A transport going into a galaxy passed through a total of 76 Military Checkpoints to get here. The transport carried a very important man.
Representative Reglarn Hugalastrofe III walked into the empty meeting room and broadcast a message.

"To all Planets that have previous interest in the Intergalactic Senate (I.E. the sign up thread) Send reps to the board room immediatly we have important issues to discuss.

A Sword Mk II cruiser came out of hyperspace, the cruiser was 312m long with a crew of 725. It was one of the most powerful vessels in Edumean space however outside; it was woefully out classed by anything of its size. Luckily for the Edumeans they were meticulous keeping the coordinates of there home secret from the outside Universe, while they tried to catch up to the other powers.

The Captain of the cruiser was one the bridge for the entry in system. He quickly opened a channel to the controllers of the Senates Space.
"This is Captain Reed; I am delivering an Ansible from which the Edumean delegate will communicate with the senate for the length of its sessions."

The controller quickly responded, "Your are cleared to proceed."

It was fifteen minutes later that the Ship had jumped away from the senate. In the assembly room was a large looking computer with speakers and a microphone for picking up what was happening in the chamber.

Meanwhile on Edumea the President, who while being the head of state, was only needed once every eight years to select the prime minister from the candidates provided him by the Edumean assembly. Otherwise he was a figure head pretty much free to do as he wanted. For a post like this the president was the obvious choice, after all he had nothing better to do.

The small Muurian Transport passed through the extensive military checkpoints and landed. Its passenger left the ship and entered the Senate Chambers. She sat down at a random seat and put two things on the table. One was her laptop, which she opened and started up. The second was a Small sign that she put infront of her. On it were these two lines:

The Serene Death

She started to type away and every so often touch the screen of her laptop, waiting for the other representatives to arrive.

"Well I see that 2 have arrived." Said the Zactarn Prime Rep.

He then pointed a remote at a screen which held the issues at hand in order of how we handle them

"These are the issues at hand. We take care of these then make proposals and pass laws." Reglarn said.

The issues at hand were:
1. Terrorist attacks again in Zactarn Prime.
2. Wars and how to intervene.
3. Legitimate War.
4. Illegal trading and buying.
5. How to handle Space Raiders.
6. Restricted Airspace.
7. Super Dreadnought Problem.

a small but sleek ship, one that was built for speed, not combat apperd on the tracking system. the fallowing message was sent
<V-45 is requsting permission to deliver Dri Vel's abassidor to the intergalactic senate>

A single Leviathan Battlecruiser class Warship enters into orbital space, after passing and respecting the checkpoint system, hence it's tardiness.

Such that the arriving Lady Peorth Morisato would address, as she arrives into the meeting area, gracing the chamber within a gown of white cloth on black, glossy 'attachments' of chest high and below. Her long, dark auburn hair set in a high pony-tail, and no more skin is shown than at the shoulders, and where the free flowing cloth-robes sway as she moves.

She arrives with.. "Mind our delay in arriving. We were busy conducting a war, I must inform."

A Grand Mukosinnian Transport cruiser slowed as it approached the Intergalactic Senate.

'This is Sollock Rexes Morovex Vespeterium, the newly appointed Murkosinnian Ambassdor to the Intergalactic Senate. I will be docking shortly.'

"Ok I see we have enough people here to start. The issues at hand are: 1.Terrorist attacks again in Zactarn Prime.
2. Wars and how to intervene.
3. Legitimate War.
4. Illegal trading and buying.
5. How to handle Space Raiders.
6. Restricted Airspace.
7. Super Dreadnought Problem.

How shall we handle these issues?"

"So how do we handle the recent terrorist acts in Zactarn Prime?"

From the Ansible came the voice of the Edumean represnetitve.
"We of Edumea would like to set the docket as follows.
Legitimate War, Wars and how to intervene, Illegal trading and buying, Terrorist attacks again in Zactarn Prime, How to handle Space Raiders, Restricted Airspace, and Finally, Super Dreadnought Problem."

"So that is the order that you would like to handle the issues?"

a older lady walked softly in to the room and said in a quiet voice " iam sorry that i am late, my name is Olivia, iam Dri vels ambassidor to this senate"

"So first issue at hand Terrorist Attacks again in Zactarn Prime. How do we handle this issue?"

A Fayth Battleship passes threw the check points carrying Maester Seymour who was apointed to be be Neo Zetas voice for this first meeting.

He took a shuttle to a landing zone where he exited. He entered the Senate chambers and took a seat.

He would have a intresting view point on most items they would review.

'We all have our problems with terrorists.' said Sollock. 'We need to find a way to persuade them to stop their attacks. What about painful public executions? We have a few good methods.'

Maester Seymour takes a deep breath then starts to speak " Terrorism can not be stoped by trying to win them over or just killing them. For when you kill a terrorist you make a marter out of them. They died in battle spawning more terrorist. I suggest you either take one of two courses.

Find the group and kill every member. Then their familys and friends so that they do not become terrorist to get revenge. Or the better way....Round them up with covert missions then build a colony on a moon or barren planet and put them there. They will struggle just to live. They will not die as heros.....they will die as broken fools."

Sollocks eyes flashed yellow. 'Very clever. This is the best way to deal with them. However, will anybody here have any objections to this?'

Lady Peorth meanwhile sat and listened, rather than import any idealisims into the conversation. The Ascendancy of course ws handling their version in a rather radical manner.

She did ask however of the Zactarn delegate.. "Is this a problem caused by internal elements or external forces. Internal ones would of course be ones none of us should have the power to influence into internal affairs.

External such is piracy, and that would require combined forces that coudl end the threat of ones that threaten us all."

"Well this terrorist group has tortured me and Vespeterium Minor and my colonies. They are 2 groups. The Cravian Jedi and an unknown spontanious group. We cannot do much about the unknown group as they pose a threat to all. Hmmmmmm what can be done?"

" If they are Truely Jedi then" Maester Seymour says " Then you must break their link with the force. I have heard storys of this being possible and used as punishment for jedi and sith alike. A Jedi who is broken from the force is harmless. They become so dependent on the force that with out it they feel as if they are lost."

He smiles " Indeed a fitting punishment for force users."

'The Jedi don't only use the Force, Maester Seymour' Sollock interjected. 'They are brilliant tacticians and warriors. We have been at war with them and they are now on the brink of victory. This had nothing to do with their force. They won these battles through military prowess and technology.'

"The FORCE is in everyone. Some people just don't know how to unleash it. Others can't controll it. Darth Vaclavious is the proud and respected leader of Zactarn Prime and he is not souly dependent on the Force."

"I have classes to teach the Force. But anyway next topic. How to intervene in a War."

Seymour smiles " Yes but with the link with the force cut they will feel a utter since of lose and lonlyness. Some may still be able to go on as they had but many wont be able to focus or even feel if they are on the right path.


The link with the force being broke dosnt mean the force is gone from them. It just shatters the stroung link the jedi and sith have with it. Just a suggestion please by all means go about it the way you feel best."

The Ascendancy delegate makes a suprising, though not quite as much as it sounds, proposal. Peorth offers.. "If it would meet the Zacturn delegation's apporval, knowing that all know our stance in allowing 'dispicable' Jedi to exist in our realm in great numbers, we suggest in helping the 'terrorists' that be captured, be transfered into Ascendancy custody after sentencing, which would become under our strictist care.

We would gain vauable souls, and you would be rid of a problem. Is there a downside to such a proposal?" Peorth says with a sly smile.

" i think that would depened on the reason for needing to intervene" Olivia said

"Yes Peorth we will and in a war is it a good reason to intervene. Just over all is it right?"

Seymour nods " Then i would like to ask the delegation from Vespeterium Minor to send us any Jedi or other terrorist they catch. We will take them in for re-education by Yevon. They would be kept under our watchful eye"

Seymour was sure the delegation from Vespeterium Minor would catch his drift.

"Yes Peorth we will and in a war is it a good reason to intervene. Just over all is it right?"

Olivia spoke" my own country has not had international assistance in a war of any kind for the past thousand years, I know my contry would view intervention as a horrible insult to our socioty" *She paused and looked arround the room continuing* "I am sure that others would view my countrys opinion as foolish. If such a corse of action were to be under taken it would be wise to know about the sociotys we are attempting to help"

Seymour nods " Then i would like to ask the delegation from Vespeterium Minor to send us any Jedi or other terrorist they catch. We will take them in for re-education by Yevon. They would be kept under our watchful eye"

Seymour was sure the delegation from Vespeterium Minor would catch his drift.

Sollcks eyes flashed yellow. 'Yes, of course we would be pleased for this course of action. We hope to have many Jedi prisoners of war soon. We will send them to Neo Zeta.'

Maester Seymour nods " Very well after the meeting we will set up a system for bringing them in."

Ambassador Khordad looks up from her laptop. "If you want to intervene in a war, you should offer your assistance to the side you wish to help. You don't go barging in on a conflict unless you have a reason for being there. If you just try to help, you could end up getting yourself killed."

She looks up at the issues listed out by the Zactarn' representative before starting to type again. As she does so, she says "I believe that you said these people that attacked you are on the brink of victory. If that is so they cannot be terrorists. Terrorists cannot win battles and defeat armies. Terrorists work through fear, thus their name." She pauses before continuing. "What you are fighting sounds more like a war. If it is a guerrilla war, in which they use less than standard fighting, then you are indeed in trouble. Guerrilla warfare does not denote terrorism. For it to suceed, it must have popular support, and thus must not attack civilians."

Khordad looks at the third piece of the list for a moment. "And you can't have a legitimate offensive war because as soon as you attack you will be breaking their right to sovreignty and losing your legitimacy. A defensive war can be legitimate, depending on the circumstances."

The ambassador goes back to her laptop, typing away.

'These are Jedi. They are organized terrorists. They can call on great amounts of support from many systems. They also have a massive establishment which they can strike from. We are at war with the United Jedi Armies of many systems as well as their allies.'

" when one is fighting terrorist, one must think like a terroist also guerrilla war fare is a standerd way of fighting when ones army is smaller"

Without looking up from her laptop, Khordad says "So thats what you call a terrorist; someone who attacks you. Good to understand your use of language." She goes back to her work, listening to the conversation.

"I'm sorry but I must agree with Khordad as a terrorist is someone who strikes without warning out of fear or for rebellious reasons. The Jedi that attacked us were terrorists as they attacked out of fear of being kicked out of the Cravious Galaxy. They started to get upity and attacked several times in El Conado. So we have thus been forced into a defensive and protective war from their oncoming onslaught."

Peorth gritted her teeth at the Zetan and Vespeterium comments. "Is it really your intention to commit the same mistakes that led to the Jedi Rebellion nearly a decade ago? You both fully know that any captured Jedi would resist and likely die as a result.

Is your need to kill that overpowering to listen to reason? Yes we also wish them, and to live all the same. So indulge us in 'our' offer please. If this all ends up as external matters intervening on an internal level, we already stated our intentions, ones that have no threat of harm to any other than ourselves.

And the need of unwilling slaves that would cause obvious dischord and likely conflict can be avoided here, not to mention the avoidance of wasting resources to 'reeducate' souls that wouldn't do so anyway."

"Well I have a proposal.

A Planet may not attack another unless legitimate reason is provided. This is to save Time,.Money and most important Lives. Without legitimate reason such as:
1. Ally is in war.
2. Ally is attacked.
3. You are attacked.
4. WMD threats not just possession.
5. Threat to nation.
6. Military Mobilization.

This is to ensure safety among all.


OOC: If this becomes a resolution we will split into 3 groups. For,Against and Neutral. The For group will pick someone to debate against the Against group as they will pick someone as well. The neutral group will select one person to be the Debate Moderator. Each person has 2 Minutes to explain their case with a 30 second closing argument later. After the SHORT debate we vote and see if the Debate changed anything. If more delgates vote for then against it's a law. If more vote against then for the law is vetoed.

"Numbers 4, 5, and 6 are not good reasons for war. Threats are not a reason to send people to die." The ambassador looks at the Zactarn representative. "If I say right now 'I'm going to kill you,' does that give you the right to shoot me dead? In my opinion, no. If you don't agree, I'll take my unloaded pistol and beat you to death with it." She finishes with a big smile towards the Zactarnian.

"Threats are just that, threats. You don't know that I am going to do that, or if I even have an unloaded weapon on me to beat you with. This means you have to trust my good intentions, and this creates trust among all. Or if you gear up and get ready for war at any turn, it creates mistrust."

She sighs before continuing. "If you leave in the last 3, I will not support the proposal. The first 3 are the only acceptable reasons for war. If anyone commits to war for any other reason, my country will condemn it."

'We have no choice but to fight the Jedi. We are fighting for our survival. They have conquered almost all of the Sith colonies of Zactarn Prime and are now in the process of invading the Kingdom of Sarall. If they gain that, the war will all but be over and we will have to surrender and submit to their occupation. We have made several approaches towards them to end the war in compromise but their victories have made them arrogant and they have refused. If you don't believe that capture is a good idea,' his eyes flashed a malicious red 'then we will immediately kill all surrendering Jedi. We want them out of the Cravious system. Only then will we prevent this happening again.'

Seymour smiles " We will not kill them nore make them slaves. We will just re-eudcate them. If that dose not work we will go on to other ways. Yevon was a way of converting even the stroungist enemys of it."
