Auspicious Beginnings.....

Indonesia, Island of Sumatra-

Things looked like the same they did everyday in this part of the world. Squalor, poverty, and general misery clouded the minds of the people, and all around, police and military authorities ruled with a greedy, iron fist. The recent natural disasters had just made things worse....

Then.......

The sound of gunfire. Muslim guerillas erupted from the jungles, they came to attack the Indonesian regulars. Armed with RPGs and AK's, they raided army base after army base, using surprise and guerilla war to throw the Indonesians off. Base after base was hit with mortars, rockets and light machine guns, plus grenades. Sappers went in to sabotage vehicles and aircraft, to prevent any sort of heavy retaliation. A Tet Offensive-style fight was on its way......

5 days later-

Many of the guerillas were beaten back; but the Indonesian Army was weakened in the process and needed to reinforce its depleted ranks.

This was the perfect time........

Soon, the sound of helicopters came. They landed on the beaches, teams of men, heavily armed, carrying the latest in heavy firearms and military technology. They ran in, firing RPGs, shooting the weakened Indonesian Army conscripts and officers who dared to stand in the way. A fierce fight erupted, especially around Palembang, but it became clear that these men, whoever they were, were well coordinated and violent, with the element of surprise, and fast movement, surgically hitting vital Indonesian bases and other areas. Before long, the island would fall....

Somewhere in Tokyo-

Meanwhile, from afar, strings were being pulled. The "Muslim Guerillas" were guerillas yes, but they were paid for and hired by the force controlling the operation as the disposable troops, the first wave to weaken the island before its conquest. So what if they died? Good thing for the force.....less mess to deal with.

Now, the mercenaries had finished Phase 2. Sumatra was under the control of the force........now, Phase three could begin.

This news was delivered to the force's commander by an adjutant. The leader smiled.

"Yes......things are going swimmingly."

Now, Phase Three began.....with this announcement. It was time for the Public to know the beauty of this plan.

"Attention Stockholders of the Fujishima Corporation-

We are pleased to announce that we have begun a new venture. The island of Sumatra, as it has been known, has been tormented with strife and terror. Now, we have taken the opportunity to put it under our stewardship.

Effective immediately, the island shall be placed under our jurisdiction, its resources to become company property, its citizens to become employees of the Corporation.

We are offering free transport to our employees to our new jurisdiction, so that they may begin new lives there.

Also we are pleased to announce the establishment of a Provisional Government for the area. More details will follow soon.

As this occurred, the employees didn't know what to think. Some liked it, others quit, citing "moral disgust." Oh well, Mr. Fujishima felt. The less peaceniks the better.

As this occurred, the mercenaries and the remaining guerillas began to fan out to enforce the orders of the CEO. Agrovilles were created, cities were fortified, and firearms were confiscated in a wave of suppression; those who resisted were punished without mercy.

As all this was occuring, Haruko Fujishima, Junichiro's 8-year old daughter, asked her dad, "Why are you doing this? I thought it was wrong to kill."

Upon hearing this, Junichiro stopped his business, and said to Haruko, "Haruko, let me tell you something. I am doing this to provide a sense of sanity and stability that those fools in Indonesia cannot give their own. Don't you think that if somebody else is mistreating their property, it should be taken from them?"

Haruko, puzzled by the rhetoric, said, "I don't get it."

Junichiro said, "Imagine this. Let's say you saw somebody with a puppy. The puppy did nothing. But the man was beating it and starving it, denying it food. How would you feel?"

Haruko said, "Angry."

Junichiro continued. "Wouldn't you want to take the puppy away from the man and give it to somebody who would take care of it?"

Haruko said, "Yes."

Junichiro then continued, saying, "That's what I am doing, honey. I'm taking away a mistreated puppy, and giving it to people who care about it. In this case, I care about it, so I deserve to have it. Got it?"

Haruko simply said, "Okay."

He then continued with the litany, saying, "And I'm also doing it because we have no army. I'm trying to create a place where us Japanese can have an army like everybody else."

Haruko said, "Why do we need an army?"

Junichiro screamed at Haruko, saying, "Never say that again. Never question the need, for there are bad people in this world. Terrorists, madmen, those who want to hurt us. The people and the Americans don't want us to have an army, because of some mistakes we Japanese made in the past. Well, I think we've learned right? And we need to protect ourselves against the bad men. So....."

Haruko said, slightly weeping from the shock, "....we need an army?"

He said, "Correctamundo, little one. Now go. Daddy's busy."

After the talk, Junichiro phoned the head of the mercenaries responsible for the final conquest on the ground, Gen. Michaels. Gen. Michaels was an ex-SOG man, he served in Vietnam and thus had the experience and skills to take on superior forces with less materials and men.

The call went through.

"Hello, General?"

The response was: "Hello, Mr. Fujishima. Yes, everything's going fine. The locals are awfully recalcitrant, we've been trying to confiscate ammunition and guns, but we've run into resistance. The cities aren't much calmer, but at least it's not as bad as the countryside-we've rioting in Banda Aceh, and demonstrations everywhere."

Fujishima's response was simple.

"Kill those who oppose me."

The response from Michaels:

"Sir! But.....we've not the men or the resources, and isn't that too much? There's other ways...."

Fujishima rolled his eyes, and said, "Fine. You're the expert. Do what you need to. But I need that Island subdued so that we can begin colonization and oil production as soon as possible. My other investments abroad are feeling the heat; the United States has frozen my assets, the Eurotrash are sure to follow, and the Japanese Government is looking to take away my passport."

Michaels simply said, "Fine. I'll just put them into fortified villages, how's that sound?"

Fujishima said, "Perfect."

After this conversation, the mercenaries, some 50,000 strong, aided by local scouts and irregular forces, some 200,000, began to round up those opposed to the Fujishima Provisional Government, sending them to fortified villages. Meanwhile, roundups of urban dissidents and suspected terrorists began, as well.

All the while, applicants from the Corporation's worldwide branches began to come in, applying for plots of land on the island. Those dissidents who were arrested and those villagers arrested found their homes and farms going to outsiders. Teams of utilty workers and engineers went to the island to begin setting up basic infrastructure for the colonists, to provide them with the basis for a continued first world lifestyle.

And despite international outcry from the Japanese, US, Chinese, and every other government on the face of the Earth (only Russia and France seemed to turn a blind eye), things went on....

Such was Fujishima's utopia.

As time went on, things were proceeding according to plan. The population was proving resistant, so increasingly, the policy of fortified villages was used, where they could go in and out, but not without internal passports and being subjected to a massive security search.

Meanwhile, Fujishima and his family got onto a Learjet, and flew to Banda Aceh. The Governor's old residence would now be his headquarters.

All the while, he drew up a new constitution for his "utopia."

The Provisional Government would be nothing more than an extension of the Fujishima Corporation itself, the governing body, the company's Board of Directors and the CEO as head of state, with sweeping powers to rule the land as he saw fit. The concept of citizenship was abolished; only "employees" existed now, granted limited rights, such as voting, private property and healthcare.

However, they did not have the rights of free speech, or many rights normally granted, these would interfere with the Plan. All had to join the army at age 18, and were obligated to join for two years and stay for life in the Self Defense Force. They were the only ones to have guns, either, besides the police and the army. Immigration was to be like a job interview; those who were found fit to come were allowed to do so via special interviews.

Human Resources was to be empowered with a Civil Protection Unit, so that those disloyal to the corporation would be punished swiftly. And the corporation was to be the sole employer on the island; after all, it was company property, and you couldn't have employees going to other companies, so no other businesses were allowed, and foreign consumer goods were allowed, but taxed at high rates.

The society itself was obstensibly open, people could travel abroad, but it sure seemed awfully closed, heck, even Orwellian. Alas, that was the way things would be.

Walking into his new home, Fujishima smiled. Now, he decided to issue his laws.

He called the Board of Directors, who by now had made it to the city, for a meeting. They met in Fujishima's home, where he introduced the proposed constitution.

The Board was divided. Some felt it was harsh, but justified, others felt it was too cruel. One man even threatened to quit, unless provisions allowing for more freedoms were added.

Eventually, some provisions were added. Company stores could carry products not from the company, other companies were allowed to invest in the area, "renting" employees (by paying a small tax), and some comforts were given to the native Indonesians, who were allowed the same "employee benefits" (rights) as the settlers. And the "benefits" were expanded, as citizens were allowed to speak freely, and enjoy the right to privacy, be it for matters of banking or the bedroom. And, for the sake of safety (they knew that the locals would eventually begin resisting), small caliber pistols were allowed for purchase (complete with documentation and a tax); the big stuff was left to the army and police. And Civil Protection was made less intimidating, as the Board unanimously forced Fujishima to have CP investigate houses and use wiretaps only with a warrant from an Ombudsman (Judge).

Outside, new water pipes, paving, and lights plus electrical systems were being laid down. Abandoned houses and slums were torn down, and crews worked to make new housing for settlers and locals. Police boxes went up, and existign facilities were being modernized.

This scene happened all over....and it seemed things were going to be slightly more sane than promised. However, there was much to see.....

Before long, copies of the edict were being distributed to all the towns, cities and villages in Sumatra. Those who could not read were read to.

The reaction was varied again. Some liked the new laws, feeling that they would bring security to the area while allowing the people some leeway. These proponents pointed out the fact that privacy, freer speech, private property, and imported goods, plus warrants and cameras only in public, plus pistols, were good; they allowed for plenty of rights and responsibilities. Others were angered, citing the ponderous presence of CP and the restrictive nature of the rules the society set up.

Those who hated it, were simply fired. 50,000 were fired in this manner, and left homeless in Sumatra, sent to designated areas while they were prepped for exile. Everybody else who liked it got to stay, and as they settled in, and established themselves, the work crews worked overtime to get oil refineries, wells, and other economic essentials and infrastrcuture up. So far, highways were being planned, and a new airport was finished.

As for defense, the Board understood that the Indonesians would come calling. Thus, the mercenaries and their irregular allies were put on constant alert for air and ground attack.....

As the alert was signaled, construction continued on railways and highways, to provide an efficent transportation system. Recruitment for Civil Protection began. And, the government began to rehire policemen and emergency officials from the old regime, and began to retrain them to bring them in line with the Corporation, and gave them new equipment.

Doctors and medical services were imported by the Corporation, to begin training doctors locally and to provide more hospital staffers.....

Fujishima analyzed the surroundings so far....what he saw was dangerous, and threatened to displace his dream.

Marric had been stationing men on the island of Java, not far away, to prevent any further invasions by the Corporates. Some 45,000-50,000 were already there, by estimates. Serapindal had come with men and ships and tanks, this was a Godsend, but Fujishima wanted his nation to be capable of self-defense too.

By now, arms had been coming in from The Island of Rose, and Red Tide. New rifles were arming Civil Protection and the regular Corporate Army, new vehicles helped to give the forces here more mobility and control in addition to the 200 Black Hawks the mercenaries already brought. The insurgents were in the south and the mountains in the interior, but the mercenaries and CP (which now included the ranks of irregulars that had betrayed their countrymen to make Fujishima's dream a reality) were dealing with them when possible, crushing all resistance swiftly and effectively.

More colonists were coming, mostly settling in the north, which had many of the important governing bodies and thus demanded a higher level of policing, thereby making it safer. Many were urbanites, working their 9 to 5 lives, though for now, they did with 56k lines and the occasional blackout; a few went the "Green Acres" route and tried farming, hiring locals to begin cultivating both food and cash crops, like cows, sugar, rice and cotton.

Fuijishima then held a Board meeting to decide what to do about the situation.

He simply stated, "Gentlemen.....we face power shortages, insurgents, and foreign invasion. Our stock has gone down since we have come here, and we need a new source of funds. What should we do?"

One man spoke up: "Why not open a casino? Casinos make money, yes? The Americans, with Vegas and Foxwoods, have enjoyed prosperity because of them. We Japanese have pachinko machines, these make excellent funds for their owners. Why not here?"

Fujishima said, "Well....gambling breeds crime.....but if we open a tourist resort here, say, for gambling, hotels, invite a few big stars, we could do it, it would keep the natives employed, and out of trouble. Just budget more money for police. Next."

Another spoke up. "Sir, why not a nuclear reactor? They are clean-"

Fujishima said, "Yes, but they have waste and they invite too much outside attention. I don't want that. Why not windmills instead?"

The man who proposed the reactor said, "Well, windmills only work when the wind is going. And they work best in the mountains, the mountains here are nice, but they exist in a narrow strip along the west coast. And, they are an eyesore."

Fujishima said, "True. How about.....microwaves?"

The man said, "Sir?"

Fujishima said, "In Sim City 2000, there was a power plant called a microwave plant. It involved-"

The man said, "-in orbit, yes, I know...but it would take a long time to get such a thing in orbit. We need to set up a launch platform, and get some rockets first!"

Fujishima said, "Oh hell, we'll get the nuclear reactor. But get one of those reprocessing plants too, I want to save some cash."

The man said, "Yes sir!"

Meanwhile, the meeting went on.....

Junichiro proposed, in no uncertain terms:

"Gentlemen, we are under threat from the Republic of Marric. Though we are being rapidly armed as we speak by other nations, we must set up arms factories to ensure that we have a continued supply of firepower. Being that aboveground complexes are vulnerable to air attack, I propose that we build these underground."

The Board reacted with murmurs. One man got up and said, "Sir! We're already blowing tons of money on naval bases and MiGs, I'm not sure if we have the funds to make underground armories, let alone aboveground ones!"

Junichiro said, "Enough! We must. Our forefathers tunneled into the mountains to hide from the US, to keep their war going! Why can't we do the same?"

One board member said, "Because one, the natives are restless; an insurgency is going on, two, we need more engineers, they are busy everywhere, and by estimates, we are more than prepared to defend ourselves. We need to focus on development first."

Junichiro thought, "Cowards..."

He then said, "Fine.....we will not have underground facilities. But I will make a motion to begin construction of industries around the island to make, well, all kinds of things, for cheap."

The Board member that had dared to contest him earlier said, "Good idea sir."

He then said, "Now, comes the matter of water......."

Thus went the meeting.

After the meeting, the order went out. Labor, both foreign contractors and native work teams, was hired to begin work, building new petrochemical plants and other factories for the production of consumer and industrial goods. Machinery, which the Corporation, being a massive multinational, could import, was brought in to aid in the building process. A shipyard was even planned, to ensure that the company could make ships for defense and trade.....and more airports were planned as well.

In the meantime, Highway 1 was finished, and soon, work would begin that would expand on the existing highway system and create paved roads-everywhere.

Work on the Instant Naval Bases, purchased from Lefanistan, was quick, as teams of CPs and Regulars set them up themselves, making them constructed relatively quickly.

The training programs, which absorbed much of the able bodied population that could serve, some some 100,000 that had not been recruited for CP or part of the initial mercenary corps, worked overtime to try and create decent troopers out of the men inside. They did this with varying degrees of success, after all, police academies and teams of mercenaries and experienced men stretched to the limit could only do so much.

Meanwhile, plans for an Officers School and a Naval School were being set up......and so was a plan to make actual military facilities, so the men could be traiend as soldiers, not as paramilitary amateurs.

Today looked to be a good day. Negotiations with New Empire had resulted in the creation of a nuclear power program.

Fujishima had the reactor plans all drawn out, his men had planned for three to be built in the island, on in the north, one in the south, one in the center. Now, he proceeded to Banda Aceh's airport, to meet the experts who would see things through.

He waited in the secure area, awating their arrival...

We must respectfully decline the offer for nuclear technology, seeing as how we already have a supplier. However, we could use uranium to provide fuel for our reactors. Could you spare some?

The C-85 Atlas was a big plane, to be sure. It was painted in the Gray-gray of usual United City States Air Force colors, but there were some noticeable differences. Red stripes were placed aesthetically on the big cargo jet, along with the logos of the Guenther Megacorporation, which was now a long way from what it originally was. Founded by Dutch immigrants who designed steam engines and locomotive parts, it was now one of the biggest energy corporations in New Empire, and this was another day of its business.

The ocean glittered in the sunlight. It was a beautiful day from the looks, but all knew the equatorial summer wouldn't be kind to most of them. A few were from the semitropical Pandrea Islands of New Empire, but all of them hoped for air conditioning. This Fujishima Corporation, like some in New Empire, could afford to invade a third-world nation, hopefully they could furnish it well enough. Of the 300 Guenther employees, 100 were mercenaries, security guards and combat engineers. Indonesia wasn't trusted to be the safest place on the planet. Nobody liked it when hostages were taken, kidnappings were made, and nuclear engineers could be a great catch for a terrorist group.

The components inside the aircraft were top-notch equipment, everything that would be needed for setting up what many considered to be the safest and most advanced fission reactors on the planet. The great box-wing aircraft gently turned towards the airport they had been given, coasting down onto the tarmac.

He then said, in perfect English, tinged with a hint of Boston from his days at Harvard, "Good day. I am Junichiro Fujishima, head of the Fujishima Corporation. You are welcome to bring security here, and rest assuredly, thigns are much better here security wise than before."

He then said, inquisitively, "May I see the parts?"

The Project Manager, a tall, but wiry Dutchman, extended his hand. His accent was tinged in the usual manner of the Northern city-states.

"Jakob Ter Horst, Guenther Ltd. The parts for the reactor itself are in there-"

He gestured towards the cavernous cargo bay, where heavy vehicles were moving the parts.

"The reactor is all modular. We can assemble and transport it pretty quickly. Hope you guys have good roads, the trucks, when loaded up, will be pretty heavy. The uranium we're transporting seperately, heavy guard. But the great thing about this stuff is that it's much safer to handle. The reactors we use were first developed by Apartheid-era South Africa back in the 80s. All the uranium is encased in hundreds, or thousands depending on reactor size, of 60mm-graphite composite spheres. Pebbles..."

He stopped as he gestured a truck away.

"Heh, sorry about all that. I get into my work. Anyway, we want to get moving out to the construction site soon, better to R&R there where we can survey the site."

They then led the Guenther trucks down the newly built Highway 1, to the site outside of a junction of three roads, about 20 km outside of the city of Medan. The newly built road was a good road, comparable to that of the US Interstate System or the German Autobahn. The area had been pacified already, so there was no guerilla threat, thank God.

The Corporates, nonetheless, formed a laager with their vehicles on the perimeter of the site, deploying M2s and Ultimax machine guns. Junichiro stepped out and said, "Welcome to the future home of the Three Roads Power Station."

All the while, the Fujishima guards kept watch over the site.....Junichiro made occasional visits to the area, to check up on things, but he left the building of the reactor to the Guenther experts; he was no nuclear technician.

All this while, other defense preparations were being made across Sumatra. The factories and petrochemical plants which construction had begun on were nearly finished by this time, and soon, armories and aircraft plants would go up too. These would make basic copies of such US aircraft as the Blackhawk, and the Apache helicopter, and copies of US and Singaporean guns in service, such as the Springfield SOCOM 16 Short Rifle, a civilian gun issued to CP, and the Ultimax LMG.

Local workers were soon hired by the dozens to work in these plants; many thanked their respective dieties for the modern amenities inside, and for some way out of the fortified villages, though they began to resent the almost paternalistic and snide attitude of their managers, who were almost always Japanese, and their long working hours.

They were paid $5 an hour, and given basic medical and sustenance amenities, plus an apartment in the company tenements. But they weren't given much else besides the bare minimum.......a testament to the Corporation's attitude toward the local populace, who saw them merely as resources to be cared for, and used to the max.

By now, the Fujishima Corporation had had been consolidating themselves in Sumatra for some time. They had a massive military machine, they had acquired new dropships and submarines to take the fight to the enemy, as well as helicopters.

Now, they would do it.

Junichiro convened his men in the Board room in Banda. He said, "Gentlemen, the time has come to execute the rest of our plan. Now, what are we to do?"

His generals said, "Sir, we have the tools to infiltrate, but we have not the aircraft to cripple the enemy airforce. Singapore has a powerful army, and Malaysia has acres of dense jungle, among other obstacles. What shall we do?"

Junichiro said, "Then we shall gear up. We are to commission production of copies of Mitsubishi F-2's, modified for strike and the standard maritime editions, copies of the MiG's we have for interceptors, and a force of medium bombers. We need more tanks, and guns. Gear up, gentlemen."

Soon, the order went out to the factories, gear up. Production went underway, R&D went into gear to develop and back-engineer the fighters, and arms of all kinds were being made, be they Ultimaxes, or copies of T-80U's. The war machine was moving on, Junichiro was dissapointed that he'd not be able to use his Rosian machines (well, the Soldatoyas were usable abroad), but they were precious, and he could not spare any losses.

Soon, the invasion could begin.....
