This morning, Hurricane Caleb crashed ashore near Kwanzi City with winds of 145MPH. 478,000 People are without power. Many streets are underwater, and people are trapped in the homes. Phone lines are either down or jammed.

We are requesting search and rescue teams, and humanitarian aid to those areas around Kwanzi City and the Southern coastline, which has been devastated by the worse natural disaster in Kwanzi history. The area affected was home to 5 million residents. We fear great loss of life.

Any assistance would be appreciated! PLEASE HELP!

Our condolences, Mr. Colter. May the spirits be kinder to your people. A small shipment of pharmaceuticals is on the way, and we're rounding up some water purification equiptment. Volunteers are being solicited by our government.

The Federated Socialist Republic of Hrstrovokia has dispatched a team of Government Environmental analysts and engineers to assess the impact of Caleb and determine how the FSR can assist in the rebuilding of Kwanzi.

The 1st 'Reginald' Fleet of Soviet Maritime Forces, based in the port of Reginald, has been earmarked for deployment to Kwanzi following approval from the Supreme Soviet [which merits much debate and will not simply be a rubber stamp, members of the new Soviet are very skeptical of military deployments of any kind and are critical of the role of the military in Hrstrovokia] and the Kwanzi government.

Amongst 1st Fleet's main components are 30 Tarawa Class LHAs with 360 CH-46E and 270 SH-53E Helicopters. The Helicopters will be used to assist Kwanzi in search and rescue operations and in the transportation of food and medical supplies from 2 Buffalo Soldier Class Cargo vessels and medevac to 10 Mercy Class Hospital vessels. 57,000 Naval Engineers are expected to board the LHAs.

However, the motion of aiding Kwanzi with a once-off loan of 1 Billion Gil with 0% interest for the next 10 years, has passed with little trouble in the Supreme Soviet.

While the Senate is still debating on the exact nature of aid to be sent to your country, many citizens have already donated to such organizations as the Red Cross and Doctors Without Borders, and the funds are going towards aiding victims of Hurricane Caleb. So far, we believe that upwards of $100 million has been donated to various international charities that are working with the victims of Hurricane Caleb. We will inform you of the government's aid package as soon as its nature is determined.

The Republic of Lanquassia's Senate has voted on and approved an Aid Bill for your nation.

Some (W$)100,000 worth of supplies are on its way to your nation already, as is an entire division of the Republican Army. The Army doubles as the Republic's major source of government construction units, so it was the cheapest and quickest way to get good workers to your nation.

General Rufia Bennet, in charge of the division, will also have at her disposale several of our JOAT and Pathfinder special forces teams, to assist with search and rescue. Upon being directed by your government to the ideal location for incoming supplies, General Bennet will begin construction of a runway for our DC-3/C-47 fleet to land on, as we will be depending on our airplanes to transport the supplies.

Once the runway is complete, we will begin shipping in an additional (W$)900,000 in supplies, mostly building materials, clothing, and kelp-based foods. As these items are in overabudance in Lanquassia, the (W$)1,000,000 we are sending will go alot farther than it sounds to other nations. Should further supplies be needed, I will personally go to Senate to ask for them if they do not start on it themselves.

The two current UoSOTS members will set up an aid budget for Kwanzi. A 500 million Vint ($485 million) aid budget is being assembled.

The Kwanzi Department of Emergency Response has issued the following information.

Currently, 632,109 people are without power. The Coastal areas just south of Kwanzi City, where Caleb made landfall, were hit with a 21ft storm surge. Aklea Beach, Horando, Colier, and Trident Beach are completely flattened. National Routes 36, 44, 78, and 88 are impassible between Kwanzi City and Trident Beach as the roads have been washed out. Southern Kwanzi City sustained moderate damage to many buildings, and reports that of the 632,000 without power, 89,000 are in Kwanzi City.

The Water Treatment plant that services Kwanzi City and the surrounding areas is contaminated. People are urged to not drink the city water. Phone lines are down between Kwanzi City and the Southern Coastal Areas.

Kwanzi D.E.R. has discovered 214 dead bodies floating in flooded streets along the affected areas. Juniper High School, a major hurricane shelter in Trident Beach, was completely destroyed. Area hospitals report 1200 injuries, most of which were minor.

Currently, 107 homes have been wiped off of the map, 48 businesses, Horando General Hospital, which was closed due to its proximity to the ocean, was severly damaged, and the Southern Kwanzi River is currently 15 feet above flood stage which is flooding nearby Shelbyville. Shelbyville is the largest suburb of Kwanzi City, and is located on the southern edge of town.

According to the Kwanzi Meteorological Service, the following weather data was recorded:

Kwanzi City: 21 inches of rain. Highest wind gust at Kwanzi City Int'l 132MPH
Shelbyville: 19.7 inches of rain. Highest wind gust: 164MPH
Horando: 25 inches of rain. Highest wind gust: 171MPH
Trident Beach: 24.8 inches of rain. Highest wind gust: 166MPH
Aklea Beach and Colier not reporting as their instrumentation isn't operational.


Hurricane Caleb made landfall at 7:41PM 2 miles north of Aklea Bach or 7 miles south of Colier in a small town known as Keilva.

Prime Minister Colter will be addressing Kwanzi on natioanl radio and television to inform the public of our international friends welcomed relief. The Prime Minister will also be touring the devastated areas by helicopter later this afternoon.

We are also sending the Army Engineer corps, The Dominion Red Cross, and 1.5 million dollars in aid. The Democratic Republic of Halberdgardia is pleased to announce that our aid package to the nation of Kwanzi is as follows:


1,000 personnel from the Halberdgardian Army Corps of Engineers to assist in the rebuilding of basic services and infrastructure
500 million units of dehydrated food/milk
500 million personal water filtration units
$1 billion to the Kwanzi government to be used in the reconstruction effort however they see fit.


We hope that this will help to alleviate some of the suffering of the victims of this terrible tragedy, and help the nation of Kwanzi to rise up out of the devastation to become a strong nation again.

Though we are a small nation, we have already gathered following aid for your nation:

The House of the Moon has passed a quick motion to dispatch two of our best-trained police corps to help in the search and possible rescue of victims.
The Baranxtuan Red Cross, the Foundation of the Blessed Tiger and the Baranxtuan Humanitarian Aid have offered to take tents, medicine of various sorts and food and water supplies for 6 weeks and 10,000 people to your country. Parliament already approved of it.
In an unusual move, the Eternal Bliss Company has offered to send 1,000 individual wood coffins to the regions hit, as to give every deceased a decent burial and eternal rest to their soul, and comfort to their relatives and friends.

This is all we can offer, but we would gladly give it away.

The People and the Government of the Republic of Kwanzi are greatful for your assistance. The flood waters are beginning to retreat. The donations of personnel, money, food & hygene supplies, medical aid and construction aid are being deployed as soon as we recieve them.

I do say, with sad news, the death toll has been raised to 708. Search and rescue teams will still be combing the devastated areas, but we feel that only recovery will be made from now on.

The Government of Kwanzi, spurred by my office and the Kwanzi Meteorological Agency are coming up with a global Hurricane Monitoring system. Our UN Delegate, U.S. of Meteorologica, in a telegram to us has offered us assistance in building and deploying the most sophisticated tropical cyclone activity monitoring system ever.

We are requesting any interested nation join in on the project. Please feel free to telegram either my office, or the President of Meteorologica with any information or assistance you can offer.

Most of the flood waters have receeded. Utility crews, civil engineering crews, medical, fire and police units are being deployed to the affected areas. Rebuilding of infrastructure is already underway. The highway system should be useable within 72 hours between Kwanzi City and the Southern Coastal areas.

Residents are urged not to drink the tap water. The water treatment plants in the affected areas have been down for the last 48 hours without power and it is fears hundreds of thousands of gallons of untreated water are now in the system.

From the Kwanzi Meteorological Agency:

Tropical Depression forms 1700 miles East-Southeast of Kwanzi City in the Christopian Ocean. This is the 4th Depression in the last 2 months and conditions appear favorable for developement. Tropical Depression 4 is forecast to become Tropical Storm Debby in the next 48 hours. And forecast to become a hurricane within the next 96 hours. Persons with interests in the far Eastern Christopian Ocean should monitor the progress of Tropical Depression 4.

Right now, we need donations of clothing, nonperishable food stuffs, baby supplies, medical supplies, construction equipment and water. Though we have a good economy, we are strapped in terms of Emergency Response due to the size of the catastrophy.
