The Confederated City States of Mikitivity would be happy to officially exchange embassies with the people of Morvonia. Naturally my government will make arrangements for a suitable facility for whatever delegation you might choose to send, and are confident that a Morvonian (sp?) ambassador in Miervatia City would be able to easily access and network with other ambassadors from the International Democratic Union.
It is my sincere hope that by first exchanging embassies that our two governments can begin working together and later forge the sorts of alliances you may be looking for.
Furthermore, if you are interested in taking a more active role in international affairs, I can arrange for a representative from the International Red Cross Organization to speak to your government or a suitable NGO (non-governmental organization) about possible coordination in inernational
humanitarian relief efforts.

The United States Of Nuclear Wars has just turned into a Democracy. We have no Allies yet but we are hoping to get some.
We do not have much of a Millitary but our Oil is the best in the world...and we have plenty of it. Our former evil leader, Ki-Adi Mundi, kept the world from knowing how much Oil we have. We also have a special chemical we put in the oil.....although, Mundi did not allow the chemical to be put in the oil. But the chemical makes the Oil a bit safer for the Enviorment.....not all safe because it is still oil but safer than oil from other countries.
But we have no millitary to defend attacks against our country who would come in and steal our oil. We are looking for countries who would help us defend against attacks....and in return they will get Discounts on our Oil. This relationship will benefit the both of us. If you accept us as your new ally and help defend us against attackers, we will give you a 10% discount on all oil purchases.
We hope that this peace between us will last forever.

I hope you don't mind but I decided to edit our agreement. Instead of giving our allies a 10% discount on Oil, we will be giving a 25% discount on Oil.
The reason for this change is because we now have more Oil. We have struck a deal where we now can colonize a distant planet and extract the Oil to sell here. We now have an extrodinary ammount of Oil.
