[Earth II] Layarteb Begins Reconnaissance Flights Over Border

The Indiana-Illinois, Indiana-Michigan, and Ohio-Michigan borders were all quiet and always had been. The Layartebian border patrol posts sat well placed, the defenses on a standard alert level. Helicopters were on the ground and armor was parked. Dingos and Bushmasters did their normal patrol routes and foot soldiers walked what had to be walked.
However, things weren't that way at Bloomington Air Force Base, in Indiana. Three RQ-10A Pegasus, unmanned aerial vehicles, were being loaded with four FIM-186A Wizard missiles and 8 GBU-49A SDB JDAM IIs. The UAVs were reconnaissance vehicles and were scheduled to take of in twenty-eight minutes. Inside the UAV control center, three pilots sat in prebuilt cockpits, fully equipped with a 3D environment, as if they were in the cockpit themselves. They would fly the UAVs on their missions: reconnaissance over the borders.
The three RQ-10As had a tiny radar signature, 0.0009 square feet. They were as low as the F-19s, F-24s, B-4s, and B-7s. All of them had the capability to elude radar completely. They sat on the runway, in formation, only twenty-six minutes later. Two of them were lined up right of the center line and one to the left. Then, the go-commands were given and the Pratt & Whitney JT15D engine lit, driving the RQ-10s at 3,190 pounds of thrust, forward, down the runway.
Then they lifted off, quickly and quietly, ascending to an altitude of 65,000 feet, their cruise altitude. They could maintain 600 mph without making a sound. Maximum speed was 900 mph but that made noise, sonic booms were never too quiet.

The Emperor appeared on the television at 2000, as usual when something was going on. "Ladies and gentlemen of the Empire. Today, in response to some startling reports of border incursions along the Colerican-Layartebian border, I have authorized reconnaissance flights over the borders. Our aircraft shall remain in Layartebian airspace but overlook the border area. I hope this situation does not escalate but it is my duty to protect our borders and our citizens from foreign intrusion and foreign invasion. Thank you." The cameras turned off and within minutes, he was back in his office, meeting with the Joint Chiefs.

"Gentlemen, I understand we are using RQ-10s for this operation?"
"Yes sir. Invisible to radar." The General of the Air Force replied.
"Very well. Make sure they stay in our airspace. If they shoot them down it's an act of war."
"Understood sir. They are armed you know."
"I am aware. What of the plans for annexation of Illinois, Iowa, Michigan, and Wisconsin?"
"Sir, our battle plan is ready. We're mobilizing most of our forces in Layarteb to the area and reinforcing them with forces from South Eastern Virginia. Dnalkrad forces are on high alert as are Ynogian." The General of the Army replied.

The whole of the Illinois-Indiana border had been ordered to be militarily secured months ago, but due to more pressing matters at the time, the directive was never carried out as it should have been. Perhaps that would be the downfall of the Colerican colonies in North America. The United Empire had been too preoccupied by affairs of direct national interest that they simply had not had the time or manpower to safe guard all of their interests abroad. Colonial advisors to the Emperor had long warned of the threat other nations in the Americas posed, but such warnings had always been brushed aside in favor for more important issues. If it wasn't keeping Isla de Plata on track or waging another war there, it was killing three hundred thousand plus fellow Colericans in the vile Colerican Civil War. With the ongoing Sith Crisis, media and government attention towards the United Empire's colonies in America had been insignificant.
The first mistake.
Within the colonies, however, an aura of urgency had settled in and rushed with it a need for a larger military presence. In the past, requests for more troops that were sent to the Emperor had always been considered, but generally rejected. Occasionally, the colonial viceroys would catch Magistrate of War Xevven Jericho at a right time and he'd authorize more soldiers, without a direct order from Emperor Thra. Such had been the way of things.
The second mistake.
With alarming reports of hostile activity on the borders, the Colerican viceroys of Michigan, Wisconsin, Iowa, and Illinois had convened for a discussion on the events to come. They had all agreed on one thing: if Layarteb continued with a seemingly aggressive stance towards the colonies, the Imperial Colonies were to reply with the same. Though the current level of force numbers in the Imperial Colonies was relatively low, more troops had already been authorized for rotation to the colonies. With the rotations under way, the Imperial Colonies had taken the time to strengthen their numbers through conscription and the military draft had been implemented in all of the UEC's colonies in North America.
The first advantage?
If a conflict were to come, the Imperial Colonies were to be prepared.

An urgent meeting was taking place deep within the confines of the capitol building, secret to most in the nation except these select few. Arrayed in the room were the Kagan, a handful of close advisors, the minister of defense, and a number of military leaders, all chatting idly while waiting for the Kagan to finish his conversation with the minister of defense. As the stately man cleared his throat, the room quieted down, the Kagan's voice filling the sound-proofed chamber.
"As most of you should know, Layarteb has plans to annex a number of territories. All Colerican." He paused for a second, some had heard rumours, others hadn't been paying close enough attention to world events to realize it. "I have made the decision to assist our ally, but with our own agenda. We will seize, and annex, Iowa, while simultaneously relieving pressure off of Layarteb by drawing military assets toward Iowa. And, if the Emperor, or any of his military commanders request so, our forces can and will assist Layartebian units." One of his aides operated a large screen in the corner of the room, displaying the nations of North America. "This will, hopefully, be a complete surprise to Colerica, as we have shown no hostile intent along their borders and our borders are staffed minimally, no raises, no build-ups, nothing. Questions?"
An Army field marshal gingerley raised his hand, and after being recognized, proceeded to speak, "If nothing has been built up, how do we intend to invade?"
"Good question." The Kagan thought for a minute, "I've talked with Serj here and we've decided to utilize air-mobile divisions, primarily air cavalry, mounted on light VTOLs and helicopters, as the primary force, supplemented by a number of armored divisions which will race towards the nation. I'll let the Minister of Defense explain."
The MoD nodded and motioned for an aide to the change the picture on the screen, now came a complete battle diagram. "Field Marshal, I want your armoured division prepared and ready for action with the next two days. Relay that Field Marshal Mirov and Yeverikovskiy, your three divisions will play an integral part in this operation. Anyways, the basis of this operation will begin shortly after Layartebian forces enter Colerica. At that time, four air mobile divisions based in Pierre, Bemidji, St. Louis, and Sioux Falls, will lift off, heading for Iowa. Shortly before their arrival, we plan on using EC-380s based out of Minneapolis International, to disable their radar networks, while cutting off GPS/GLONASS, radio, and generally blanketing their nation with enough radiation to cause cancer. After that, we'll take out any defenses they have to allow free passage of the air mobile divisions. However, the air mobile forces are too light to fight on their own, hence the need for the armoured divisions, three of them. The first two will leave from Sioux Falls, one arcing south, the other north, each setting up a logistics trail to supply forward forces. And the third will dispatch from Mankato, heading straight south while arcing towards the east, potentially squeezing Colerican forces between us and Layartebian forces. The Air Force has pledged full air support of the operation."
"What about our borders with Wisconsin and Illinois?"
"The MN-WI border will be reinforced by two infantry divisions and will be on call for emergency District Guard deployment in the event the Colericans attempt to push back there. If Layarteb agrees, we may bomb the shit out of that entire state, although I'm sure they'd want us to avoid a few things, we'll probably leave it up to them. As for the MO-IL border, an infantry division out of St. Louis will be moving in there when operations begin. Again, if Layarteb wants us to help in that respect, we may very well push into Illinois and Wisconsin, we don't know at this moment but it is a possibility."
The Kagan observed the relative silence, "Again, we're banking on the fact that this should totally be surprise to the Colericans, we have shown no build up and these forces will be jumping in from well out of their 'range' per se. We should catch them completely off guard while their forces, or a bulk of them, are being sent to combat Layarteb. We'll catch them with their asses in the air, and we'll deliver a punch they won't recover from. Also, I've mobilized a few infantry divisions across the nation to be shipped in in the event things don't go the way we planned, which souldn't be necessary, eh?"
The group collectively agreed that this should work perfectly to boot, and leave Colerica as a bloodied mess afterwards. But, history has shown that sometimes even the most well-planned operations don't go as planned, hence the relative wealth of 'back-up' plans.
Already, the divisions mobilized could be seen as somewhat active, the bases were buzzing as logistics for the impending onslaught prepared. However, the activity could easily be pegged to the semi-monthly [and rather random] District Guard training deployments. So, even if Colerica had its eyes, and ears, towards the Armed Republic, the activity could very well be discarded as 'routine'.
Air bases in Montana would be the launching point for the attacking aircraft, those forces were already training for the precision strikes needed to effectively neutralize Colerican resistance and their emplaced defenses.]
At the moment, it was all just a waiting game.

The RQ-10s completed their mission with ease. They remained over Layarteb but were able to peak at enemy positions along the entire border. It was secure, very secure, but not newly secured. These were soldiers that had been there for months and they were definitely low on morale, low on supplies, and tired. Overwhelming force would be the key. They had a battle plan to use Special Forces and Airborne forces inserted behind enemy lines to kill all reinforcements to the border. Then armored forces and aerial forces would sweep inward. Forces from Soviet Bloc would assist as well, hitting from the rear and sweep inward as well, a complete surprise attack.

Jysexu Arinn, Viceroy Supreme of the Colerican Imperial Colonies, appears on a stage in the capital building located in Lansing.
"Due to recent events that occured within our Colerican homeland [OOC: non-Earth 2], I have to make a series of announcements and declarations. We are aware of the rumors of war by the Layarteb government. They have committed acts of reconnaissance over colonial territory, this much we have proof of. The colonies demand that Layarteb cease all such activity immediately or we will retaliate with military action at a time of our choosing. We are now acting entirely independant from the United Empire as we have no communication with our beloved Emperor Thra and his nephew, Magistrate of Foreign Affairs Kircer Danton, is now fulfilling his role of Lieutenant Emperor Pro Tempor. Mr. Danton has given us a simple declaration that states that we are no longer of his concern. While this disrupts our relation as colonies of the United Empire, we can no longer use the UEC as an enforcer for our acts and as a defender of us from foreign threats. We are officially on our own now. I will be as honest as I can under the circumstances: I am holding together a loosely-tied confederacy of now-free states and I struggling to do so. I ask the government of Layarteb to cease their hostility towards us and act as a neighbor should, in this our time of need. Thank you."
IC information: Jysexu is now in command of the Colerican Confederacy of America, which no longer has anything to do with the United Empire and will recieve no soldiers or support from Colerica. They're on their own, left to fend for themselves.
Secret IC: Jysexu has authorized his generals beneath him in all of the states to enact a 'scorched earth' policy should they be attacked by any foreign force....

Intelligence reported the announcement to the Emperor shortly after it was made. He laughed and immediately called a meeting with the cabinet. "It seems that they have been left to fight on their own. Still we must stay our course." The Emperor stated as he looked around the room. "Any increase on the border?"
"Yes sir, they're digging in." The General of the Air Force said. "What is it that we should do sir?"
"Hold fast for now. Dispatch this message immediately: 'We are aware of your concern however we must act in accordance to our own defense. In no way has any aircraft violated your airspace. You have no power or authority to determine how we wish to protect our own borders. Any incursion by your forces over our border or any engagement of aircraft inside our airspace will be considered an act of war with immediate retaliation.' Understood?"
"Yes sir."
"Now, get some more flights up along the border, maintain our airspace. I want some fighter patrols and CAS patrols. If we need to strike, make it so we have enough equipment ready or in the air to devestate a quarter of their forces in a single swipe."
"Yes sir."
Within the hour, F-22A Raptors and F-31A Tornado ADVs, armed with AIM-9X Sidewinders and AIM-120D AMRAAMs flew round-the-clock patrols along the border, 25nm away from the line, well within Layartebian airspace. At night, they were joined by F-25B Firefox interceptors, armed with AIM-9X Sidewinders, AIM-120D AMRAAMs, and AIM-179C BVRAAMs. In addition, A-10A Thunderbolt IIs armed with AIM-9M Sidewinders, AGM-65G Mavericks, and cluster bombs flew alongside F-16C Falcons armed with much of the same load. Many more were sitting on the tarmacs at nearby airbases, along with attack helicopters, heavy bombers, and ground-attack aircraft.

"I understand entirely, Sir, that we must act according to our best interests, but I just don't think this is right," argued a brigadier. "What will this achieve? Our destruction?"
"Our only chance for saving ourselves and establishing ourselves as a legitimate, free nation. This Confederacy stands strong enough to pose a serious threat to Layarteb. If we gain foreign forces to assist our cause, we can triumph," stated another.
"But, Sir, launching a surprise attack on Layarteb only weakens our home defenses. How will we maintain our borders if we send forces into their states?"
"We won't," Lt. General Maxus Nev, freshly-appointed Commander of the Confederacy's Defense Force said. "A single bombing wing to attack their border forces. If we have anything as advantage on our side, it's the aircraft the Colericans gave us. We can match their fighters and shred their grid of air superiority. That will be the first chink their armor. I've already spoken with Arinn and he's authorized it as a go-ahead operation. When we're ready, we'll launch."
"When are we to be ready?"
"By estimates, tomorrow," stated a tactician.
"Too late. I want it tonight," Nev ordered.
"But, Sir," argued the tactical advisor, "we don't know how fast we can organize our forces from throughout the states for a raid. I implore you to make it tomorrow."
"We will launch tonight," Nev said as he stood up and self-adjourned the meeting by leaving.

The border was quiet. The aircraft overhead were too far away and too high to make any noise, whatsoever. Because of the heightened alert, armored units weren't parked anymore, helicopters weren't sitting on the ground, and soldiers weren't hiding from their COs. They were alert and ready. Radar stations watched over the skies for as far as the horizon could show. AWACS, well into Layartebian airspace gave them significant over-the-horizon capabilities and J/STARS allowed them to track nearly everything at the border that moved.
The most tense places weren't the airbases or the border points though. They were the SAM control sites. The border was defended by a series of layers. The upper tier consisted of long-range MIM-188 Crow sites, sitting 50 to 100 miles away from the border. They had massive ranges, capable of extending three and a half times that. The second tier consisted of MIM-104 PAC-4 sites, which carried a mix of PAC-3 REM-ER missiles and PAC-4 missiles, placed no closer than 50 miles from the border. Still more were MIM-120 SLAMRAAM units, placed around 10 to 25 miles from the border. Point defense was the last tier, made up mostly of Predators, LAADSs, and Wizard MANPADs. EADS provided a lot of AAA as well as Layarteb 88 guns.
The atmosphere inside the MC-130H Combat Talon II were tense, but quiet. The 60 passengers, six full teams from the Hærens Jeger Kommando (Army Ranger Command), abbreviated to HJK, were sitting there, trying to get some sleep through the noise of the four Allison turboprop engines. Each man was dressed in standard BDUs, but that would change when the plane, one of six Cottish planes in this flight designated Cyan flight would land at Bloomington AFB in Indiana.
The MC-130H Combat Talon II was one of four in that flight, along with a MC-130P Combat Shadow and a C-17A Globemaster III carrying supplies and two MH-60G Pawe Hawk special operations helicopters and their crews. The planes and helicopters were all, with the exception of the C-17A, painted in a camoflage scheme, but lacked national markings.
As the planes in Cyan flight landed, they were guided to a area away from the main base, where the 24 teams were allowed to exit their planes. In ten minutes, the two MH-60Gs would be released from the belly of the Globemaster. The commander for the Cottish side of the operation were the commander of the C-17, Lieutenant Colonel Damien of the Air Force. The commander for the ground operations were Major Smith of the Army.
He streched and turned on his body, trying to get the blood to circulate again when he exited the plane, straight into the Layartebian delegation, which had a Layartebian air force General in it. Damien stood straighter as he saluted the Layartebians. Major Smith also came stumbling over, still dressed in the BDU with Cottish distinctions and all. While he was a hard-ass fighter, he knew the chain of command and that he should salute flag staff, even if they were foreigners to him. LtCol Damien were the first to sieze the word.
"Good morning, afternoon, whatever it is. I'm not quite sure, since I've been flying for fifteen hours straight. Anyways, I'm LtCol Damien of the Imperial Cottish Air Force, and I've been sent to deliver Major Smiths choir boys to you. So, here they are."

The General saluted and motioned to the hangar. "It is best that we hide your aircraft. We can get acquainted later. That hangar over there will be perfect, we need t oget off the tarmac as fast as possible."
LtCol Damien nodded in agreement.
"Very good sir. If you could have some tractors haul out planes in, it'll go a lot faster than pushing."
Hopefully the General wouldn't take offense of the joke. Either way, Damien turned to Major Smith and nodded. Smith turned and jogged over to the 240 Cottish Rangers, who stood in small groups talking and yawning. Then he barked out orders.
"Alright lads, into the hangar over there, double-time! Today, gentlemen!"
The Rangers didn't like to be bossed around after the long and painful flight, but they were all professionals and followed the orders by picking up their packs and running to the hangar indicated to them by the Layartebian General. Inside the massive hangar, which could easily fit two C-17s, the soldiers found an area for them to relax. There were also Layartebian airmen with clothes. Layartebian-style BDUs and equipment.
Operation Hodeskalle was underway!

Darkness enveloped the night air and at airbases throughout the Colerican Confederacy, B-2 Spirits, F-117 Nighthawk's, B-19 Condor LRB's, and B-1B Lancers took flight, headed towards the Confederate/Layarteb borders to unleash their 'surprise' bombing run. The pilots knew better, though. Even though the radar signatures on all of their planes were near invisible, they still had the chance of being lit up like a Christmas tree by enemy forces. They would follow their orders, though, and stay the course. Their fighter escorts (twenty F-22's) would do the same while they awaited more fighters and bombers to follow up. As soon as the first bombs fell, their was no point in attempting to remain secret, so the follow up force would consist of less-subtle airpower.
OOC: By the time you respond to this, Layarteb, assume the bombers/fighters are arriving. The force consists of the following:
First Wave -- 20 B-2's, 17 B-1B's, 9 B-52's, 4 B-19 Condor's, and 20 F-22's.
Second Wave (to arrive a little later) -- 14 B-52's, 7 B-19 Condor's, 41 F-15's, 38 F-16's, 33 F-18's, 24 F-22's, 18 A-10's, 51 AH-64's, and 24 F-11's.
More may be dispatched should they be needed.

Additional: The very awkward and exotic looking B-19 Condor is highly efficient getting the job done. Designed as a subsonic, intercontinental long-range bomber, the B-19 features an elongated, unusual shaped body, complemented by foward swept wings at the tail end of the aircraft. It's it's futuristic look that throws it off from almost all other planes. Incoporating the same low-radar technology as the F-117 Nighthawk and the B-2 Spirit, the B-19 has a very low radar signature, enabling it to swoop high above its targets, the Condor can deliver a devastating maximum payload of over 28,000lbs of munitions. These, of course, would be 'dumb' bombs. However, the CAS has incoporated bomb doors to allow the Condor to deliver percision-accurate 'smart' bombs to its targets. Highly efficient, but also expensive. The only problem facing the B-19 Condor is its price.

AMN. Rose was new to the Air Force. She joined only four months prior and was assigned to an E-9A AWACS based out of Bloomington AFB. Sitting at her panel was boring. The skies had been, for the past four and a half hours, empty, except for Layartebian patrols. They were about 47 miles east of the Illinois border and with their radar, they could see everything in the sky for 200 miles around them. Within 5 miles of it flew a flight of 4 F-22A Raptors, prepared to defend the AWACS, if necessary.
AMN. Rose shut her eyes for a second and breathed out. Then, she looked at the panel again. "We've got bogeys, bearing 2-6-0, range, 1-5-0 miles, angels 30. Looks like a flight of B-52s. Relay intercept." The other operators suddenly came to as they looked around and checked their panels. They were all the same. They had 9 contacts now, all large radar signatures, definitely B-52s. Moving slow and high, they definitely were coming east. They were still well within Colerican airspace still but that didn't mean anything.
AMN. Rose immediately vectored an airborne flight of 4 F-22A Raptors to establish a picket 14 miles from the border. Each of them was armed with 6 AIM-120D AMRAAMs, good for up to 57 miles, and 2 AIM-9X Sidewinders, good for up to 11 miles. At the same time, the E-9A banked to establish a location further away, 90 miles from the border.
It would be up to ground based radar to get the long-range aircraft as they could only see 110 miles into Colerican airspace.

Long-Range Ground Based Radar, Fort Wayne, ID
Radar operators at the LRGBR station in Fort Wayne were alive already. They picked up the flight of B-52s and a flight of B-1Bs as well. They had some intermittent contacts, most likely F-22s and B-2s, but not good enough to get a lock.
The mission was simple now: defense. Aircraft based in Ohio and Indiana were immediately put to the air. This included some: 24 F-15C Eagles (2x AIM-9X, 6x AIM-120D), 36 F-22A Raptors (2x AIM-9X, 6x AIM-120D), 16x F-26A Typhoon (6x AIM-9X, 4x AIM-120D, 4x AIM-179C), and 12 F-32A Foxhounds (4x AIM-9X, 4x AIM-120D, 6x AIM-179C). The AIM-179C was an indigenous development of the BVRAAM. It had a massive range, up to 110 miles, and was guided by INS/2-way Datalink + Active X-Band Radar, just like the AIM-120D.
It was night time too. That meant Layartebs finest stealth aircraft could be in the air. These included 24 F-24A Knightowls (4x AIM-9X, 4x AIM-120D, 4x AIM-179C) and 24 F-25B Firefoxes (8x AIM-9X, 4x AIM-120D, 4x AIM-179C). Well classified and hidden from the world, they boasted remarkable stats and radar signatures of 0.0009 square feet, significantly smaller than anything out there except one thing, the Boeing Bird of Prey, which had a signature in the area of 1/8 millionths of a square foot.

The situation was summing up. The Anti-Stealth System was operational. It had been used with extreme advantage against the Cottish forces during their wargames and now it was to be used against Colerica. The system tracked whatever moved throughout the air, using the simplest and most widespread systems, but that was all classified. They had a precise reading on what was in the air: B-1B (17), B-2A (20), B-52H (9), F-22A (20), and UNKWN (4). Whatever was flying towards them was something they had not seen or encountered before. It was a forward-swept wing design, something that was odd but it carried an extremely low radar signature. It was not even being picked up on the low-frequency stealth radars, just the anti-stealth system.
The aircraft were all within range of a MIM-188 Crow site, sitting 82 miles from the border. That meant it could reach in as far as 268 miles into Colerican airspace. The Crow site had 84 missiles. Of them, 6 were nuclear. 2 of them were in the order of 175 kilotons and 4 were in the order of 1 megaton. The other 78 missiles had a hit-to-kill warhead with a 300 pound blast frag backup.

The plan of operation was simple. Once enemy aircraft breeched the border, they would be fired upon first by surface-to-air missiles. Patriot PAC-3 REM-ER and PAC-4 missiles would be used in addition to Crow missiles. BVRAAMs would be used from long-range and AIM-120Ds would be used as well, all by patrolling aircraft.

Up until this point Celtayoshi had not acted on any of the rumours flying around about a possible conflict looming between the Colerican Confederacy and Layarteb. It was not that they were not aware, its just that they could not risk appearing impartial in the begining, however, the sudden and rapid scrambling of at least 50+ aircraft out of Fort Wayne sent immediate alarm bells down the Celtayoshi Air Force defence network. This area being so close as it was to the Colerican territory almost certainly ment they had launched a probing attack into Layarteb.
At CYAF-Chatham they recieved and immediate order to maintain two AWACS at all times, one flying roughly northwest on a regular patrol, with orders to stay within Celtayoshi territory and one flying roughly southwest, with the same orders. This situation was repeated all the was along the great lakes except Ontario. The AWACS would be relieved after its fuel became low, however, because Celtayoshi simply did not have enough AWACS in that area at the time of the incident more would have to be flown down. The AWACS would be protected by four CY-AS1s close in, and four CY-X2s further out. They would radio for more if necessary, and more forces were being deployed to the area.

The following is an act proposed by the Celtayoshi National Party before the parliamentary sitting on the 20th of July, that as of this 1600 today has become law and shall be enforced by the Law Enforcement agencies of The Allied States of Celtayoshi, and by the Armed Forces of The Allied States of Celtayoshi. The following act was passed by a majority of 654 for, 29 againsts, and 117 abstaining. It shall henceforth be know as The Canadian and Great Lakes Act, and is as follows in summary:
The Great Lakes of Celtayoshi, Soviet Bloc, Layarteb and Colerica are today filled with constant shipping. All four nations are highly industrialised and a economically secure. Such action has taken its toll on the environment. As a result, The Allied States of Celtayoshi, with the permission of the Layartebian Government will be closing all shipping into the Great Lakes to the nation of Colerica without first paying an environmental toll, this shall equal 50% the value of the cargo being transported on the vessel. Failure to pay will result in the ship being sunk in port by the Celtayoshi Navy. The Great Lakes will also be closed permentantly to any Colerica Navy ships, which will be sunk on sight.
Shipping to the nations of Soviet Bloc and Layarteb shall be permitted without hinderance.
The Act estimates this will reduce the shipping in the great lakes by up to 15%, and thus help conserve the environment.

OOC: My plan would keep you in Earth 2 and I would establish the lands (except Iowa, which will go to Soviet Bloc) as the Colony of "xxxxx" depending on what you want to name it. It would still allow you to play and you would be the sort of governor of the lands. This means you will have self-rule but you will not be considered citizens of the EOL. More or less you are subject to most of the same laws and we would have a military presence but that is about it.
