Samtonia issues radical policy change on WMDs

With the dawning of a new age of warfare, both politically and mentally, it is apparent that the current status quo of the proliferation/use of WMDs has swung into the proliferate use category. Recognizing the use of both tactical and strategic scale nuclear weapons as a growing threat to Samtonian interests, at sea and otherwise, and realizing the current ranges of NBC weapons are being greatly expanded upon, the Samtonian Tactical Doctrine regarding use of such weapons has been fund to be clearly inadequate.

Therefore, with willpower evolving along with weaponry, it became clear new standards of military reply, both tactical and strategic, were needed to prevent Samtonia from being caught in the vice of tactical exchanges with strategic threats levering an effective response down. Therefore, be it advised that Samtonia is initiating sweeping changes in WMD and NBC use/response protocols.

Changes include:

- Immediate field authorization for retaliatory strikes upon origins of attacks of tactical NBC nature
- Downgrading of strategic NBC arms cache, with upgrading of tactical NBC capabilities to immediately follow
- Immediate overhaul of strategic weapons defensive systems, including ground and air based
- Stocks of tactical NBC weaponry to be distributed as authorized to appropriate commanders and positions, strategic and tactical, throughout Samtonian military forces and world
- Authorization for full military action should WMD or NBC development, production, or stockpiling by any nation be deemed of a sufficient concern to Samtonian national interests
- Non-escalation policy of NBC strikes to be authorized, unless in event of strategic range arms deployment


A variety of other changes are currently being implemented "in-house" to change the mission of Samtonian Special Weapons Unit and Samtonian National Defensive Unit. However, the policy changes are by far important ones to clarify to the world. With many nations now regarding "low" yield tactical nuclear weapons as effective solutions to frontline combat problems, the previous policy of MAD and escalation was judged far too severe a threat to Samtonian national interests. Therefore, any NBC attacks will immediately be reasponded to in kind by the appropriate field commanders, against targets deemed appropriate for both damage and impact.

A non-escalation policy will be observed, with the implicit understanding that any first-strike foreign use of an NBC weapon upon Samtonian troops, soil, or vested national interests will be an invitation to an in-kind response. No escalating tactical use to the strategic level, however, an appropriate tactical target will in turn be targeted for elimination in the same manner the Samtonian target was attacked.

This policy change is both fair and rational in this age of treating tactical WMDs as the end-all to military thinking and strategy. With these changes, samtonia is now more fully able to retaliate should any target be subjected to an attack of the NBC nature. And, as always, we hope that the non-escalation policy will be followed by whatever nation was irrational enough to let loose the weapons of hell upon this Earth.

We, the undersigned, the entirety of the Council of Thirteen, have agreed to these changes in the hopes that, should some nation so stand against the basic moral code of mankind in an attempt to loose the winds of doom upon this planet that Samtonia will never be the architect of the increasing magnitude of response.

It is with both hope and horror that we receive this letter of request. Hope that, for the future, at least one other nation has realized the perils of MAD and escalating usage of WMDs. But it is also with horror that more nations view the threat of NBC usage in such a light as Samtonia to necessitate this policy implementation.

Understand that, were we to believe in the slightest MAD worked as a deterrent for NBC usage we would have kept it. Understand that, were widespread usage of NBC weaponry not only feared but anticipated would this policy be viewed as a fool's errand guaranteed to increase NBC use against Samtonia. Understand all this and realize the flimsy shield of preventing a nuclear exchange, however thin in our minds it may have been and however wholly devoid of reality it was, has at last been torn down.

Look upon this policy, ye Gods look! and behold the sole measure Samtonia could ever think, ever afford to take agianst the ever-looming specter of atomic warfare on a widening scale. And should you look at the policy and not shrink back wholly, retreat to the mental shelter a full MAD policy offers, let this policy be implemented for your nation as well.

And let not one leader in your nation ever rejoice over this newer policy. Yes, it may stave off total destruction even a bit longer. But it will never fully prevent the Crimson King from claiming his own, amidst that flickering wraith-light of the dancing nuclear flames.

We are inclined to agree. We have merely decided to adopt this policy as a method of self-defense, and restraint, should others decide to use WMDs, we agree that WMD proliferation is never a good thing. Though your judgment on our inevitable death at the hands of WMD is a bit frightening.

Re: WMD Policies

The Democratic Republic of Halberdgardia shares the Samtonian views of WMDs: both with your new policy regarding the use of tactical NBC weapons, and your staunch non-proliferation stance. We too would like to see the scourge of WMDs erased from the world, but we fear that total global disarmament is nothing more than an idealist's dream. After all, when has Man ever invented a weapon and refrained from using it?

Therefore, in the interest of our nation, and of nations across the globe, we hereby adopt the aforementioned Samtonian policy regarding tactical NBC weapons as our own. We also extend a hand to the Council of Thirteen to look into the possibility of joining the Anti-WMD Club, an organization dedicated to the non-proliferation of NBC weapons to younger nations. Though the AWC cannot stem the seemingly irreversible tide of proliferation across the globe, it can help hold it back, if only for a short time. We thank you for your time.
