Patriotic Army seeks to establish Navy; requires foreign contractors

Republica Rojo Quisqueya, having established dominion over the Caribbean island of Hispaniola, presently invests heavily in its large ground forces and in its air force to protect against the apparently quite real threat of counter-revolution or of foreign-backed insurgency against the Red Party. But the young and deeply troubled island nation, having inherited Haiti's savagely primitive and vulnerable economy and the Dominican Republic's legacy of corruption and inequality, feels as vulnerable to external threats as to its own demons, and requires now the establishment of an effective maritime defence force.

The ambitious premier, Vicente Batistuta, has grand ambitions that imagine an offensive capability for the nation's future navy, saying that it is important that Rojo Quisqueya be able to protect itself by discouraging neighbours from conspiracy against the remarkable Hispaniolan union.

Batistuta's vision is hampered by the state of the Quisqueyan economy, worth only four thousand US dollars per head of population; by the lack of heavy ship-building industry and experience; and by the small size of the state's population base: just 17.1million persons. It is helped, however, by the backing of the Red Party, behind Chairman Victor Wiltord, which has forced defence spending up to a degree where it is expected to account for something equivalent to 10.8% of gross domestic product.

This figure made with allusion to a navy some forty-thousand personnel strong, and a typical operational budget probably between one and two billion dollars.

Allowing for heavy initial investment in new extensions to existing port facilities, in more than usually large training programmes, and in acquisition of hardware, this still means that the Patriotic Army Navy will need vessels that run cheaply and last for a long time.

The Rojo Quisqueyan Patriotic Army requires:

*To establish a naval force for operation in the Caribbean Sea and surrounding waters.

*To make full use of the nation's island composition and of the allowance for forty-thousand (40,000) naval personnel.

*The co-operation of established foreign shipbuilders and yards for the construction of:
-mine countermeasures vessels
-fast attack craft/missile boats
-coastal patrol craft
-anti-submarine frigates/sloops/corvettes
-non-nuclear patrol/attack submarines
-amphibious warfare vessels
-some support craft
-possible surface-combatant frigates/corvettes
-possible small/few air defence destroyers
-possible helicopter/light carrier

*And is interested in seeing some naval officers trained and equipment experts instructed abroad as part of any deals.

The Republic is prepared to spend some hundreds of millions of dollars acquiring warships to meet its needs, and hopes to find realistic interest.
It should be noted that the Patriotic Army does not have money to waste, and will not accept proposals simply because they arrive first or automatically because of limited competition: the defence needs of the Republic are of supreme importance.

(OOC: This is modern tech. Rojo Quisqueya is the result of a violent revolutionary union of Haiti and the Dominician Republic, and is a fairly poor but increasingly independent and militant society. It has a role-played population of 17.1 million regardless of what the NS page states. The hope is simply to interest foreign firms in producing some light to medium warships of various sorts. Rather than searching endlessly for a storefront and then buying everything on offer with little choice, we hope to make the manufacturers do as they should and look for our custom, then pick the best value for money we can find. I'd like a little more RP value than just walking into a thread, placing a matter of fact order for ten of these and two of that, and have nobody ever notice or care that Rojo Quisqueya was building a navy. If politics get into this, so much the better... I mean, feel free to look for my other posts and see what sort of nation/government you're dealing with.)

Newly appointed Secretary for the Navy, Cristobal Alvarez, was keen to make a name for himself in the new Quisqueyan order, but even he was taken aback by receipt of an apparently Hogsweatian response that seemed almost too good to be true. Before long, the new headquarters at Port Au Prince was chattering with efforts to satisfy the Secretary's paranoid desire for confirmation that nobody was pulling his leg, and that the informal offer of training for Quisqueyan officers and the extremely cheap modern warships really did originate from proper Hogsweatian authorities.

Though Alvarez's fear of embarrassing himself on his first major assignment meant that the response was a little delayed, Pedernales eventually returned word of its, "significant interest" in both the Edinburgh Naval Academy and in the products of Hogsweatian maritime defence industry.

Initial -and vague- talk signified great interest in the Type 33 for its multi-role capability and seemingly low initial cost (just how tempremental or easy to maintain it was could yet factor in), and the idea of perhaps being able to afford a guided missile submarine almost knocked the Premier off his feet, though others in government and military felt that it would be wiser to seek a less capable patrol submarine for even lower cost, and feared that keeping a missile submarine in use could be difficult. The Wave Class had similar effects on all involved... enthusiasm and skepticism alike. There was certainly hope all around.

(OOC: Morvonia, please take no offence, but I am inclined to reject your kind offer, as I have doubts about how realistic it really is. Unless Morvonia had a really major interest in Quisqueyan affairs, I can't see donation of hundreds of millions (if not billions) of dollars worth of military hardware actually going through. Besides, much as Premier Batistuta may want to take it, there's no way that the Quisqueyan economy could support a fleet carrier without giving up most of the rest of its military expenditure. Thanks, anyway!)

The Leafanistani approach has been addressed with interest in Pedernales and Port-Au-Prince, with the latter asking questions on minor points such as to the nature of the Academy's 12.7mm machineguns (be they western 12.7x99mm, or Russian 12.7x107mm as already fielded by the Quisqueyan military?), while the capital took an interest in trade relations. Ferronickel, gold, silver, sugar, coffee, cocoa, tobacco, mangoes, other fruits, meats, and consumer goods were all staple exports presently bound almost entirely for nations such as Cuba, Venezuala, and China, while medical products, oil, and arms flowed in the opposite direction. The Republic was certainly interested in diversification of its trade partnerships, but was presently doing quite well from sending its minerals and crops to China instead of the US.
Secretary Cristobal Alvarez meanwhile was trying to arrange the Quisqueyan Navy's prospects.

The Aequatian Military Industries Pioneer Class MCM appeared to be a capable vessel, but was almost certainly too expensive to be aquired in numbers sufficient to cover the island nation's needs... consideration was being given to the possibility of aquiring just one or two with a view to creating them command vessels for minesweeper flotillas comprised of smaller boats of just a couple of hundred tons.

Likewise he was forced to conclude that most other Aequatian warships were realistically beyond the means of the Patriotic Army to afford: US$7.4bln was the projected defence spend for next year, with allowances this year for disproportionate procurement costs... even with those, spending close to a billion dollars for each of several warships was just not possible, despite the Premier's enthusiasm.

Still interested in the Wave Class carrier (owing almost entirely to Batistuta's encouragement), Pedernales was refining its requirement for amphibious warships to something closer to one or two thousand tons, noting that its needs are short-range and usually likely to be relatively light.
Alvarez was now hoping to negotiate the original construction of a modified Wave Class for Rojo Quisqueya, the Republic's military establishment being apparently opposed to the adoption of ETC weaponry at this stage, and the issue of exactly what aircraft were to be acquired remaining thus far unresolved.
