The nation of Vintovia was sorely beaten by Rovonian military in a war defending the people of 'The Celestial swords'.
After prolific bombing at home, the country withdrew.

,17 million civillans dead and 20 trillion dollars of debt (Not inculding the $30 trillion clean-up cost)
Vintovians have been quoted as humiliated at being beaten by a nation about than one twentieth of their size and have called the ruling NSDP in Rovonia 'Sick, demented, twisted'.
So the government appeals for help, in light of the UoSOTS feeble aid budget of $485 million.

We continue to plead for aid.The United States of Allemande is willing to offer assistance in the form of humanitarian supplies and aid. We are concerned, however, about the unresolved nature of the war between Vintovia and Rovonia. If a permanent peace treaty can be reached, we could certainly become more deeply involved in the reconstruction of Vintovia.
To the Government of Rovonia
Our assistance to Vintovia should not be taken as a sign of hostility toward Rovonia; at the same time, we can not stress too much how important it is that Rovonia launch no further attacks on Vintovia, but rather negotiate a fair and equitable peace between your two nations. To that end, we are willing to mediate negotiations should such a service be necessary.

We will organise talks between us and Rovonia, The foreign ministry is working on this as we speak.
However,we may need to wait until tomorrow for these talks, as we are not sure wether we will get a reply. (OOC if he is online)
