Imperial German Navy to Boost Number of Capital Ships

Kiel, Germany - The Blohm & Voss shipyards today were given the order to begin the construction of a series of battleships which would increase the number of capital ships in the German Navy to twenty five in order to create parity with the Royal Navy and allow Germany to fully protect its shipping lines between the Fatherland and its colonies overseas in Africa and the Pacific.

The Kiel Shipyards will be responsible for the construction of at least twelve of the battleships, while the shipyards in Hamburg will complete the remaining thirteen.

New Military Ventures Impress Kaiser and Ministers

Königsburg, East Prussia - Kaiser Wilhelm and his top ministers were present today as they previewed the newest developments for the Imperial Germany Army before they are to move on to Wilhelmshaven to see the latest warship designs for the Imperial Germany Navy.

Of all the new concepts, the one which impressed the Kaiser most was a train which had armour plating similar to that of a battleship placed upon it where it would act as a mobile reserve for the Germany Army that could respond to a threatened spot on a long and empty border and protect the lines of communication through areas devoid of settlements which would normally be filled with guerrillas, partisans and similar irritants. While no standard has been accepted for the trains, they will be mounted with a wide range of weaponry, such as light and medium artillery pieces and heavy machine guns.

The showcase is scheduled to run for a few more days and will include other weaponry and artillery pieces for the German Army, after which the Kaiser will move on to Wilhelmshaven to inspect the newly launched ships of the German North Sea Fleet.

FROM: King Victor Emmanuel III of Italy

All of Italy thanks the great Kaiser Wilhelm for his generous aid to Italy, and it is upon the foundations of the German military's great engineering and command skills that we hope to move our nation forward. The German officers and supplies will be put to the greatest possible use, but we feel that we have more to offer Germany than just a naval base.

The southern half of our nation is poor and less developed than the economically well-off north. So we propose that, in addition to the naval base at Syracuse, Germany build weapons production plants in southern Itay, ranging from plants to make artillery to shipyards. We will build and improve rail links to these new plants and Germany can sell the Italian weapon makers raw materials, and we then provide our two militaries with weapons from these plants. In the event of war, our two nations can then stand side-by-side with well-supplied militaries and ample production excess.

If the honorable Kaiser objects to this plan, Italy can understand, as such requests may seem like a pain or expensive. Or the Kaiser may have a better plan. Whatever the case, Italy is open-minded to suggestions and still wishes to expand its alliance with Germany.

As you may be aware, the talks between Austria-Hungary and Russia have broken down over the issue of Slavic rights(as if they were as good as everyone else!). I assure you that these talks were made against my better judgement- my advisors assured me that they would respect us. Howver, these talks have failed, not to my suprise. That leaves Austria-Hungary in a precarious postion. To rectify that situation, I wish to renew the Duel Alliance that our two great nations signed in 1879. This of course would include France, which you signed an alliance with. As with the 1879 pact, this would include a non-agression pact and a mutal defense pact. Any such breech of this pact through aggresive military action would, of course, grant the Belgian government a legitamite Cassius Belli.

Furthermore, as both of our nations are devouted to the principles of Capitalism, our Government would like to extend the offer of a possible Free-Trade Pact, allow both Belgian and German goods to travel back and forth without prohibative Tariffs. Within this pact, the Ministry of Defense would also like to negotiate the possible purchase of Various Production Rights on weapons such as the M1898 Mauser, MG-08 Heavy Machine Gun and other various weapons of war. Dear Willi,
I won’t lie to you. I was alarmed when I heard you signed an alliance with Loubet. It looked bad, like it was directed against Russia. We haven’t spoken in a while, after all, and you didn’t consult me about it, either.
But I hope we can put all that behind us and be friends again.
I’ve noted that you haven’t renewed the Dual Alliance. You know my relations with Vienna are very tense right now. The situation in Bratislava is ugly, and both Witte and von Plehve are on my back to do something about it. There might be bloodshed if things keep getting worse. I hope this lack of an interest in supporting that pompous old Habsburg blowhard means that Germany won’t interpose herself.
I can assure you I’ve no interest in any Hohenzollern territory, not even that of your weird little cousin in Wallachia.
I hope to hear from you soon. I hate it when things aren’t right between us.

As previously stated, no such alliance was ever formed with France since the assassination of President Loubet prevented it from ever being accepted formally. As of this moment, Germany and France still stand opposite each other across the Rhineland, still sore at each other for a conflict an entire generation ago.

As for the Duel Alliance, I did not accept it because of actions committed by both of your nations and the conference in Lublin. We are weary of any offering made by either the Austro-Hungarian Empire and the Russian Empire alike, as we feel that we would be doing nothing more than making a pact with the devil whose only intention was to use Germany and it's people for their own accord.

While this isn't a full out refusal of your offer, I feel that, just as the Austrians will have to do, the Russians will have to offer a show of good faith towards Germany before I will consider taking any other deals from you, Nikolai.

OoC: Just clearing up a couple of points. First, "Willi" and "Nikki" were very close friends and correspondents, so if Kaiser Wilhelm is really this businesslike with Tsar Nikolai it's a sign that he's really mad. I don't know if that's the point you're trying to get across or not, so if you could let me know for certain I'd know better how to respond to it.
Second, I wasn't asking for an alliance, just your personal reassurance of neutrality--which if I'd had in the first place, incidentally, I wouldn't have bothered courting Austria--but you were incommunicado for awhile right after your alliance with France, which freaked all Europe out. Anyway, your response mentioned an "offer," so it sounded like a refusal of alliance, which was a little confusing. If you could clarify what you mean (are you refusing to say whether or not you'd be neutral?), then, I'd appreciate that, too.
Thanks.

With my uncle’s recent unfortunate and tragic death, the burden of command so to speak has fallen on my shoulders. With my recent taking of power I am quite busy, so I will be brief and to the point.

Austria-Hungary has never made it any secret that it does not approve of the way the Ottoman Empire has treated its citizens, especially Christians. However, it has never shown any interest, and will not show any interest while I am on the thrown, in invading and conquering territories. I must make it clear however, that once the Ottoman Empire falls, for it will, Austria-Hungary will do what it feels it must do to secure the protection of its fellow Christians and all their possessions. Again, Austria-Hungary will not attack the Ottoman Empire.

I, as my uncle did, do not want any quarrel with our brother-nation Germany nor with you nor with your allies.

IC: Dearest Nikki,

I greatly appologize for that last letter. You see, after I had heard the French were breaking such an alliance (one that I hadn't yet consented to) I became rather dissheveled, as you might understand. The damned Latin Bastards backstabbed me! Thus I poured myself to madness, when I recieved your letter. I told an aide to write something. When I finally read what he wrote, it was too late! The dumb bastard is rotting in jail; I do greatly apologize again.

Anyways, how is the family? I assume Alix is doing well? I hear news of darling Anistacia growing well! When might that cousin of mine acquire you a hearty boy? Ahh, well we can't have everything, no?

As to politics: yes I would be happy to steer clear of a war between ourselves. It would do us a great harm, and I would enjoy a visit soon! However, I have some "plans" over in the New World that I would be glad if you would consent to. You see, these damned Latin countries are too poor to pay me back for several things that I have given to them. Eddy was mentioning their debts too. So I have decided that a proper invasion is in order, unless I get all I want. So here is my deal: I look the other way in Habsburgia, if you leave me alone in Rumania (he is quite a fool sometimes) and let me do what I wish in America. I'm sure you would agree to such simple terms.

Ah, Willi!
All too well do I understand how difficult aides can be! If you only knew, if I had even enough breath to tell you, how much I despise that terrible Dutch Premier of mine, Witte! I really think you had the right idea with getting rid of Bismarck--ambitious men in government simply aren't trustworthy.
Sweet Alix is well, as are all the girls (though little Stasi is at that precocious age, constantly pestering Mashka, who seems to enjoy the attention, at least). I hear your dashing eldest has got himself an American opera singer for a mistress, now--I trust his good Teutonic judgment is better than that of my swooning brother Misha, at least, and I'm equally sure he's enjoying himself. Love is a dangerous thing--I remember all too well my father's cruel opposition to the match between myself and lovely Alix. And she's a princess, through and through.
But enough--it's a beautiful summer, even here up north. I was thinking we might go yachting together on the Baltic, just the families, if you can break away long enough. And perhaps a hunt this winter would be in order, for just us menfolk.
As for the politics, of course it's always a matter of getting our governments to obey their rightful masters. Like wilful beasts. But not even Witte and the most ardent of the Neoslavists could object to Germany's assumption of her proper place in world affairs, especially if I buy them off with assurances of Slavic "liberty." As for Wien, I can say I wouldn't mind even seeing a Hohenzollern on that throne, one day. Sad about old Franz Josef, of course (what dangerous contraptions!), but the truth is I never really saw eye-to-eye with the man. Don't have much hope with his nephew, either.
Your cousin Old Karl down in Bucuresti is alright, though. He's been nosing around about Bessarabia and some old Danubian castle called Silistra, but I think he'll probably be satisfied with someone just treating him with a little respect, for once. And if things go poorly with the Austrians, I'd be only too happy to placate him with the old bone of Transylvania.
But enough already with all this tedious statecraft!
Even as far away as I am, I'm sure I'm boring you to pieces. Do write me back on the yacht-trip--one can't be sure how long this fine weather will last. And I hope to see you soon!
May God be with you!

Ever since those idiot frogs broke that pact, things with that race have just declined. The Italians aren't happy with me, the frogs just want Lorraine, and now these fools in Venezuela haven't payed their dues! I think that if they do not pay up soon, I shall have to teach them a lesson in Teutonic Discipline! A nice colony where I can get good coffee would be nice, too.
Alas, I shall get away and visit you and the children. Edward has been too quiet lately. I think he agrees with me on the Venezuelan problem. Time is short, and I am behind! I shall see you soon.

Kaiser Invites Wright Brothers
Wishes to Discover New "Air-Plane"

Yesterday, Kasier Wilhelm II sent and invitation to Wilbur and Orville Wright to discuss and show their new invention the "Air-Plane." Their historic flight above ground has prompted the Kaiser to perhaps use these new inventions to "further the human race." Their expenses have all been paid by the Hohenzollern family and they are expected to give their replies within the month.

Sorry I was unable to reply to your wishes for rediscussing the Duel Alliance. Other matters were pertaining and I apologize.

I believe that Austria Hungary has performed in a manner which is pleasing in the eyes of the entire world. Therefore, I propose a new Duel Alliance:

-Germany and Austria Hungary will provide military assistance to each other, should one of the signatories be agressively attacked by two or more opposing powers
-Tariffs will be lowered and economic benefits will become more prevalent with this alliance
-Each member will actively seek treaties and alliances with the other's allies
-Peaceful means will be attempted before engaging in hostile activities
-Austria Hungary and Germany and others will agree to combat the Evils of Socialism that are pervading in the countries of Europe
-The Alliance wil come into effect Febuary 1, 1904 and will be rediscussed in 10 years' time

Ultimatum on Venezuelan Debts

January 3, 1904

The German Empire and The United Kingdom of Great Britain and Ireland hereby state that unless Venezuela begins payment of debts to the countries of the world, that these Empires will be forced to occupy Venezuela until such debts are paid. 10% of said debts must be payed for within the week, or else measures will be taken.

Official German Statement

Venezuela has not responded with any monetary devices. The Kasier therefore believes that they are unwilling to meet the demands of the world and therefore will be punished. The 1st and 2nd Fleets that have been stationed in the Atlantic will begin naval bombardment of key port cities until we recieve word that they are willing to negotiate. They are also on alert to capture any Venezuelan naval equipment.

The 4th-6th Army Corps have also been alerted and are headed to the region in case land intervention is needed.

In response to the refusal of the Venezualans to respond to the ultimatum the British forces in Guiana are mobilised. The militia have taken up positions covering the colony's borders and the 2 regular regiments have set up depots near the Venezualan border from which to operate. The South Atlantic Fleet has moved from dock and has taken up positions covering the Venezualan coastlines and in support of the German fleets, ready to begin bombardment in unison with Gemran forces.

To: Local German Commander
From: General Robertson, British Expeditionary Force Commander

My colleague, I am hereby authorised to allow full use fo British facilities in Guiana to the German forces. This includes basic naval facilities at Georgetown and the 2 new depots established in the Venezualan border. i can issue your troops with any supplies that they may need, from food to ammunition, however our ammunition calibers are different with my forces issued with .303 caliber (7.6962mm) and yours are 7.62mm. However if you wish to land your own ammunition I would be pleased to offer storage space for it at the depots and to provide transport up to the front lines.

Finally, I wish to know whether you would like my men to assist yours when time for the occupation occurs, I know that they would be glad to assist you in this matter and that I have no qualms with it. If however you would like it as a totally German exercise then I understand entirely and will no tpress the matter further.

"Herr Reichmann!"

A tall, pale man turned around. Even though he was aboard one of the dirtiest ships in the fleet, his boots were polished, his hat pristene, and his shirt was unstained. He was only 25, and a Major but had the respect, or fear, of everyone he met, and was in charge of the Venezuelan invasion. He was very skinny, and he wore a monacle, as well as carrying around a cup of tea, that never seemed to spill. (this guy will never die)

"Vat is it!"
"A message from the British, Herr Reichmann!"

Major Manfred Zelig von Reichmann stared at the poor private. He grabbed the note but wouldn't pull it back. He just stared. The private's knees began to weaken, and he gulped, until Major Reichmann yanked it back, causing the private to stagger, then run back to his cabin. Major Reichmann then took another sip of tea.

"Hmmm... zee British vant to help us," he said to no one in particular. Several sailors nearby stared at the Major. "Fine," he yelled to the sailors who immediately ran back inside, "Zey can help us. Vee can use zere help, but zee Deutches vill have control of zee entire country!"

To: General Robertson
From: Major Reichmann

Your offers of British assistance are greatly appreciated. However, there will be no need for assistance in holding the country once their armed forces are dealt with. The German army can work independantly. We thank you for the offer though. We will also deliver our own ammunition, and ask that it can be stored safely in the new depots.

General Robertson was glad that the Germans had accepted his proffered help. Hi men could use the extra training a short war would bring.

"Right lads, get this depot cleaned up!" he ordered to a bunch of logistics corps men "The Germans will want their ammo here soon"

Robertson was a fearful man, he had risen from the ranks of Private and was well built with rough features and scars on his arms. He was deterimined, you had to be to be commissioned from the ranks, and had his eye set on one job: Field Marshall, the highest rank in the British army*.

The British top brass had wanted this job done quickly, efficiently and with low casualties so they had sent Robertson who they could rely on to get the job done.

Right now he was planning using his 2 regiments (The Queen's Royal West Surrey and The Gordon Highlanders) as elite forces to make strategic raids over the border to destabilise the country whilst his militia held the borders. The marines over which he had little jurisdiction would be used to make amphibious landings and raids along the coastline. The Commander-in-Chief of the Forces; Field Marshal Earl Roberts, had warned him personally not to get too entangled into a drawn out war and leave the hard fighting to the Germans. His mission was to merely draw any Venezuelan troops towards the border and away from the coast so that a full amphibious landing could take place, whilst causing as much chaos to the command structure as possible. It would be a difficult task but one at which Robertson was determined to excel.

Out of the corner of his eye Robertson saw three squadrons of the British Fleet move into shore bombardment positions whilst the rest waited in Georgetown harbour ready to move up and replace the other ships when they became fatigued.

"Yes" Robertson thought "This would be a good war."

The German Army is currently using Mauser 98 Rifles and is willing to sell them in bulk, depending on the size of your army; you would have to specify. We also use 7.7 cm artillery guns which would be of use to a nation such as yours. Prussian Officers and NCOs are also available for training of new armies once your new rifles are shipped.

We also would gladly accept your offer of free trade. We feel that such a plan would help both of our nations.

In the United States, the German occupation of Venezuela is not viewed with happiness. An increasing number of speeches occur in Congress condemning the move, while the Press condemns it even more. Forced to act, the McKinley Administration, in its final year in office, quietly makes it position known. The Germans must give a timetable for its withdrawal, or political pressure will force the US government to react to the situation.

Meanwhile, the US government invites the leaders of the nations in the Western Hemisphere to a conference in Washington to discuss debt relief, the proposal by Chago to end the practice of military intervention to collect debts and a proposal for modifying international law to end that practice.

This relieves some of the pressure on the US government in the Press and in Congres, but it lies just below the surface.

Statement from Kaiser Wilhelm II, sent to all German Newspapers and various other news sources around the globe.

August 2, 1904

Fellow Teutons, friends of the Empire, and watchers around the globe,

I, the esteemed Kaiser of the German Empire and King of Prussia, wish to first proclaim how wonderfully the German, and our friends the British, navies performed in Venezuela. Acting swiftly, and without remorse for the vile debtors, the situation there was ended with the surrender of the entirety of Venezuela to Germany. It was a great day indeed... *continues on about how great everything was, especially Robertson of the British and a relatively unknown Major, now Colonel, Reichmann*

...Unfortunately, several uninformed barbarians have decried such actions as "breaking the Monroe Doctrine." The Monroe Doctrine is nothing but an excuse for The United States to claim the entirety of the Americas for themselves; an Imperial doctrine to make their self-righteous claims satisfied. I, the Kaiser of Germany hereby declare the Wilhelm Doctrine: No peoples from North of the Tropic of Cancer shall lay claim to those south of it! Cuba Puerto Rico, The Phillippeans, and all of the various oppressed Pacific peoples shall be released from the vile grip of American Imperialism. German people, should protect the poor, innocents, from tyrannical, decietful liars.

They ask us for a deadline in which we retreat from our glorious victories. It is as we demanded: when all debts are paid to the Empire, and others which have true claims from which the theives of Venezuela have stolen. Once true and proper people are elected to office in Venezuela shall we then pull our forces. However, such time is unknowable, as the instituions of Venzuela have been throughly damaged by the previous regime. It could take 3 or 300 years. To even our brightest economists, this is unknown.

Fare thee well, friends, allies! And to those who oppose us, Iron Death!

August 4, 1904

Kaiser Wilhelm, after returning from German East Africa has been struck with a sudden fever, and has been bedded. He became rather ill on the 3rd and was sent to bed for an indefinate time, early this morning. Chancellor Bulow was quoted as saying, "The Kaiser is in an unknown state at this time. We ask for prayers and for all loyal Teutons to keep him in a good thoughts as he fights the toughest Battle for Germany yet!"

This may also explain the rather rash statements made by the Kaiser when he delivered his message about the situation in Venezuela. Bulow has also stated that the Germans are still discussing a timetable with others about the situation in Venezuela.

OOC: Speaking of which...

IC: Fulfilling their promises of developing Venezuela while they extract the payments, a German Survey Team has been sent, including Geologists, Businessmen, Agriculturists, Biologists, Surveyors, Doctors, and Railroad prospectors. Also, schools have been rebuilt and the curriculum altered to include German as a Second Language. Manditory education for all Venezuelans under age 12, beginning next year.

Militarily, a Venezuelan Militia, styled on the German Army is being planned. However, manditory service has not been implimented, as there is still a large German Armed Forces precence. In the jungles and mountains to the south, there is still some resistance to German occupation. Efforts are being planned to wipe them out, however, an Amnesty is in place until September of next year. After surveliance, the next stage of Venezuela's recouperation is transportation. Several new schools have already been built and a German styled University is even planned in Caracas. Geologists have discovered several petrolium deposits around Maracaibo, however, nothing is planned. Several copper and tin mines, as well as iron were found in the mountains in the south. Most of the resistance has collapsed with the general acceptance, and even delight of the German occupation. The civil war ended and the Soldiers weren't the ruthless "huns" that most people had thought of. In fact, some "relationships" have sprouted out of the chaos. Strangly enough, a rise in pregnancies has happened causing the amount of births to be expected to rise within the next few months. This has caused relative alarm among developers. Hospitals have immediately been planned or rebuilt, and sanitation development is also planned. Lastly, railroads connecting to every major city have been planned. The German commander in chief, Mediterranean Squadron, wishes to report that a protected cruiser (you pick the name) has been torpedoed and sunk by mistake by the Italian Navy who thought it was a Russian cruiser. He also reports that Russian and German protected cruisers exchanged fire and damaged one another by mistake near Syracuse. He also reports that the local population has become unfriendly (not hostile, just rude and quick to hike prices) and that Italian troop strength has increased substantially near Syracuse.

WAR!
Kaiser Promises to Unite all Germans with War.

After several ruthless attacks by Italian Cowards, the German Army has responded. Several Armies have been created and are heading to Italy. However, Austria-Hungary has explained its foolishness and has to be dealt with.

The Kaiser has made a statement declaring that all Germans should join their brothers and rise up against the aging Hapsburgs and join the new, strong German Empire. The Kaiser has also changed his title to Emperor of All Germans and has promised "iron death" to all who oppose him.

The German Navy, learning from the lessons of the Mediterranean have begun rethinking their naval plans. Pre-Dreadnoughts and protected cruisers have been deemed a thing of the past and are being replaced with plans for more Dreadnoughts. Centrilized fire, like the Americans, is also being researched as a means of putting as much fire there as possible. Also, less Battleships and more Cruisers and Destroyers are planned, because with the German Influence so extended, Battleships are too slow.

Oil, after being discovered in Venezuela is also being proposed for a means of fuel. Being more efficent and more abundant, it would make the Navy's plans much easier.

Lastly, the Navy in the Azores is being sent to Gibralter to recoal and then plans to attack the Balearic Isles, hopefully to tie up the French and Italian Navies.

In the Army, Hindenburg is sacked and Schleiffen is told to "do or die" with France, but leave Belgum alone.

Meanwhile, the Armies in the Sudentend and Tyrol are told to halt and wait for the League Counterattack. The occupied Czechs are told that they are being liberated, as per the Russian statements. Germany must first use their land to crush the Hapsburg snake.

Trenches are dug and the winter is waited out, for now. In France, more and more reserves are pulled up and begin to head to the Rhine region (north of Alsace) to begin the defense. As of yet, no attack is planned.

My dear German colleagues, I must first offer you congratulations for your glorious triumph against the forces of the League. It truely is a greta stroke for freedom in Europe.

Now to business, I am unfortunately forced to request that the loans paid to Germany during the war are now repaid with all due interest. It is unfortunate that this must happen so soon but due to this damned recession my government feels the need for any extra capital that we can lay our hands on.

These debts must be repaid in full but I can offer you the following repayment strategy; repayment of debts over a 15 year period, with 6.67% of the total amount repaid each year (plus applicable interest) until the end of the scheme in 15 years time. This should allow you ample time to set aside such money that is required and does not impact too heavily upon your country's budget.

I again apologise for the need for repayment so soon but am sure that you understand the reasons why this is necessary. I wish you good luck and prosperity for the future.

As the EU shows unifications do not happen quickly, it is totaly unrealistic to declare Germany and Russia unified in one year and move on. Such things take YEARS to occur. It has to be gradual with a real reasions behind the Germans deciding to give up their independence (the American States only United to form the USA because if they did not chaos would result).

So I've come up with a few examples of how such a union could occur and be realistic (I think everyone will agree with me on these).

1. German communists fail in their economic planning and the country goes into chaos/civil war. Russians intervene and save the German communist state. Germany has no choice but to unite with Russia if Russia wishes it.

2. War brakes out between Germany and surrounding countries, Russia intervenes to prevent German defeat and forces unification (extreme).

3. After several decades of mutual economic planning and political partnership a union gradualy develops (where talking 30 years or more, long term).

OoC: I'm announcing the negotiations commencing in the Spring of 1921 between Moscow and Berlin pertaining to establishing mechanisms for the closer co-ordination of policy. These negotiations result in the following agreement for 1921:

In order to prevent future breaches of diplomatic policy from occurring among Europe's great communist powers, the Union of Social-Democratic Republics and the Workers' Republic of Germany are establishing a General Consultative Council on International and Common Policy at Warsaw, in combination with a joint military Revolutionary High Command located at Hamburg.

[OoC: Shamelessly plagiarized from the Turk-Arab Confederation. Thanks, guys.]

I. The Workers' Republic and the Union of Social-Democratic Republics will protect each other from all attacks.
II. There will be no restriction on trade and travel between the two states.
III. Criminals from one nation apprehended in another will be returned to their home state for trial.
IV. A right of passage will be granted, so that all states within the treaty may use each other's railroads and roads to transport goods and arms to the front in war and peacetime.
V. No foreign Power may base its troops within the signatory states' regions, without premission of the signatory states. For purposes of this Article, Russia, Poland, Ukraine, Finland, and Georgia shall not be construed as foreign to one another, nor to any sovereign republic as may be lawfully incorporated into the Union of Social-Democratic Republics under Article XLIV of the Union Basic Law, nor to Germany.
VI. The signatory states will consult one another, through the General Council and Revolutionary High Command, on all decisions pertinent to international affairs and state security.
VII. During times of war, the signatory states will be obliged to assist each other. No signatory state, however, shall issue a Declaration of War without first obtaining the advice and consent of the General Council at Warsaw. This shall not be construed as affecting the signatory states' right to defend their citizens and territories from foreign attacks.
VIII. The signatory states commit themselves to fully integrating their military command-and-control structures, as well as state security and intelligence services, by the end of 1926. Thereafter, if not before, the Revolutionary High Command will be the sole and supreme military authority for the signatory states, subject to the legitimate civil power of the signatory states as expressed through the General Council.

OoC: This is to be construed as the beginning of the process of eventual unification. In practice, until and unless modified, this means:

Parthini is the authority in all military development, and troop movements (including negotiations through territories), though Vas Pokhoronim controls actual declarations of war. Parthini is also in control of intelligence and exploration (North Pole, Space, etc.) and the development of WMDs and other military technologies. He is effectively acting as the "Left Hand" of Revolution, following the formulation of German Chancellor Karl Liebknecht.

Other than that, Vas Pokhoronim retains control over political and economic decisions and strategies. Among other things, he is acting as the "Right Hand" of Co-operation.

Both of us consult with one another and advise on any decision.

For the moment, both countries may still be considered sovereign, and Vas Pokhoronim's use of the term "Union" will be deliberately ambiguous but generally taken as referring to the USDR.

BRITISH PRIME MINISTER OPENLY MOCKS THE HUNGER OF THE POOR

While the drought in Ukraine has as yet claimed few lives, nevertheless it has ruined many poor families and brought crushing poverty into the lives of tens of thousands more who had earlier prospered.

The rest of world has responded to the government's declaration of a state of emergency and decisive action by contributing aid or at least offering to sell grain for distribution to the poor. Even Colombia, putting aside a longtime hostility, has donated perhaps the largest contribution to the relief effort so far, while the United States has opened its markets to Union relief agencies.

Yesterday the British Prime Minister delivered the United Kingdom's gift to the Ukrainian people directly to the Union Embassy. What was it? A crate of caviar, a sack of potatoes, and a note suggesting that "perhaps [they] should be sent back to the Russian Empire [sic] to help feed the people of Ukraine."

Can there yet remain any question as to the moral distinction between the Socialist and capitalist modes of thought?

The tiny nation of New Zion requires a form of transportation, the Zepplin seem's the most adequate, but first i have some questions, how fast can a Zeppelin travel? How many average riflemen can be carried on any one Zepplin? How much does a Zeppelin cost? How many men does it require to operate and maintain a Zepplin? And finally will you be able to supply Helium or will we have to purchase it from the Americans?

You cannot predict with such certainty the outcome of a military campaign. Do not even try to pretend to me that this is possible. You are evading justice and obstructing the peace process in an attempt to illegally seize the historically Serbian land of Kosovo. You have not answered any of the Council's concerns openly or honorably. The only obstruction to a solution is Tirana, which protects its terrorists behind the human shields of Albanian refugees. It sickens me, frankly.

You will permit French peacekeepers to do their jobs - which is to keep the peace, by effectively dealing with threats to it. Or the consequences will be dire for the current Albanian Government.

The Mediterranean Squadron of the Red Fleet is already returning from Spain to blockade the Albanian coast.

If you refuse, Red Army units will be ordered to fire on any Albanian that comes within range of our guns. After all, any of them might be a terrorist, and we must do whatever we can to keep the peace. And let me assure you, Mr. President, the range of our guns is long.

This is your final warning. Moscow has lost all patience with your obstinacy.

Brazil would like to utilise German (well, Union) help in creating a functioning air corps and tank corps. Air especally however. The nature of the terrain of Brazil increasingly requires air support, the likes of which was provided by Germany during our ongoing civil war and which proved to be most successful and still is. We require an easily produced scout/fighter aircraft as well as a reliable long range bomber aircraft. Also, we would like a design for a light tank that can traverse some of the more rugged terrain in our country. We will of course pay for this and also we enquire as to how advanced paratroops are at this stage? If they are available then I would gladly submit many of my men for training in this mode of warfare.

Jan. 1924: Government Nationalizes Trans-Eurasian Railway

The Albanian Government is hereby nationalizing the Albanian section of the Trans-Eurasian railway by Imminent Domain. Reasons given for this move include the stopping of internal service and the political use of the railroad by the German government. The Constitutional Court has ruled that the Albanian Government does not have to compensate the German government for the seizure, as that clause of the Imminent Domain only applies to private property, not to the property of a State Entity.

“This court has determined that Germany operates under a command economy with a collectivized ownership of property. Thus all German property belongs to the society and thus the State. The railroad is hereby determined to be a State entity and not entitled to any of the protections afforded private property under Albanian law.”

All German workers are given three weeks to leave the country, or police will escort them out. The government shall operate the railroad until it is privatized in June, during which private companies and individuals can bid for shares.

A company is around 100 - 150 men, usually 3 or 4 companies in a battalion, 3 battalions in a regiment or brigade, 3 regiments or brigades in a division, plus artillery and various support units. 3,500 men would be roughly 4 battalions (4 companies each) plus headquarters and support personnel including a mortar company. Worker's World Zeppelin Airline opens! Routes across Eurasia, Atlantic Planned.

Dr. Hugo Eckener, Chairman of the Worker's Airship Corps and advisor to the Red Airforce, has announced plans to expand the use of the majestic Zeppelin to more peaceful means.

Nearly 50 Zeppelins are planned that are capable of carrying 50-100 passengers with great speed and safety across the world! Routes have already been set within The Republic, but the good Dr. has plans to expand the great beast beyond.

Immediate plans are being made for routes to Paris, Marseilles, Madrid, Cadiz, Fez, St. Petersburg, Moscow, Volgograd, Helskini, Constanta, Belgrade, Sarajavo, Istanbul and Baghdad. There are also plans being made to go to Britain and Italy, as well as far as China and Vladivostok. Plans are being made to see the possibility of travel across the Atlantic into the United States, Venezuela and Brazil, and even as far south as New Zion.

OOC: FYI, I don't plan to make them as luxurious as they were in RL, so I am planning to be able to have more people. it will also take at a minimum, four years for all of those ships to be built, twice that long if the Germans start building too

IC: To Ottoman: The price is agreed. You can expect the fleet to be ready by 1930.

OOC: Brazil: I already agreed somewhere. No Paratroopers. Too many trees. But Flametanks would be cool!

IC: To Palestine: It would be our pleasure to send a Panzer II to Palestine. Expect it there by the end of the Month. However, at the moment, the Gewehr 43 is still classified. However, when it becomes available, your government will be the first to know!

Vas Pokhoronim, acting on behalf of both the Union Supreme Council abd the Revolutionary High Command.

Every mine available has been laid off the beaches and in the roadstead, and the last Nationalist motorboats are finally sunk after driving off repeated attempts by the enemy to check for mines.

Several transports and several dozen small craft are offshore as well, as dawn breaks, the small craft head toward the shore, crowded with French and Russian marines (6,000 in all, in 12 assault battalions).

It was a textbook perfect assault, and something new in the annals of warfare, for even as the paratroopers and marines came in, the infantry ringing the city stormed toward their objectives.

A picture perfect scene, until the Nationalists opened fire and the first landing craft hit the first mine.

Then it became chaos.

No one had ever conducted an amphibious assault against a defended beach in modern history, and the reason became clear why it was risky when nearly 30 landing craft were blown apart by mines or hit by shell fire before they even reached the shore. Nearly 100 more were damaged, and in all only 50 boats managed to reach shore undamaged. Their Marines stumbled out, and in some cases found that they had only reached a sand bar and water chest deep or higher was between them and the actual beach. Not a single boat actually made it into the harbor, and the warships offshore fired as best they could, but without communications, they couldn't reach hidden batteries.

Of the 6,000 Russian and French marines who started, only 1,000 were still on their feet after the first hour. With their leaders mostly dead, without communications, and most of them scattered and disorganized, they could only cling to the beach and hope someone else won the battle and rescued them.

At the end of the battle, only 600 Marines and 1,000 Paratroopers would walk out, and most of them were wounded. The rest were dead or missing.

OoC: Well that sucked.

IC
The entire Red Army Marine Corps, dead and living, is declared "Vanguard of the Revolution" by the Union Supreme Council, a decoration is minted for them, and the survivors and their families (and the families of the fallen) are extended a number of special privileges by legislation. [OoC: I guess the Communists just invented a knighthood . . . how interesting.] Those who performed particularly well, of course, are granted the order of "Hero of the Revolution."

All survivors are interviewed as to their perspectives and positions in the battle, and their input is taken into account for future operations. Those who remain in the military after this (after taking such losses, any who wish are allowed to retire) are promoted to noncoms and officers, and made into a cadre for the new Workers' Red Army Assault Corps, which will include both Marines and Paratroopers, both Russians and Germans, and will be open to recruitment only to troops which have seen active duty, and voluntarily at that (recruitment will be incentive-driven, at least at first - if shortfalls are too large, we'll experiment with other methods).

Sure I will order around 200 of the tanks, with maybe 45 equipped with the flamethrower attachement? And also, I realise you said no paratroops but we wish to adapt the para's for our terrain. They could train in Germany and then be adapted for Brazil. If anything, the fact that many parts of Brazil are so isolated could work to the para's advantage. Enemies encamped in an area far from any roads would not expect the appearance of paratroops from the sky. Please consider training our paratroops in Germany, we can provide the rest of the training in Brazil if you show our men the basics in Germany.

Deepest Regards,
The Brazilian War Department.

The Worker's Republic would be glad to assist Brazil in its contruction of a new army with tanks. We are also willing to change our minds about a paratrooper regiment. We plan to send a battalion of Paratroopers to Brazil to practace. After studying the terrain, we will be able to assist Brazil in construction of its own.

To: The Left Hand
From: Cho Hyang-Dan, Korean Workingman's Party

The election that has recently installed the capitalist Coalition Government in my homeland is troubling, for it spells possible disaster for our efforts to bring true democracy to Korea. Indeed, one of our men, an agitator by the name of Kim Il-Sung, has been arrested already for speaking out. I fear also that our seats in Congress will become meaningless, for the Progressive-Capitalist Bloc in power will undoubtedly ignore us and pursue policies that will prove threatening to the people.

To this end, I humbly ask our Comrades in Berlin for support in organizing the Party in Korea and in building ourselves up, so we may have a voice in the future of an independent Korea free from oppression by the capitalist, lest the capitalists, especially those in Japan and America, will conquer us, and bring the plague to our fellow Comrades elsewhere.

Secret IC:

After witnessing the destruction of the fleets of both allies, the Left Hand has begun a new approach.

All Battleships in the Baltic will be converted to Carriers. Plans are made to take what remains of the Union Battleships to do the same thing. Requests are sent to the French for the same to occur.

Thus, Shipyard construction will go as:

Russian Shipyards: 85% U-Boats, 15% other
German Shipyards: 67% Carriers, 10% U-Boats, 23% other

The Worker's Railroad Commission has placed a report declaring the need to extend the Siberian Railroad part of the Railroad. Thus, plans are being placed to add more lanes along the path from Paris to Beijing. They are expected to be completed by January 1926. They will effectively double the amount of shipping that can occur between Pact Nations.

Your navy points out that building a large number of carriers without escorts is a potential problem. After all, the Russians are claiming they sank one of the Japanese carriers with a submarine attack during the Battle of Tsushima

(they didn't but claims from both sides are always exaggerated at least a little bit)

Dear Kaiser,

The Goverment of Hungary requests aid in fighting rebellion that has swept across the nation. The Right-Wing terrorist groups 'The Arrow's Cross' is threatening the freedom and safety of the Hungarian people and must be stopped. Our two nations have not always gotten along to say the least, however, I hope that our two nations can work togther in the name of Socialism.

Your dearest friend,

Prince Maximilian Hapsburg, Acting-Kaiser

Cross-Posted from the Russian News Thread

To: Union Military High Command

I humbly request your help in my nations time of need. As you know, Hungary has been rocked by a civil war, one that still existis, if only in the occasional raid. However, this conflict has left the Hungarian military heavily dammaged, already forcing ust to reduce our army by on Infantry Corps. The point of this telegram however is this; if Hungary is going to be able to aid the Pact in its fight against the LTA, it will be neccessary to expand the Hungarian armed forces. What I suggest is this:
Increasing the size of the army by 2 Infantry corps (doubling its current number of corps), one Mechanized corps (doubling the current amount) and adding a Headquarters unit and if at all possible (a.k.a I would really like this if you can spare the points but not neccessary) the creation of an Alpine corps.
This would not only allow Hungary to aid your forces in its conflict, but allow it to finish putting down the rebellion in its own lands as well. Thank you for considering my offer.

Sincerly,
General Aurél Stromfeld

The Ottoman Goverment request to buy the following from shipyards

2 Battleships
4 Battlecruisers
6 Cruisers
10 Destoryers

Please tell us the amount of funds that are needed to build these ships, we will send as soon as we can.

OOC: This was placed before the war, and now we have time to build it. Consider it a confirmation. I just need to allocate the points to do it.
