Hmm... Well, here we go. This is what would work best for us, but we won't pretend it's the most orthodox proposal ever. Could you produce about 1000 or so PSL rifles for us at the SVD price, and then license them to us as well for patterning from the samples, since the two rifles are indeed 'parity products?' Everything would remain domestic, since selling our custom design would be both unethical and unprofitable for obvious reasons. We're just after that little extra edge in accuracy and parts commonality with the AK family the PSL's heavier construction offers, compared to its more common SVD rival.
The RPK is optional as far as actual issue to our forces goes, since we already have PKs of our own. As for the speed, we can hit a maximum of mach 25.7 when making it into orbit, but only with some rather large extra fuel tanks. Thats a once-in-a-flight thing, if you come back down after that you'll have to land and refuel. Speed for normal runninng could be something like mach four-point five.

The hydrogen slush fuel solves the large fuel tanks problem because gas hydrogen isn't very dense so you need a big tank to carry all of it. The chemical laser will be developed as a separate weapon with the ability to change it out for the missiles. The chemical laser will be based on the Nautilus laser system created by Israel and America. The speeds sound fine and your right that the high speed is only needed for launch.
