It has come to the attention of the United Federation of Germanische Zustande, that the Mekantan/ESUS war was never drawn to a close. The various fleets simply dispersed after a weeks-long standoff.
Now, decades after the war's passing, with Civil War looming on the Horizon, the UFGZ wishes to draw this conflict to an official close. Below the proposed treaty may be found.
We invite ESUS delegates to Station 118, a monitoring post one lighty-year Coreward of the Thorn/Kaluza system, to sign the Treaty.

Treaty of Cessation of Hostilities
Conflict Between The Extra-Solar Union of Systems
And
The United Federation of Germanische Zustande & Allies
Article 1:
All parties in the afore mentioned conflict hereby cease any hostilities upon the grounds of the instigatory events which resulted in the original conflict.
Article 2:
All parties aggree to withhold charges for reparations for the destruction or damaging of any vessels, stations, or otherwise.
Unless determined by other contracts, declarations, or treaties, all signatory parties are now no longer militarily hostile towards one another.
