All of Klatch knew that Dyelli Beybi had laid anti-shipping mines in International waters. It was no big secret, and any shipping that happened to sail near the Dyellian shores generally knew that it was a good idea to keep a wide berth unless they wanted to end up with a large hole in the side of them.
It was not off the Dyellian Coast that the incident happened though, it was further East that a medium sized cargo vessel managed to hit a naval mine, in an area where there really shoudn't have been any, off the Coast of South-West Benjia. It was as clear as daylight that the Dyellians were at fault, although they denied everything (as usual). There had been an odd number of Dyellian Cruisers and Destroyers snooping around the South-West Benjian Coastline, ostensibly to 'keep foreigners from invading the Klatchian mainland'.
Whichever Nation's ship had been blown up, the whole debacle was bound to reignite the old debate as to whether anyone should do anything about Dyelli Beybi claiming sovereignty over twice as much water as they were permitted to under International law, and mining it.
