But what came out? OIL! they had found a resource that could plug the hole in the budget and pay for reconstruction oif the Nation!

Out of this...VNOOC was born. A sate-owned oil monopoly, designed to bring revenue into the treasury and provide jobs for the populace.

I would reccomend you store the oil for your own use. Selling it may bring you cash in the short term, but when it runs out you will go into a recession, and will be in a fuel crisis.
I would encourage a route simmilar to the one we have taken, investing heavily in Nuclear power and electric cars, while keeping the Oil in reserve for when needed.
For a population of our size, we use less then 4 billion barrels per day, with a proven reserve of over 750 billion barrells.
Oil prices do not affect a nation who controls their own oil.

Vintovia already uses Nuclear, Hydroelectric and Geothermal for 96% of our energy. The rest is either LNG or liquefied Coal.
