Actually, in RL history, Mongolia was a province of China until 1911 or so until foreign and Russian pressure helped Mongolia break free of the decaying Chinese government. However, in this alternate history, my new dynasty in China has already annexed Mongolia fully, and it is essentially a state of China similiar to the 50 states of the USA.

1 September 1905-The recently created Mongolian Governing Council has issued a statement declaring its independence from China. It's leader Khan Kajesi Dofu says:

"Mongolia would like to peacefully work out and independence plan with China, however we have alternate plans if China isn't favorable. We are open to any input from China or other countries. Like the Great Khan we would prefer diplomacy over war."

Khan Kajesi Dofu: "Sirs, we have received no word from our ambassador to China. In addition, ou ambassadors to France, Russia, Germany, Italy, and Spain have not sent news back. Our ambassadors to Britain and the US have proved unsuccessful. Neither nation will aid us as they have relations with China that cannot be lost."

Councilman Zogda Borj: "We should strike a few settlements in northern China so they will listen to us."

Dofu: NO! We must not show violence unless necessary. We must continue trying to negotiate with China. They may let us go easily.

Though we are allied with China at this time, I think that we need to discuss your aims in Independence and what possible relations and trade we might have. It is imperitive that this Telegram remain confidential. Any mention will be denied.

Actually, Mongolia is not independent yet. It is still a province of China, very much like the USA states are part of the USA.

Right now, I am waiting on Sel Appa to RP his diplomat response with an audience with my Emperor. Thus, if China decides to grant Mongolia independence, then it will become independent. If China decides not to grant Mongolia independence, then it won't be independent without lots of struggle.

Just a heads up.

seeing as China was making threatening motions toward Indochina recently, its perfectly reasonable for France to cause trouble for China in Mongolia...

Ah, yes.

However, what France believes and recongizes is not the same thing as Mongolia actually being independent. ;)

True. We'll just have to see how this plays out then. :D

OOC: The leader of Mongolia is Khan Kajesi Dofu.

IC:
"France and Russia have recognized our independence. France may begin sending support if negotiations fail. Russia may eventually. Reports from Japan have said they would be interested in some sort of relation, but this is only a rumor. We have done wonderful work. See what diplomacy has achieved? We must continue to work as hard as we have.

Our troops are being trained well and I expect 2500 by the end of the year. We are supposed to be getting another shipment of weapons soon. If they don't arrive, we will be unable to continue training. In other news, our prospectors have found vast stores of petroleum, gold, copper, and other minerals that will raise quite a bit of money if sold. We must open up trade with other nations if we are to succeed as a nation and match our great Father: Chinggis Khaan!"

To: Other nations
Subject: Trade
Mongolia has huge untapped reserves of minerals and other valuable resources. We would like to open up trade with any other nation. (See exports/imports in first post).

The Mongolian Army has begun construction of its capital at Karakorum, where the capital of the Mongol Empire was. Currently, only a few gers and the wooden Council Building exist. Other than that, it's just ruins from the old capital.

Russia does not recognize Mongolia. We expressed "sympathy," which is very different thing. Your independence or lack thereof is an internal matter of the Chinese Empire--that is our official position, and it remains unchanged. Any further misrepresentations of Russia's foreign policy will not be interpreted kindly.

KKD: "Our ambassador from China has sent bad news. China wishes to modernize us itself! This is intolerable! Intolerable! Mr. Li(ambassador) is considering other options, but I fear this is the end of diplomacy. Any suggestions?"

Councilman Borj: "I suggest we attack their border settlements now to show we mean business. We could prepare the entire nation to be soldiers. All men 16 to 70 should be enlisted. Even if we do not have normal weapons for them, we have bows. If they are massed, they can be somewhat effective in devastating the miners within and the villagers on the border. We must act now before they occupy us!"

KKD: "You raise an interesting idea, but I have just come up with another. We should ask for autonomy and not independence. They could continue operations and we work together to modernize Mongolia. We could then ask for independence. We are a hard working people. We could swell our population easily if China provides food! I must contact the ambassador at once!"

With that the Khan ran out of the ger and prepared a messenger to hurry to Peking. He thought: I hope he makes it before Li does anything dreadful.
