camps where the infamous Adolpho ruled with an iron fist, jackboot and his omnipresent bullwhip. When humanity entered the steps leading up to his cabin, still standing there untouched - if the purity of nature did not want to touch this symbol of wickedness and the freezing cold of his soul still present - with skeletons of women and children lying around. When the fascist regime finally fell after many long years of internal strife, he must have executed every living soul in his camp. Word has it Adolpho still lives somewhere, in the Spanish parts of Holy Panooly. Numbers of casulties are not known, but the first ethnic cleansings and purges cost the lives of millions, all documentation has been destroyed when the regime fled.
Older and more mysterious ruins were found as well. Temples of ancient deities, dedicated to prosperity, rain and hope. Forgotten cities were found, and legends created similar to El Dorado, the city of gold. Old fears were also dug up again, legend of the strange black box which destroyed a whole army from Austar Union, decades ago when they invaded with their doomed Transtars. What happened to them is still unknown.
The local Lords saw these alarming happenings of state ownership with a certain compassion and disbelief. How could this, socialism?, be more successful than capitalism? The first fighters, the forefront of the silent revolution led by Lord Rampone, advocate further growth by eliminating even small enterprises but this has led to fierce resistance. Without being aware of it, two sides are beginning to form in Holy Panooly.

While the old Panoolian red flag of Tol-Uhm waves - prides every street in the northern cities and towns, the flag of Quebec, a sign of solidarity with former French territories abroad and the French majority. Slowly but surely a new conflict was growing. And this time two ideologies would clash in a struggle for supremacy, resources and the question everybody wants to see answered: capitalism versus communism, who shall be the victor?

The government of Geuvara congratulates you on your efforts to restore the quality of life for your national citizens. All governments are morally duty bound to provide for the essential needs of their citizenry and the gusto at which your administration has taken up the cause is impressive and a testament to your humanitarian concern. My government feels compelled however to caution you that all development has social and ecological consequences I refer particularly to your rapid and unplanned clearing of the jungles – such activity will result in the almost immediate degradation of the soil quality, the silting of waterways and potentially disastrous erosion. In the long term the consequences of such activity out-ways material and economic gains.

If however my government can provide assistance in directing planning for sustainable development goals we will be obliged by fraternal and ecological interest.
