We are running short of PVS patients, for scientific research such as live dissection, target practice, weapons testing, crash-test dummies, and other forms of scientific research. To help promote the growth of science, and the quest for knowledge and well-being for the people everywhere, we opt to buy patients in a Permanent Vegatitive State. You can offer your price, and we proclaim that this will be a huge step in science, to cure many diseases, solve mysteries of the human body, and it will be a great day for Science. Make your offer."

OOC: I think he was referring to people like cattle, as 20,000 'head' and stuff. Not that I am against the moral problem or anything, but wouldn't work and testing be at the most.....of weak relationship based on existing problem and condition, age, gender and other differences. Genetic duplicates from cloning would offer a standard base for scientific research. Same subject that can be infused with problems or diseases or other things and carried through different processes to learn about the response and function of the same subject with different trials.

There have been worst things in history, like the Black Plague and various other diseases that have taken large percentages of a life. Even smallpox is dangerous. Now I am not sure of anything that could reduce such a large amount of people into this state, but if the nation in question has a good health budget/plan and poor mass transit/high pollution or a various group of other things, maybe severe industrial toxins were accidently poured into the river after a spill and the levels were so small that it wasn't deemed a threat but it creates problems in labor/birthing or babies that it stops the mental process growth. Such things are unlikely, but if a nation as large as his has such a large group of people (and of young age) it hints at a internal problem with children or babies in which the parents and state choose to let them live on without the short life of many.

In other words, Health care fixed the problem, but was too late to save the mind.

We have heard, through certain...channels, that you are looking for PVS pateints for experimentation and the such. The RIS can...acquire said patients about one every ten minutes and ship them out in numbers of 1,000 each via our own private aircraft.

The cost would be $15,000 per item, with an increasing scale for anything else needed. A memo has been attached to this message detailing the aircraft used and the number of PVS items onboard.
