In my case, Future Tech, but all tips would help.
I'm thinking of triggering a 'popular revolution' in The Cassiopeia Galaxy in order to possibly rob them of vital resources as a type of counterattack, and possibly lower the huge amount of superheavy ships used in every 'invasion' to more reasonable levels.
Political Leaders should be in no shortage due to the current 'loyalist' reigime, due to the recent toppling of the noble family (my fault).
If I were to induce a revolution, I'd say these steps were essential:
1. The locating of a charismatic leader to back.
2. The insertion of agents to aid said leader.
3. The locating of citizens disillusioned with the government in several denominations. (ie. Union activists, prominent racial leaders, etc.)
4. The locating of government officials who are disillusioned. (ie. Police Captains, Generals, Secretaries, etc.)
5. The recruiting of aforementioned people.
6. The estabilshment of a headquarters capable of escaping any use of military force or insurgents.
After that you would have to use the established influential contacts to protect the leader and his party members from government retaliation, as well as trained agents to serve as bodyguards.
In roleplay terms, I suppose once you've established the vital contacts it would be best to create a puppet nation to represent your revolutionaries in their struggle, and represent losses in popular support.
Of course, the success of this depends on the general happiness of the populace with their leaders, like dissatisfaction with leaders they view as 'ursurpers' in turmoil.
