First formed as a colony of the Dutch Republic during the mid-17th century The Dominion of Volana was established as a refuge for those people that wish to throw off the yokes of overly intrusive government and state sponsored religion. Volana society is remarkably open and void of most vestiges of organized religion and a welfare state.

The Dominion is a libertarian nation founded on the principals of classical liberalism. The goverment of Volana is small and concerns itself only in matters that effect the health and well-being of the entire Dominion.


With the recent election of Steven Andrews as Stadtholder, the Dominion is moving toward a more active role in international affairs. To this end Volana will begin to assert and introduce itself to the larger international community.

Government At A Glance


Legislative Branch

Congress of Greater Volana

Dominion Council of Confederation: Ministers-President of each State (23 Ministers-President). The DCOC handles all Declarations of War, Treaties, Authorizations of Military Force, and issues of National Security. The DCOC may override (effectively a legislative veto) a Bill passed by the HOC and the HOD with a 3/4ths majority (18 votes).

House of Councillors: 100 Councillors appointed by each State's Legislative Branch (2300 Councillors). All legislation, except Declarations of War, Treaties, Authorizations of Military Force, and issues of National Security, must originate in the House of Councillors.

House of Delegates: 5,000 Delegates elected by the entire nation, proportional party representation. The House of Delegates only votes on Bills already approved by the House of Councillors. The HOC may submit a bill to the HOD up to three times before the HOC is required to ratify the Bill again.


Executive Branch

Stadtholder: Head of State. Elected by popular nationwide vote to a 10 year renewable term. The Stadtholder is the Commander-in-Chief of the Volanan Security Forces (VSF) and is responsible for the Foreign Affairs, Defense, and Security of the Dominion.

Chief Executive of Volana: Head of Government. Appointed by the Stadtholder, confirmed by the House of Councillors. The Chief Executive must be a sitting member of the Dominion Council of Confederation. The Chief Executive is responsible for the Domestic Affairs of the Dominion.

Board of Executive Directors: Appointed by the Stadtholder with the consent of the Chief Executive, confirmed by the House of Councillors.

Labor, Finance, Commerce, and Transportation Bureau (LFCTB)
Health, Public Services, and Education Bureau (HPSEB)
Domestic Security, Technology, and Justice Bureau (DSTJB)


Judicial Branch

Supreme Court of Volana: Chief Justices of each State Supreme Court (23 Justices). The Chief Justice of Volana is appointed by the Stadtholder for a non-renewable 2 year term.

Command Structure
The Stadtholder is the Commander-in-Chief of the VSF, accordingly he is charged with full authority in all operational matters. Day to day control is exercised by the Director of the Foreign Affairs and Defense Bureau. After several layers of civilian leaders and oversight, the General-in-Chief acts in the capacity of Supreme Commander of the VSF.

M-73 Standard Photon/Plasma Rifle (SP2R)

The SP2R sports two firing modes capable of acting in concert to neutralize targets in a devastating shockwave. This combination attack is achieved when the weapon operator utilizes the secondary fire mode to deliver a charge of seeded plasma to the target. Once the slow-moving plasma charge is within range of the target, the weapon operator may fire the photon beam into the plasma core, releasing the explosive energy of the anti-photons contained within the plasma's EM field.

When hit with the photon beam blast, the target is knocked back. The combination explosion is achieved by shooting the plasma ball that is released with the primary fire. The shock wave causes extensive damage to the target, but does have its downsides. The plasma ball is slow moving, and can get hard to hit meaning that the user often has to stand still, leaving them vulnerable to attack.

Interestingly, two secondary fire shock cores when hit together will cancel each other out, dissipating the blast.

Rate of Fire: (Primary) 1.3 rounds per second; (Secondary) .85 rounds per second
