ooc: i`ll post here decisions of the ruling body of Calpe, and probably decisions of theirs that lead to RP`s, together with links..its pretty much closed and secret ic what is discussed there, though the decisions might be widely known if they are public

The Grey Council
They moved slowly in the dark chamber that held all their secrets, advancing slowly to their posts. They were Grey, the leaders of all minbari that went into exile after the last Shadow war. They had moved their people, and stayed hidden for almost one thousand years, preparing and building for the times that might come. They took the name of Calpe for their new nation, but kept their traditions intact. They had many other races in their nation now, but the minbari were still rulling.
They reached their places....and the columns of light appeared. They were nine, they were Satai....they were Gray...they were the rulers of Calpe, with only The Chosen One higher then them.
"We are Nine, formed by Valen a two thousand years ago, to bring peace and order to all minbari. We stand between the candle and the star, between the darkness and the light."
As they finished their incantation, they stood for a moment and then drew back their grey hoods.
`Why have you called upon us Satai Ashan?`, asked Darak of the Truth Seekers clan.
`Our secret army is no longer a secret. Rumour has spread that we are building something there ... there were three ships entering the system yesterday alone, and we almost got a war on our hands because of our sanctions there. I say we must no longer hide it. We should show our entire strength, and anyone that wants to do battle with us...so be it. We are not cowards to hide, and they look down upon us for they think we have too small a fleet to count. We must show it all....we must put our ships in the frontline and give them the chance to gain experience and honour through battle. What say you?` That was the answer of Ashan, Satai and leader of the Wind Swords clan. A proud and powerfull warrior, with only one thought in mind....glory and power for the Calpian Empire
... there was silence for a moment....and then another spoke
`I agree Satai Ashan. We must no longer hide our true force. We have over one thousand ships in our combined fleets, and we will not bow to any alien that comes along.` ... and so spoke another warrior, Dukhat of the Black Stars clan
`Then we shall vote on this and decide what is to be done.`
The ones that were against would turn off their columns of light .. and the vote begun....seven agreed and two did not...and so it was decided.... we would build our army in plain sight...for anyone to see that we are arming.
