OOC: Took some cues from the "Valencia Conference" thread about how to do this sort of thing.

Emperor Gojong was getting the Gyeongbokgung Palace in order, having the servants and retainers clean up the meeting rooms in preparation for the arrival of the Chinese diplomats. He had sent them a telegram before, now, it seemed the meeting would be in his palace, not in the Forbidden City.
He had the schedule in order. He would recieve the Chinese personally in the throne room, and then leave his son, Prince Gang, to talk shop, seeing as how he had to, well, supervise the building of a shipyard and all of his other reforms.
Finally, after everything was set up, and tidied, he sat down on his throne, surrounded by his retinue, and awaited the Chinese.
The Koreans did not have to wait long. Approximately thirty minutes after the preparations were completed by the Koreans, the Chinese delegation led by Dong Xi entered the Korean throne room.
Dong Xi rose his hand in greeting.
"Greetings, exalted Korean Emperor. I am honored to be here to seek an improvement between our two peoples."

The Koreans did not have to wait long. Approximately thirty minutes after the preparations were completed by the Koreans, the Chinese delegation led by Dong Xi entered the Korean throne room.
Dong Xi rose his hand in greeting.
"Greetings, exalted Korean Emperor. I am honored to be here to seek an improvement between our two peoples."
Emperor Gojong smiled back and said, "I myself am honored to be hosting our Chinese brothers in a spirit of goodwill, the feeling is mutual."
He then said, "Gentlemen, would you like anything to drink? Or eat?" gesturing to a couple of servants with pots of tea.
Dong Xi bowed his head slightly.
"Thank you. I would like some green tea if you wouldn't mind?"

He then sipped his cup and said, "Now then, to business. What I propose is a mutual trade pact, where both Korean and Chinese concerns can invest in each other's lands with lowered barriers, and purchase raw materials in the same way. We also propose to get some help with mining and dambuilding, if possible, seeing as how we have seen your land progress in these areas."

"Good question. Currently, China is attempting to manufacture as many textile machinery as it can. Perhaps we could attempt to spare one or two for you. The price for one 'factory unit' of those machines would be roughly $250,000 as demand is quite high in China. However, the price may go down as demand subsides somewhat."

His advisor replied, "Your Highness, Kimpo or Pyongyang would be an ideal place to start a mill and factory, sir, the terrain is relatively flat in both places, and there is a river nearby to allow for easy shipment of goods to market and for shipment of building materials. Pyongyang is connected by river, and is further in from the coast but is closer to industrial raw materials and our heavy industry projects; Kimpo is closer to the coast and provides a better location for shipment of goods and raw materials for textiles, seeing as how it is in our more agricultural region."
Gongju nodded, and said, "Thank you."
He then turned to Dong Xi and said, "Which of would you advise. Both mill and machine factory in Pyongyang, both in Kimpo, or one in each city?"

An adviser then whispered in his ear, and said, "Alas, I must be going. It seems I have business to attend to. You gentlemen were quite civil, I thank you for that. Do not worry, I will leave negotiations in the hands of my son, Prince Gang."
He then got up, and bowed to the Chinese, before leaving. After a few moments, Prince Gang came in, saying, "Ah yes, you are the Chinese delegation, no? My father has briefed me on what needs to be done."
He then said, "Shall we conduct our business in a more private spot?"
Dong Xi stood up and faced Prince Gang.
"By all means, I would be honored to continue the negotiations."

Gang led the Chinese to a largish room that was square, overlooked the city of Seoul, and was furnished lavishly yet tastefully with Korean art. A large wood round table sat in the room, and Gang sat down, saying, "Please, have a seat."

The treaty would change everything, and Dong Xi knew that his sovereign Emperor desires to seek peace while China aggressively industrializes, to buy time aganist the imperialist Europeans. Every peace treaty counted, and possibly gains China new allies to use aganist the Europeans when the time was right. When Gang noticed Dong deep in thought, he cleared his throat. We do not trust the Japanese to uphold their alliance obligations, as they are resource starved, and are boxed in by Russia, China, United States, and your people. They would most likely try to weasel out of anything to gain much needed resources and living space.
China is wary of the Russians, especially that they have troops stationed in Manchuria which is a slap to China's pride. The Russians may want to carve more land out of China if they are given the opporunity to do so. China is determined not to allow that to occur, after our victories in the Boxer Rebellion. We have finally rid ourselves of the European influence with the exception of Manchuria and possible trade deals.
Should Russia or Japan choose to attack China, they will be in for a rude surprise. We will be even more determined to fight than before the Boxer Rebellion, as the Rebellion has taught us some valuable lessons.

Dong Xi has no idea of the Italian conference with the Chinese Emperor. That conference is happening at the same time that our Korea - China conference is happening. The Italians have offered to build two shipyards for China, contribute ship specs and engineering expertise, etc. Again, Dong Xi does not know this, and he won't until he returns back to China.
There aren't any phones or radios to instantly let Dong Xi know what's up. You gotta love pre-WW eras. :p

Dong Xi has no idea of the Italian conference with the Chinese Emperor. That conference is happening at the same time that our Korea - China conference is happening. The Italians have offered to build two shipyards for China, contribute ship specs and engineering expertise, etc. Again, Dong Xi does not know this, and he won't until he returns back to China.
There aren't any phones or radios to instantly let Dong Xi know what's up. You gotta love pre-WW eras. :p
OOC: My mistake, the reasoning behind me mentioning Italy was, I had conducted deals with Italy beforehand on deals involving shipyards and the like in a good manner, so Gang is recommending them as sort of a word of mouth thing. That, and Italy's hiring of John Holland is common knowledge, at least I hope so, he posted it up.
