Historical background of Torontia
Torontia is a nation located on the North American Pacific coastline. Torontia includes the former US states of Oregon and Washington and the Canadian state of BC.
Torontia's capital city is Seattle and it's main port and naval base are in the city of Vancouver.
Twenty years ago, Torontia peacefully gained independence from the US and Canada, after the people voted by 71% in a referendum on independence.
For the first eight years, Torontia was ruled by a coalition of the Liberal Party and the Green Party.
The Liberal Party was made up of former members of the US Democratic Party and the Canadian Liberal Party. The Liberal Party appealed to middle class public sector workers and politcal moderates who favoured consensus.
The Green Party was made up of the US Green Party and the Canadian NDP. The Green Party was popular amongst the younger generation and minority groups such as hispanics, blacks, students and gays.
Both parties had a consensus on having socially liberal attitudes to morality and favoured a regulated economic system that gave extensive welfare, social care and rights to those at the lower end of the social spectrum.
Torontia's wealthy and it's business community as well as the Christian Right, all looked on in resentment as they lacked any conservative voice in Torontia's political system.
In November 1999, Torontia was gearing up for an election and all of the political observers were predicting another Liberal/Green victory.
A very wealthy investment banker by the name of Paul Kaufman was running as a non-party candidate for the Presidency and had the backing of the Torontian Concervative Alliance (TCA) who were looking to win seats in the elections for the parliament.
Kaufman's policies were ultra right wing and he was dubbed the 'Buchanan of Torontia' by the liberal media.
At first Kaufman was lucky if he could get 15% at the polls, but at the same time as the elections were being held, the WTO and the IMF were having their conference in Seattle.
For the frist time in WTO/IMF history, the meeting was under siege by anti-capitalist and anarchist protestors.
The protest soon turned into a riot and 17 people were killed in the ensuing chaos as police battled anarchists in what was dubbed the 'Battle of Seattle'.
This played right into Kaufman's hands and he knew it. Going on the campaign trail with a VERY tough law and order platform, Kaufman started to get a lot more support than he could of ever dreamed of.
At the end of the election, the results were:
Paul Kaufman (right-wing independent) 43%
Harry Barker (Liberal Party) 40%
Jack Norton (Green Party) 17%
The TNC only won 54 seats out of 170 in the Torontian parliament, but it was enough to keep the Liberal/Green bloc from dominating the parliament.
A mere three weeks into the new Presidency of Paul Kaufman, the speaker of the Torontian parliament was blown up by a car bomb attack when driving on his way to work.
Unkown to anybody but Kaufman and his hired thugs, Kaufman ordered the assasination of the speaker and got the secret services to attach evidence to make out that the attack was the work of anarchists and those who took part in the November 1999 Seattle riots.
With this framing of his opponents, Kaufman enforced martial law in all of Torontia.
Parliament was suspended, the constitutional articles on civil/political/legal rights were suspended, the media had to now put all of it's articals and news through government agencies to prevent anti-government views from being aired, strikes were banned and the security forces were given extensive powers to arrest and question people.
Kaufman at first promised that this authoritarian system would be a temporay measure, but he never had any intention of going back to democracy.
Five months after martial law, parliament was opened but only the TNC was allowed to take their seats as Kaufman accused the Green and Liberal Parties of treason for not supporting martial law.
With this monopoly on parliament, Kaufman had a new system set up that was called the New Order.
The New Order abolished parliament, the constitution and a free media and the cabinet was re-organised as the National Command Council (NCC).
The NCC is a 50 person committee made up of CEOs, corporate shareholders, military officials, economists and former members of the TNC.
Kaufman then put forward a decree making himself President for Life. The death penalty was imposed for ANY anti-government activity and to even make a joke about Kaufman could send someone to 20 years in a labour camp.
After securing his political grip, Kaufman then extended the New Order to society at large.
The New Order's ideology was that of social darwinism, that nature favours the strong over the weak. For the ideology of the New Order this meant that the rich and the upper classes were most favoured by nature and the poor and working class were to accept their fate as servents to their new masters.
Social security, free education, free healthcare, unemployment benefits, disability benefits and state pensions were all abolished.
EVERYTHING but the military and the police were privatised and sold off on the market.
A huge canal was built right through Seattle, cutting the city into two. On one side of the canal were all of the government buildings, the presidential palace, the financial district and the wealthy residential districts.
On the other side a huge slum was left for all of those in blue collar jobs, out of work, the homeless and those who could not afford to buy themselves into society.
This division was made secure by security forces who put up checkpoints and gates at all of the bridges over the canal and only those working class people who had to work for their rich masters in the wealthy side of Seattle could cross the canal with their permits.
The socially liberal Torontia was all but gone under the New Order. Homosexuality, cannabis use, equal pay for women were all outlawed.
To keep himself in power, Kaufman built up the military and the police. Kaufman also gave the Torontian military chemical and biological weapons and devoted a large chunck of the budget to defence and law and order.
Kaufman also set up a army that was under his DIRECT control called the Republican Guard. At 70,000 strong, the Republican Guard were better trained and payed than either the military or the police and the Republican Guard had authority over both.
However, Kaufman never could wipe out his opposition and with poverty, hunger, homelessness, huge inequality and the total lack of democracy and freedom, his opponents were now gaining support.
Anarchists found fertile support in the universities from idealistic students and the banned Communist Party of Torontia (CPT) had the support of the blue collar workers and the slum dwellers.
Liberal sections of the middle class, wanting to go back to how it was before Kaufman, also started linking up with the other opponents of the Kaufman regime.
As long as his opponents were divided, Kaufman was safe. But now unity was spreading through the ranks of the opposition.

In the presidential palace, President Kaufman was reading the police reports of the student unrest.
After finishing the last of his scotch and putting his cigar out he turned to his minister of internal security, James Baker.
PAUL KAUFMAN "This will not do. Im not going to have a bunch of teenage anarchist fucks wreck havoc in my city! Even though the students are not armed, Im going to order the Republican Guard to deal with this."
JAMES BAKER "How far are the Republican Guard permitted to go in dealing with this?"
PAUL KAUFMAN "To the very end. They have orders to shoot ALL students still inside the university compund. No one inside the unviersity will be spared."
JAMES BAKER "Very well."
Back at the university, Republican Guard units were now taking up positions.
The Republican Guard force assigned for the operation at the university was 1,200 strong and 30 APCs were also there. 10 AH-64 'Apache' attack helicopters were also there, to carry out the first strike.
The AH-64 helicopters flew towards the unviersity and fired their air to surface missiles and their rockets at the south and east side of the university. One helicopter also fired it's missiles right into a huge crowd of students who were having a sit in on the university lawn.
After that, the troops moved in and for 3 hours, made their way through the univeristy, killing every student, teacher and other member of staff that they could see.
TOTAL DEATH TOLL:
4,567 students.
347 teachers.
178 staff members.
Being unarmed, the students had nothing to fight back with and the Republican Guard suffered no deaths.

Slum districts of Seattle, Torontia
By the afternoon, word had spread round the city of the massacre at the univeristy.
Despite the media blackout Kaufman had put into effect, the huge scale of death and destruction at the university was hard to hide.
From all over Seattle, people could see the huge tower of black smoke that came from the now burnt out university.
In the slums, a crowd of beggars and recently laid off workers was gathering at one of the checkpoints at one of the bridges that connects the two sides of Seattle.
At first they just looked on in shock as they saw the tower of black smoke rise up from the university compound. They could hear screams and the odd gunshot as the Republican Guard were still killing the few remaining students who were hiding out in the university building.
This caused anger in the crowd and when one police officer manning the bridge checkpoint ordered the crowd to disperse, Jack Norton, the former Green Party candidate who lost to Kaufman in the 1999 election and who now lived in the slums, picked up an old wooden plank and hit the polic officer on the head.
The blow was hard enough to kill the officer and seconds later the crowd went into a frenzy as they picked up anything they could find, bottles, pieces of wood and other things besides.
Jack Norton picked up the officers pistol and then fired at the other officers in the checkpoint post, killing two of them and the other 2 were shot in the legs and they were then captured and thrown into the canal.
Then the crowd went into the checkpoint post and opened the gates.

Henius Seytus, along with his little band of rovers, of about a few dozen people, were spread across the city, in a little bands. He loaded his gun, and his armor up. Ah, he forgot where he bought these. Made in the IOS, probably from the black-market. Significantly of lower quality then of the one the IOS uses obviously, but it was still startingly better then anything he'd come against. A marvel of German, Russian, and East Asian (China, Japan, Korea, and etc.) design. He strapped on his armor, and concealed the rifle. He had a comrade in the building, with a sniper rifle. Henius stepped inside a police station. He pulled out his rifle. The officers were startled, and before they pulled their weapon out, a burst fire killed two officers, and a clerk. Officers flooded out of their offices and stuff, and automatic weapon fire tore them down. One officer almost pulled out his pistol, but a motley of bullets tore into him, his body shaking, and falling to the ground with blood. One officer got a shot off before being annihilated, but the bullet hit the armor, and didn't go through. Conventional hand-guns were less effective, and likley would take many shots. The officers didn't expect a thing, and when the last one was gunned down, Henius left the building. He had left three dozen dead officers, many of them gunned down before they could draw a weapon. Some of them unarmed, It seemed someone was able to call for reinforcements. His partner hid with a sniper rifle. Twelve Republican Guards shuffled around at the door. The sniper rifle fired. It hit a guy in the chest, and he went down. The rest when wary, and before they could dive for cover, one was hit in the chest, and another in the stomach, and they died. One also was unlucky enough to be hit in the neck, and with a gurgle, he fell to the ground dead. They hid behind a car for good measure, seven of them. The sniper rifle fired it's fifth shot, and hit the car, making it leak oil. He figured it would compromise his position, but it would be worth it. He tossed a molotov cocktail at the car, and a huge flame consumed the car and the guards behind it. They ran away, hearing their screams behind them, and made it back to their hideout.

That evening, AKS-74Us and Marakov 9*18mm pistols, part of a massive surplus of guns Leafanistan had made their way into Seattle via the canal. Special forces just dropped them off near opposition people. At the same time, a report arrived in Kaufman's office, a secret deal from Sierra Visions, a statement saying that they were to be given a 50% emergency finacial aid in the Leafanistani Storefront to help "stabilize" his nation.

Quietly, the orders went out.
2 SSN's patrolling in the Eastern Pacific turned towards the mouth of the Columbia River.
In the Western Pacific, a task force began to assemble for dispatch to the Eastern Pacific. The task force including 2 CGN's, 3 DDG's, 7 FFG's, and a number of support ships. Also included were a small division of assault ships, carrying the 2nd Marine Brigade, a 3rd Mechanised Brigade, and the 11th Air Assault Brigade.
Orders were issued to place the IVth Corps - comprised of 2 Mechanised Divisions, 1 Airmobile Division, and 1 Armoured Brigade - on alert.
And, at Allemande's National Space Center, an Ares-Nemesis two-stage booster was hurriedly prepared for launch.

As the crowd led by Jack Norton crossed the bridge, some of the people picked up the guns from the other dead police officers and more gunds and ammo from the checkpoint building.
For many in the crowd they had NEVER been to the wealthy side of the city since Kaufman took power and they looked on in awe at the skyscrapers, offices and high class flats that made up the centre of Seattle.
As they looked around, their anger reached new hights as they had memories of what they used to have in the old democratic era and what Kaufman had taken away from the people.
As they approached a high street, they saw hundereds of Seattle most wealthy residents shooping. All of them dressed in their designer suits and dresses and with their $4000 handbags and $12,000 rolex watches.
This caused a surge of anger and envy in the crowd and they started running after the residents, throwing them to the ground and grabbing thier watches and wallets.
Anarchy broke out in the very centre of Torontia and the mob now started pulling up sidewalk slabs and throwing the cement slabs into shop windows.
One protester used his lighter to set alight a Prada boutique and within half an hour, the shopping district was ablaze in fire and tens of dozens of Seattle's wealthy residents were now dead.

The cargo planes alternate between the planes carrying the soldiers and the planes carrying the heavy equipment(namely, APCs and Light Battle Tanks). Economic Analysts from the right wing think tank PAAR speculate that Sufi plans to use this act of charity to promote their new package program, which supplies 10 A-20A’s along with rocket and recon pods, support gear, and ammunition for $8.3 million.
At the same time, small arms manufacturer Atu’an Industries announced that they will be shipping 10,000 surplus “swordfish” to the beleaguered Torontia opposition.
“I can see no reason why these people, who are rapidly being marginalized by the new Torontia government, should not be able to live their lives. Why they should not be able to know the joy of self sufficiency and the feeling of security that comes from owning their own submachine gun. We humbly offer these as a token of our understanding and sympathy to their cause.”

A general was very angry, and without orders, dispatched two wings of airplanes. Two wings of high-altitude bombers, along with their fighter escort, were above the clouds of the wealthy area of city. (non-slums). They dropped more then one thousand incendiary and explosive bombs over it quickly, by carpet-bombing the city. The bombers quickly went back to the IOS, and were out of sight, and escaped. At the same time, a similiar strike force tried to bomb everything naval, in Vancouver. Of course, this action was not authorized by the IOS, and was because of one rogue general. But all the bombers disappeared before they knew what hit them.

Slum district of Seattle, Torontia
A fleet of 45 AH-64 'Apache' attack helicopters flew towards the gaint shanty town that made up the living quaters of Seattles poor residents.
As they flew in, they released their missiles and rockets on the makeshift homes.
Thousands of people were running for their lives and screaming as the rockets and missiles hit.
One helicopter, acting on Kaufmans direct orders, fired it's missiles into a shack that served as a makeshift school. Over a hundered children were killed in the attack.
After they finished their attack, the helicopters flew back to base.

OOC: I think that's a bit unrealistic eh? Because from what I know, Carpet bombing has a lot more causlaties. For example, the carpet bombing on Tokyo, Japan, in WWII, had about twice the number of planes I had, but more then 100,000 people died. A similiar bombing on Kobe left nearly 9,000 people dead, and 650,000 homeless. Another similiar one left more then 43,000 dead. I would at least think 15,000+ people would have died.

OOC: Well, they were big incendairy bombs. Also, despite that, you'd think at least 5,000 would have died. I mean, 679 is ridicolus. And carpet bombings are usually incendiary. Hospital treatmant didn't help anyone who died. They were killed before they could get to a hospital. Also, you can't see them if they're over the clouds, with high-altidue bombing. So even compesating for the spacious homes, you'd expect 10,000 people dead or so. And a lot and lot and lot and lot of property damage.

But of course he had much, much more than that.
He'd gotten a call a few hours ago that the Security and Exchange Commission would likely be "too busy" to look closely at any "large margin operations" that he might initiate "over the next few days". And naturally, he'd called as many of the other 98 investors in the Boromil Hedge Fund to get they're assistance in securing bank credit, additional financing, etc. His war chest, he believed, credit and all, was probably well over £250,000,000,000, which meant that he might have as many as a trillion Torontian credits to work with.
At this level, it all looked like Monopoly money.
And so George Boromil, the man most despised by hundreds of Central Banks around the world, was about to stage the greatest currency raid in the history of capitalism.
"Is everybody ready?" he asked his staff. Their expectant faces told him they were.
"Then to arms!" he said, with a wink.
I wonder, he thought as he relaxed into his well worn "command chair", if this is how Atilla the Hun felt.

Plugged into the global Internet, with its financial daggers at the throat of the world's currency markets, and powered by a 256-node Grendel array of 4-way Denebian Lugnux servers connected by dedicated quadruple super-switched gigabit Ethernet cabling as a de facto cluster bus, the New Huns galloped across the financial Danube intent on rape, pillage, and plunder - or the financial equivalent of the same.
They struck on a hundred financial markets at once, so fast that none had time to register events unfolding on the others. This was George Boromil's style - speed and ruthless efficiency.
In 10 minutes, Boromil's barbarians sold 25% more Torontian credits than actually existed. This was possible due to the peculiarities of the market in derivatives.
In the modern market, bless its greedy soul, you could sell anything. You could even sell the Brooklyn Bridge - and do it legally - as long as you were willing to enter into a legally binding arrangement whereby you would actually deliver the blasted thing - to the last girder - as some future date.
That was the glory of the market. If you didn't have a Torontian credit to sell, you could borrow one and sell it, promising to return the borrowed credit at a later date. You could sell a promise to sell a credit tomorrow, or next week, or next month, or next year, or all of the above. You could sell the same credit countless times as long as you could find a buyer for it.
You just had to be able to keep your promises.
Which was really easy, because you could buy the same credit just as many times.
It was a little, Boromil mused as he watched the screens, like quantum mechanics. In the modern market, you couldn't really say where anything was with precision and have that mean anything. It was the whole effect that mattered.
And the whole effect was glorious.
Before the Torontian Central Bank could respond, the Torontian credit was in full retreat. Actually, that wasn't really true. The Torontian credit was in a state of rout. Like soldiers whose morale was hopelessly blown, those Torontian credits were streaming from the financial battlefield, arms flung down, all hope lost.
Effectively, the Republic of Torontia was bankrupt. They just didn't know it yet.

Michael Blum was about to yell "fire!" in a crowded theater at the very moment the patrons began smelling the matches that he, George Boromil, was busily cooking off in the back row.
He wondered who would play his part when they made this into a movie.

Investors are a funny breed.
For many of them, the movements of the Market take on a life of their own. They see the Market retreat, and they respond. They don't ask why, they just respond. They may reach for ANN or go to the Web or turn to the broker next to them and say, "WTF is happening to the Torontian credit?!?", but when money is on the line, they react. In the case of the onslaught of Boromil's Huns, they reacted like scalded rabbits.
They bolted.
The rollback of the Torontian credit escalated from a torrent to a flood, a vast Mississippi of fear, rolling down to the Sea. It was a thing of beauty.
Of course, people tried to find out why the credit was in rout - not that it mattered that much - by turning to the media. And as they did, they saw the breaking news that the United States of Allemande, a nation over 100 times larger than the puny Republic of Torontia, was issuing an ultimatum.
Reporters were scrambling to get to their stations as the President prepared to speak. The details were unimportant, Boromil mused. It was the underlying tone of deadly seriousness that matter. Markets, thought George Boromil, are as much about emotion as anything else.
But it was good stuff, as far as political theatre went. The tape of the poor hysterical, student crying as the soldiers broke down the doors of the other dorm rooms and gunned down the residents, then the splintering of wood, her screams, and the rip of automatic weapons fire were like a knife in the gut. And then President Blum, with barely concealed outrage, reading President Kaufman's transparent lies about "faked" transmissions.
Boromil snorted at that. He hated poor liars. Good liars, they deserved credit. Bad liars deserved their lumps.
Kaufman and his team were getting their lumps.
Michael Blum ended with an almost Churchillian challenge. Kaufman and his "thugs" would have to answer for their crimes. Unless "suitable action" was taken within 24 hours, Allemande would "react".
It was great because it sounded tougher than it was. George Boromil's assessment of Michael Blum went up a couple of notches. This guy was good.
Of course, no one understood the real purpose of the broadcast. It was to give those tens of thousands of brokers and day traders worldwide a reason for the collapse of the Torontian credit. They could now throw away those credits without a second thought, like so much junk.
Which was exactly what George Boromil wanted them to do.
"Folks," he said, raising his hand. His Huns turned in their saddles to look at him.

After dark, Major Lamont's special forces team made its way ashore.
A few of the men broke into a used car lot and secured a small van and a pair of pickup trucks; these were brought to the beach with lights off and loaded with several cases of equipment brought in on rubber rafts. As they were loaded, their license plates were swapped to confound law enforcement personnel. The ruse wouldn't work for long, but it would at least get them to Seattle's slums.
Once the vehicles were loaded, some of the men remained behind to secure the landing zone, taking up overwatch positions just inland in abandoned buildings or hastily constructed blinds; the remainder, including Major Lamont, took the vehicles inland to link up with the rebels.

The revolt had spread to the very centre of power of Kaufman's tyranny in Torontia and he had this gut feeling that this time, they could win.

The APCs and LBTs rumbled on, systematically erradicating any groups of rebels they could find. Simultaneously, more troops began to arrive at the Seattle International Airport, in this case it was the first few companies of the 13th Armored Division. It would be several more hours before the division was up and running, but a Red Tidean Armored Division was a force to be reckoned with, they consist mostly of MBT-65 Main Battle Tanks and soldiers in APC-45s. There were also 2 battalions of artillery(consisting of Self Proppeled 175mm cannons and MDM-3 MLRSs), 1 battalion of Anti-Air(consisting entirely of M-1 Tunguska RT-Model Gun/Missile Anti-Air Systems). No, our system works due to the slave like condition of the workers and the complete lack of democracy for anyone outside of the rich elite.
We don't house, care or feed our workers. They eat out of garbage dumps, like in shanty towns and when they fall ill they most likely die, for they can't get healthcare.

The Rogue General, Franz Meichinirtz, thought how foolish the pilots were. He asked if he could carry a bible with him, and they gladly accepted. When the item on his back was really a parachute. He landed on a cargo plane flying low, on route to the IOS, filled with 750,000 assault rifles, bought from a foreign nation, the NAMAS-Rifles. The plane was on auto-pilot, with two sleeping pilots in the front. He threw out as many rifles as he could, about a little more 10,000 of them, and then jumped out to make sure they all landed in the slums, for rebels to get at them. Gleeful rebels caught them, and ran, but a few didn't. But 10,000 did get into their hands. He landed on the ground, supplying the weapons to all the rebels he could see, and then ran away before the authorites got hold of what was happening. The bitter irony of it all. And the IOS had no idea what was going on.

The Mechanized-Infantry Division continued through the Rich area of Torontia. Blasting away Rebel groups, exterminating them, shooting most of the ones who surrrendered. Several LBT-44s rolled straight into a group of particularly large rebels and began erradicating them with 105mm cannon and machine gun fire.
In the meantime the armored division up at the airport had formed up and circled around the city, entering on the side of the Slums. They began to notice NAMAS Assualt Rifles laying around, half of them of them in rebel hands, those rebels of course were gunned down. No sooner had the armored division moved out then the next division, this one being an infantry division reinforced with an extra artillery brigade, began to arrive.
Along with the two events listed above, the 3rd Carrier Battlegroup steamed into the waters of Torontia in the pacific.

Meanwhile, on the other side of the city, a few rebels set themselves up, under the tuteluge of the former IOS General. They've discovered a new idea. Suicide Bombing. They hijacked a computer system, and told about seventy wealthy citizens to come to the slaughtered police station. He locked the door, and they noticed the dead policemen. He took out his rifle, and gunned them down, as they screamed, and blood splattered everywhere. He shot about sixty of them, by totally massacring them. The others were about to be shot, when the Republican Guard bursted through the windows. There were about twenty four. Knowing he was outnumbered and outgunned, the hapless rebel jumped toward them, and pressed the trigger, blowing up the bomb. The explosion tore apart the police station, killing several of the guard, and some of the remaining citizens.
In the other side of the cities, the rebels cut their losses, gathered up the remaning rifles, and ran for cover, ready to go guerilla strikes. Never again, will they go out for a full-battle.

Then there is the factor that rebels keep weapon caches, some of these caches would have been captured by now. Finally, you claimed that all the rebels in the slums picked up rifles and went into hiding, therefore you claimed that you controlled the rebel group when Torontia ALREADY made it clear that HE controlled the rebel group.

The causualties for the Red Tidean forces so far are 8 dead, a couple dozen wounded. The predicted causualties run from 34 dead at best, around 400 at most. This is very miniscule in comparison with the amount of forces Red Tide plans to bring in(over 100,000 personnel).

OOC:Not really... a Sqaud(10 soldiers) of Regular US Army Soldiers came across two companies worth of Insurgents(like 240 men). They surprised and slaughtered the Insurgents without a single loss. Betcha all they did was call in air support and watched the show. Also, the US has been losing like a dozen too two dozen soldiers... a WEEK, my forces have been there like... 2 or 3 days, and so far the Rebels are trying to engage in direct battle... which is tantamount to suicide.

As the rally strengthened, investors and arbitragers once more clicked on their browsers, turned on their T.V.'s, and queried each other feverishly to learn why the collapse of the Torontian credit was reversing itself and becoming a stupendous rally. The news media appeared to deliver an answer: Red Tidean military forces were moving decisively to crush the rebellion in Seattle, and more troops were on the way to assist them in restoring order. Furthermore, Allemande appeared to have decided not to try its luck against Torontia, probably due to the immanent arrival of a powerful Red Tidean fleet in the waters off its shores. The mutual siezure of assets by Torontia and Allemande seemed of too little import to bank the optimism, and so within half an hour the Torontian credit was trading well above its starting position on the day, threatening to break the 50¢ mark.
It was one of the wildest rides that currency markets had seen in recent memory.
Boromil watched the credit rally and surge back upward in dozens of markets worldwide with some satisfaction. Like any other war, this one would see the battle lines move back and forth before it was over. This was just one such movement.
He reached for a can of Coke and swore as the finger slipped while breaking the seal. A small sliver of blood appeared near his knuckle, and he swore as he grabbed a paper tissue to cover it.

Allemende (one of said foreign countries) demands to know what happened, various other foreign countries try and support the rebels, I declare military support for Torontia goverment, Allemende gets its explanation and a apology as well as an offer to send back the bodies and(although I didnt see it) financial compensation. Allemende gets pissed anyways. I decide to reinforce the single Mechanized Infantry Division I have on the ground in Torontia with the rest of the corp it is part of and a Carrier Battlegroup. Various people and stuff die and blow up(respectively), Allemende launches financial attack on Torontia, Allemende decides to back down. I believe it stops there.

However, the breifing had also been sent back to the McKagan homeland. The President had taken the side of one of the other nations in the area, Red Tide, and was asking the expeditionary group to meet up with the allies carrier group.

After that, the troops moved in and for 3 hours, made their way through the univeristy, killing every student, teacher and other member of staff that they could see.

Being unarmed, the students had nothing to fight back with and the Republican Guard suffered no deaths.And as for the faculty and staff, did the administration send them home or give them the day off? As Major Lamont's convoy headed south from Seattle, they began to take steps to reduce their profile. Several times along the trip to Spokane, they stopped to replace their vehicle tags with those "found" on other vehicles. Bars were good places to do this, as the patrons generally had other things on their minds (or not) upon departure following a night's refreshment.
A couple of truck stops and tourist traps along the way were open all night, and some of the men went in to these establishments to purchase jeans, tees, jackets, caps, and other articles of clothing, in quantities small enough not to provoke suspicion, for the purpose of replacing some of their military issue garb. Cash was withdrawn from ATM machines (legitimately, using charge cards that had been furnished for the purpose), and afterwards the cards were cut up and burnt to prevent their discovery. The authorities would certainly detect these first few transactions, as well as the license plate "exchanges", and conclude that foreign agents were proceeding toward Spokane, but not for a day or two.
By which time the convoy would have long since changed course and, dressed in civilian garb and paying for everything with cash, be heading back north and east toward the former Canadian province of British Columbia.

The same procedures were in place in Seattle.

OOC: Regrettably, I don't have time to make an extensive post, so I'll just say what I have to say, and justify it later.
Any attempt by Torontia to use chemical or biological weapons on anyone is a godmod and must be ignored unless Torontia RP's the acquisition of such weapons from a foreign source.
That is because Torontia can not have either chemical or biological weapons at this point in time.
Justification for my position will be posted after I take care of some RL business this afternoon.

Torontia
After they got their orders, the Republican Guard in Vancouver had put on their NBC suits and were on stand by for the chemical weapons strike.
The same procedures were in place in Seattle.
Then 230 missiles with VX nerve agent were fired at Vancouver and another 100 at the slums in Seattle.
They all hit their specified targets and wiped out the majority of the rebel forces, with a lot of civilians in between.
Within two days, the Republican Guard and the Torontian army, backed by air power were in control of both Seattle and Vancouver.
Only small isolated pockets of rebels in the countryside and the mountains were now left and the whereabouts of rebel leader, Jack Norton, where unknown.
DEATH TOLL FOR SEATTLE:
5,698 rebel forces
1,357 government forces
44,587 civilians
DEATH TOLL FOR VANCOUVER:
3,350 rebel forces
2,456 government forces
156,734 civiliansOOC: Ignored - and the casualty estimates for VX attack are waaaaay too high. As far as I'm concerned, the rebellion is still going and you will have to find another way to quell it.

I know of the NS rule that a nation has to have 100 million people before it can have NUCLEAR weapons.
I am going to respect that.
But small nations like Sudan and Ethiopia have rumoured to have chemical weapons, and look at their size and power compared to other nations.
NS rules have no barrier on a nation haveing chemical weapons.
Torontia has a good economy and can afford to have these weapons, chemical weapons are the cheapest of the WMDs and Torontia ONLY has chemical weapons, nothing nuclear.

OOC:Negative... Torontia, with its economy and such, have Chemical Weapons well within reach. Do you know how Nerve Gas was first discovered? Via an Inseticide Incident, if he has a reasonable insecticide industry then he is well ready to mass produce Nerve Gas. I believe he already stated that he had Chemical Weapons in the threads first post. Bio weapons also.

You were a U.N. Member when the rebellion began. U.N. Members may not have chemical or biological weapons. Evasion of U.N. Resolutions is impossible in NationStates. You left the U.N., to be sure, but have not had enough RP time since leaving the U.N. to acquire the weapons in question (48-72 hours, RP time).
RP acquisition of these weapons from a foreign source, and then cut the civilian loss figures by 90%, and you'll be fine.

Indeed, having reviewed the situation and his attempt to go to war with Peopletia for no apparent reason other than his sheer insanity, I do not deem his government to be rational or beneficial for the Shahdom to support. I am seeing that the eventual problem might be that the support for government of his nation might embroil Parthia into a larger conflict.
While I would support Capitalism wholeheartedly, I do not plan on supporting regimes that are incapable of rational thought or occasional moderation. Though, I do not want to see the rebels win, the current government is detestable.
I have witheld further deployments. No Parthian will become embroiled in this conflict.

Giving the people on the submarine up to an estimated 2 hours of encrypted conversation with the government and military forces in Torontia.

Outside the immediate area of contamination, toxicity drops off dramatically, and even within the toxic area the effects are less than you might think.
I would expect an attack of that scale to set the inhabitants into a panic and the rebels into a state of confusion, and that would be the decisive factor in ending the rebellion. The Republican Guard attacks in the wake of the chemical barrage would probably catch the rebels hopelesssly off balance, and they would never recover. They'd fight ferociously, and the military casualties on both sides do reflect that. But the civilian populade would flee in terror, and most of them would then survive.
Or, to put it differently, his civilians do have protection from chemical weapons, two per person. They're called "legs".
OOC: I do agree about chemical weapons, to a degree. You aren't going to kill many people who are in their houses, anyway.

OOC: That depends, I'm sort of a fanatical user of Chemical weapons. My preference personally goes to VX, partially because when used in a mass artillery barrage, it can spread over a vast area, and not too much is required for a fatal dosage. Even if they are in their houses, the house still has pinpoint areas which gas can flow through, and with VX, even that small amount will cause death. For causing megadeath, thats probably the best way, but for simple terror attacks after you already destroyed much of the city and want to just take care of who is left, blister agents work well.

OOC: I've yet to use chemicals because thus far i've been up against people who could do alot more damage to me than I could do to them.
Personally if I ever had to turn to a chemical or bio attack i'd use the semi-orbital system i've got in place. VX probably would be my lead chemical, while i'd use some sort of nasty zombie virus for a bio weapon. Just because a small infection basically neutralizes a complete nation after a few hours. So what if that nation snaps off a few nukes? After a few hours their nuclear sites will have been overran by zombies. :p

The Lone Alliance is deploying the 5th Armored attack group and the 3 Heavy Infantry group to the Area around Torontia. Also our Alpha fleet has been recalled and we will be switching them with the Alternate crew to dispatch them to international waters near Torontia.
