The Union of Sovereign Off-Topic States

The Government of The principality of Vintovia would like to set up a new Union of States. One that Transcends National Borders, and Promotes Freedom, Liberty and Equality.
There will be no particular ideology of the Organisation, the only requirement is that the National Leaders Have done or Currently Spend any amount of their Royal or Presidential freee time of the 'Off-Topic Forums'.
The organisation would meet to discuss matters of International Importance and would have its own elected Parliament to Express the Opinion odf the People. And any Bill passed by the Parliament could be Vetoed by National Leaders, decided by Majority vote among the Leaders of Member States.

The Minsister of Diplomacy would like to hear from any other leaders or Governments interested in such a Union.

I, the Representative of the Republic of Lanquassia, would like to discuss Pizza. Certainly, it is good, but why do so many people disagree on the best? I personally like cheese, but I have seen the appeal of olive and pinnapple pizza, as well as the Ultimate Everything pizza - yet people continue to argue as to what is the best way to serve pizza.

The foreign Minister of Vintovia would like to see the constitution of the UoOTS protect the rights of men to have different opinions on anything. Even pizza toppings.

Lanquassia agrees to this point. Perhaps Vintovia would be as kind as to submit a draft Articles of Union?

Lanquassia would also like to note that we would prefer to view the UoSOTS as an alliance of nations, rather than something we have submitted our soverignity to.

The UoSOTS should not interfrere with member states law systems, and any laws that the Leaders of member states of the UoSOTS belive need to be created to bring the country into compliance with the articles of Union, need to be created as a separate law in each member state. The UoSOTS will have no power to administer Justice in member states except the ejection of those states that do-not comply. However, ejection can only be achieved by 2/3 majority vote.

You're mixing ideas here, IMO.

As all Member Governments have the right to National Sovereignity, the Union of Soverign Off-Topic States cannot force a member nation to comply with laws passed. Conversly, if a nation does not agree with the laws the UoSOTS passes, what is it doing as a member?

The UoSOTS should be the International Court, to be the final arbiter in international disputes between members, as well as be able to enforce the Core Values of the Union - of the two we have so far, is that All Men Are Born Free And Equal, and National Soverignity must be held by the member nations, and should a member nation not comply, will be forced to comply.

IE, if a member nation decides to allow slavery that passes down onto the children of the person made a slave.

I think thats true. I Propose a slimmed-down ammendment, which would just assert the rights of Nations of the Union not to be too intrusive. But still require them to Comply with the AoU's

I would also like a third ammendment, setting up the CCoJUoSOTS. The Criminal Court of Justice for the Union of Sovereign Off-Topic States. There will be 10 judges who vote on a verdict and all judges elected by The UoSOTS Parliament.

Care to Draft a couple of AoU's?

Anyway, back to the Articles of union:

2.The right to National Sovereignity

The Union Respects the rights and Sovereignity of Member Nations.

3. The Court of Justice & Constitutional Affairs

A Court of Justice and Counstitutional Affairs will be set up. It will have two uses:

- To Verify wether new and existing laws are Constitutional, according to the Articles in the Constitution of The UoSOTS

-To hear Cases from Citizens of Member states against Governments, Government Institutions, NGO's or Corporate Oragnisations.

The Court will be overseen by 10 judges elected by the Parliament of the UoSOTS.

How about the creation of a Union Allied Forces Standing Army, to be staffed by rotating units of member nation militaries, and commanded by officers 'on loan' from member command structures?

IE;


4. Union Allied Forces Military

A standing force to be deployed in the name of the Union of Soverign Off-Topic States, Peace, and Democracy.

4.1 The UAF's units shall be drawn from member nation's militaries, on a rotating basis.

4.2 The UAF shall be commanded by military leaders on loan from member nations.

4.3 The UAF shall be used in two situations;
4.3.1 The Defense of Member Nations and Allies of the UoSOTS.
4.3.2 International Peacekeeping duties

5. The Union Parliament

A parliament will be set up to draft & pass bills and new laws, policies, or ammendments to the Constitution.

The Council of Leaders will have the power to block bills by 2/3 Majority vote.

There will be 15 seats allocated per nation member. Elections will be held once every 6 years.

The leader of the party who wins the most seats will become 'Chief Parliamentary Advisor'. He will be able to select a 'Chief Finance Advisor', 'Chief Political Advisor', 'Chief Health and Technology Advisor' and 'Chief Defence Advisor'.
