Newsflash: Nuclear Explosion in the Bari Desert!

Dateline, July 14th
A nuclear explosion has been detected and observed in a remote part of the Bari Desert in the nation of Lanquassia. The Bari Desert, mostly a wasteland with little to no life, is the site of the Republic of Lanquassia's new Ricksburough International Spaceport, and the headquarters of the Mueller-Tran International Space Association.
The Republic of Lanquassia has not issued, at this time, a response on the nuclear detonation, and a representative for President John Blake's Cabinent said, "No comment at this time, as the Cabinet is currently drawing up the proper response, which will hopefully be issued later today."
The Republic of Lanquassia, since its inception after the end of the so-called 'Chaos Years' of civil war within that nation, after the sudden non-nuclear destruction of its former capital of Bariton, has not stated if it retained its previous incarnations nuclear arsenal, if such a thing existed - although on several occasions, President Blake has stated that 'Lanquassia has no nukes, Lanquassia needs no nukes.'

Moments ago, Government House Press Secretary Jim Hahn announced that the President will be announcing what has happened in the Bari Desert earlier today. We bring you live coverage of this press conferance.
*cameras switch to an outdoors podium, with the Imperial City Government House, looking every inch the site of government for a nation, stretching back into biblical times, and through many styles of government. At the podium, is an older, well-dressed man whose brown hair is starting to gray at the temples, President John Blake*
"My fellow Lanquassians, members of the international press. I come to you to announce exactly what happened this morning in the Bari Desert. Do not be alarmed, that was not an attack by a foreign power on Lanquassian soil, but rather a test of nuclear weaponry in an isolated, dead area of Lanquassia."
"I've said that Lanquassia has no nukes, and that Lanquassia needs no nukes. At the time, both of these statements were true, no previous Lanquassian nation ever had or desired to have nuclear wepaonry, and did not need nuclear weaponry."
"However, recent international events, and our ongoing expansion according to the Hughes Doctrine, are forcing us down the path of nuclear power, a path that starts with nuclear weaponry. Our nation has large supplies of fissionable materials. It is time we start using these to further our own economic power and technological advancement. No questions, at this time."

It is unknown at this time how many nuclear devices the Republic of Lanquassia currently owns, but we have recently found out that they have attempted to make purchases from the nation of Feline Catfish, some time ago, for several low-grade nuclear weapons.
However, certain scientists attached to the INN have stated that, "You don't start with nuclear weaponry."
"Its absurd," says Dr. Jean-Lucy Ricardo, "You get the fissionables for weapons from nuclear reactors, not the other way around. This world only went down that path because we couldn't control the energy, and I find it hard to believe that an technologically advanced nation such as Lanquassia couldn't figure out how to do it from other nations."

"So the Lanquassians are one step ahead of us," president Tom Scarthon spoke in his room. "Well we can't tell the people of this incident, if they have nuclear weaponary then they are a threat."
"Yes sir, but what about the news on tv and on the radio, won't they find out then?" Secretary of Scorthona, Gregor Eindhoven queried.
"Cut the electricity, if this gets out Scorthona is finished, we have to think of some way to stop these rebels,"Tom replied.
"But what if we can discover nuclear power before war brakes out?" Gregor asked.
"This is a country aiming for peace, not war, nuclear weapons could destroy us, no. The Scorthonish will rely on us to make nuclear weapons if they here of this."
Gregor suddenly left the room leaving Tom waiting for him to say something else.His mind not on his people lives, but on his own life, this man had changed.

"We have no time to... uh.. what's that word?" Wondered the Prussiatopian President in utter Confusion.
"I thank itz... uh.. 'loose'" Quick Wittedly the general outsmarted the president.
"Good thinking, we must alarm our over sized press with non-existent dangers of lanquassia for the purpose we are too stupid to do anything better." Replyed the Prussiatopian President.

Vintovia Agrees with her ally that in an increasingly dangerous world, such weapons are necesary.
But we propose an alliance to make sure that the need never arises for such use of firepower, and to safeguard these weapons from the hands of Maniacs.
We propose a Nuclear Arms Safegaurding Agreement (NuASA) This agreement shall dictate that, members may only use Nuclear arms in retaliation to a nuclear attack on her or her allies, an attack using biological or chemical weapons or an attck on civillians with conventional warheads in which the death toll is higher than 25,000. They may also be used if the Majority of other nations in the alliance support the move.
Vintovia belives that this is a neccessary safeguard as the use of nuclear weapons can produce side affects that can plague an area for generations, and so must be handled carefully.
We also propse a list of Nations unfit to be given Arms or the technology/materials to produce them.
We would like to hear from nuclear Powers on what they feel about this issue.

Thos os understood, as Vintovia already a member of the Un as well. But we think that such a treaty could provide safety to Nations who do not want to join the UN and be subject to other treaties. It also acts a s a form of Alliance as it says that an attack would be warranted by an attack on a nation or her allies.

Also, we would like to propose that all members of the SDC be added to the list of Nations that Nuclear Technology will not be shared with.
Any other military technology for that matter, in our opinion, but that is not and will not be covered by this treaty. Thats up to each nation to decide.
As for the first idea, what say you, leaders?

OOC: Actually, I already have the framework for an international association, with a facility being designed for a large ammount of expansion, commerical use, and has even more room to grow as its otherwise in a barren wasteland desert. Well, nearly so.

Frankly, Lanquassia doesn't really want to be bound by any more treaties on nuclear weaponry than already exists in the UN, except in cases of a nation that is obviously belligerant and is also armed with nuclear weaponry, in which case we will offer a treaty of non-esclatory warfare - if they fire one nuke, we have the option of firing one nuke, but not two, unless we want the other to drop a second nuke.

The Delegation from Clownshoesia today has denied any and all involvement with the nuclear explosion inside the Lanquassia border. When informed that the explosion was actually a test, the delegates proceeded to get nervious and shifty-eyed, stating: "Oh, heh heh, THAT nuclear explosion." Further inquiries into what that actual statement ment were met with No-Comments.

We think any treaty that limits the use of Nuclear Weapons to any extent is a good thing.
So a non-escalation treaty would be great, any takers to sign up?

OOC: Vintovia, that no-escalation treaty would be signed by two hostile nuclear powers on the eve of war. Basically saying, "Hey. We hate each other, but not enough to f**k ourselves up with nukes."
