Voting Rights for Africans [E20]

This month in Johannesburg, representatives of the British government and various Boer and African groups are meeting to discuss the fulfillment of the portion of the Treaty of Vereeniging concerning the establishment of full voting rights for blacks and Asians in the four South African colonies.

The British government supports the full and immediate integration of blacks and Asians into South African political society, though they will abide by another consensus of the local groups.

The moderate Boers support the integration of Asians, and eventually of Blacks as well. They are opposed immediate integration, on the grounds that it will create potentially dangerous strife and chaos.

The extremist Boers oppose any integration of non-whites, though they are willing to discuss a compromise concerning Asians.

The Africans and Asians, naturally, support full and immediate integration.

OOC: Poll up in a second.
OOC2: This is a poll for members of the Alternate History Earth only. Votes from nations not involved will be ignored. Also, this won't have any effect on the outcome of the Voting Rights Conference, but I do want to see where international opinion rests.

I'm not voting because I'm not in E20 unfortunatly but I say give all the power to the whites because look what happened in real life by us leaving Africa alone. Also is there anyway I could still sign up for E20?

OOC: The list is a tad out of date. I am Germany now, so Persia is open (although I left in the middle of a civil war  ) Argentina bowed out. Mexico hasn't replied at all. The Netherlands is open. I think if you inquired on the OOC thread with what you want, you might get it (unless it's a power)

Johannesburg Conference Reaches Decision!

According to the decision reached by the Johannesburg Conference on Voting Rights, Asians (Malay, Chinese, and Indian) will be immediately and fully integrated into South African society in the four colonies.

Blacks will be gradually phased into political life, and those Blacks who turn eighteen after January 1st, 1905, and meeting the necessary literary requirements, will be permitted to register for the vote. At first, their vote will be limited to local and municipal matters, but according to a plan laid down by the Conference, every two years this will be expanded to include regional and eventually full colonial-level elections. A similar plan will be instated for Coloureds.

At least one week prior to casting their first vote, Asians, Blacks, and Coloureds will be allowed to take the examination to gain citizenship.
