Parts of secret national emergency plans exposed!
COTLANDSTAD (CFP): Today, our journalists are going to reveal emergency plans that are not to be made public under any circumstance. They include among others orders to retaliate with all available nuclear weapons, arrest citizens and shooting down passenger airplanes! They also confirm the existance of Internment Camps and Cottish nuclear weapons! Read below for the plans we've been able to get our hands on. You will most likely be shocked.
Emergency plan Sigma 2-3
[CLASSIFIED HIGHLY SECRET; EYES ONLY; NEED TO KNOW]
Introduction: This emergency plan is to be put in motion only if one of the following occur:
Attack on the Empire using Weapons of Mass Destruction
Assassination of the Emperor/Ruling council/Joint Chiefs of Staff
Loss of contact with the Emperor/Ruling Council/Joint Chiefs of Staff
The reason for this plan is so that the Empire has a chance of retaining a credible defensive capability and preserve civilian peace and order in case of a devestating attack on the Empire, or assassination of the upper Chain of Command.
Part 1: In case of an attack, the first priority is for High Command (provided it still is intact) to go to Defensive Condition One and declare a national state of emergency. They will immediately scramble any and all aircraft, close the airspace over the Empire, close down the borders, call out the National Guard, send out all naval vessels and call out all soldiers. All leaves are cancelled. In case High Command is destroyed, secondary Command Complexes are to take over the rule of the nation.
Strategic Missile Regiments are to go to highest alert and prepare to retaliate against the nation responsible for the attack. Any attack against the Empire using Weapons of Mass Destruction is to be met with swift and devestating nuclear retaliation.
Any aircraft, no matter the cargo or nationality, are to land at the nearest airport. Any aircraft that refuse or hessitate are to be shot down immediately, using either air defense systems or air superiority fighters. It is imperative that there is no hessitation in the destruction of these airplanes.
Any vessel in Cottish waters are to be identified and escorted out of Cottish waters. If the vessel is suspicious, armed or otherwise threathening, they are to be sunk on sight. Naval vessels, coastal defenses or aircraft carrying air to surface missiles are responsible for sinking suspicious vessels.
All foreign citizens are to be rounded up and placed in holding camps untill they can be safely deported (if they belong to the nation responsible for the attack, or an allied nation to the culprit) or the emergency is over. Any foreign national who refuse is to be considered a spy and shot upon capture.
If the Emperor, Ruling Council and the Joint Chiefs of Staff are killed or otherwise incapacitated, or contact is lost, the commander of the secondary Command Complexes are to take command and take the appropriate measures to protect the Empire. In order to fire nuclear weapons, the two-man rule must be upheld. There will at any time be at least four people capable of firing nuclear weapons at the secondary Command Complexes. There are seven secondary Command Complexes spread around Cotland, each one commanded by a Lieutenant General (Army/Air Force)/Vice Admiral (Navy).
Part 2: Once the nation/group responsible for the attack has been identified, the Command Complex commander has the authorization to fire nuclear weapons (if attacked by Weapons of Mass Destruction) or otherwise retaliate against the responsible nation/group with all the means available to the Empire.
The primary concerns for the Command Complex is to
1.) Retaliate against the attackers. For this, they are authorized to use any and all means available to them, including but not limited to the Army, the Navy, the Air Force, the National Guard and Coast Guard, the Special Operations forces, Black Operations forces and Intelligence Command.
2.) Re-establish contact with the Emperor, Ruling Council and/or Joint Chiefs of Staff. If contact cannot be established, they are to assume that the Emperor, Ruling Council and Joint Chiefs of Staff are dead, and act accordingly to protect the Empire and the people of the Empire.
3.) Maintain/re-establish public peace and order. For this, they are to enable the Police Reserves, Civil Defense and other such entities and make sure that their efforts are coordinated. Anyone who refuse to do as told by Police and National Guard are to be arrested and held in internment camps untill the emergency is over. Criminal charges may be raised against defaulters if found necissary. Wartime laws are in effect.
4.) Make sure that the Empire still can retain a credible defense. Repell any attacking forces with any and all means necissary. Tactical nuclear weapons are allowed to be utilized if attackers are invading Cottish territory.
5.) Ensure that our closest allies are informed of the situation, and request assistance if necissary. Closest allies at the moment are The October Alliance, NAANP and the Holy Republic of Hawdawg.

No Government officials have had anything to say about this plans. In fact, they've claimed that there exists no such plans! We can expect harsh reactions from both citizens and foreign nations. We will have more about this in our evening edition.
