Parliament reintroduced [Earth II, but comments are welcome]

The Emperor was sitting in his office as usual, looking over the man documents needed for him to check. That usually occupied the majority of the day, and it was damned boring! It had been like that ever since he became Emperor and disbanded the corrupted Parliament 15 years ago. That had made him think about resurrecting the Parliament, but in a different layout than the previous one. He was going to go on national TV in twenty minutes, and announce a lot of things.

Twenty minutes later...
Over the entire nation, TV sets were set to one of the five major networks, who had turned to the Emperors office. All they had been told was that something big was going to happen. Then the screen image turned to the Emperor.

"My fellow Cots. We have all seen the events going on in the world, the war with Yelm, the protests in Cairo, the brewing conflict between Germania and Carthage. All this are tings Cotland are involved in, either first hand or through our alliances. We also have a massive population of more than 1,6 billion people. I'm sorry to say that I cannot keep up with the growing demands from you the people any more. Also, you the people have been asking for this for quite some time now. That is why I have decided to reintroduce the Parliament.

Now, this will not be the same old Parliament that we disbanded fifteen years ago. It will be completely different, and the primary job for the parlamentarians are to work out budgets, laws, taxes, et cetra. The new Parliament will have seats for four people from each province, three from each autonomous province and two from each colony. That gives a total of two hundred and four seats in the new parliament. The parliamentarians will be elected by you the people every four years, and I am asking you to vote in people who know what they're doing, not just a bunch of politicians who is all talk and no action. I am announcing new elections to be held on the tenth of August, in which you will vote for the people that you want there.

Local Parliaments on provincial level and below will also be allowed. In fact, I encourage it. I hope that this way, the people will get a more hands-on way of making their points heard.

As a side effect of this decision, political parties are no longer banned, with the exception of certain groups, such as terrorist supporters, nazis and communists. I expect you all to use your heads and elect in the people that Cotland needs in order to survive as a world nation. The political party or parties that win the elections will establish a cabinet. The leader of the cabinet is to have the title Prime Minister, and he will aide me in taking a lot of the work load off my back so that I'm able to do more for Cotland. I will still need to approve every tax, law, budget, et cetra.

I am also announcing that, with background in the demonstrations in Cairo, that the law that forbids demonstrations are to be made null and void. Any person who have been arrested for demonstrating and who are in prison will be released immediately. It is my hope that the police forces will be able to use the resources released to better protect the Cottish people.

There have been some rumors as to if we are going to reintroduce the draft. Let me make that point completely clear right now. The draft was ended in 1982. We currently have the luxury of having a relatively small, but professional, well-trained and well-equipped military protecting Cotland. That will not change. So no, the draft will not be reintroduced.

That was all the announcements I had for you today. It is my sincere hope that you will elect in the most capable people for the job of helping the managment of Cotland on the tenth of August. It can't be done without you. Thank you, and good night to you all. God bless Cotland"

The screen turned to the crest of Cotland at the same time that the national anthem started playing. After a verse of the national anthem had been played, the TV networks went back to the original programming, while the news channels were reviewing what the Emperor had said, and debated the possible outcomes of this new turn of events.
