You won't believe this. I just finished talking to the Chronosian Emperor. That guy gave me the best stuff, man. Seriously!
I especially loved the idea of Supersoldiers, "Space Marines," he called them, like that old Warhammer 40K game we used to play. Seriously, if you let me have an entire planet for this stuff, I could make an entire army for you. One that could win wars.
What I propose is an elite legion of troops called the "People's Guardians." Let's say, one legion per system. They'd be made from the DNA of "Primarchs," basically Superman-type guys, so they have superstrength and all kinda powers. They would act as special forces, and as a first reaction unit for any kind of emergency.
What I hope is to get, like, several hundred thou made per legion, and split them up into seperate groups from there on. The cost: probably New Dornalia's best fighters. We'd have to do some kinda Street Fighter-type competition to get those dudes, then aug them up with all kindsa goodies. They'd head each legion.
Cost is, say....USD$100,000,000 to set up the cloning facilities, and about USD$650,000,000 for the games, and a whole planet to myself. How is that?

Now, 8 people had finally been selected-the competitions had been worth it, keeping the public occupied while they looked for the best. Now, the people thought that the winners were going to vacations in Luxembourgia or Mars.
A lie. They were being escorted to a site on Luxembourgia, where a series of augmentations, designed around the custom strengths of each user, accenting the people generally but enhancing their good points specifically, were being prepared....

The team of scientists minded the tanks with the various cultivated supersoldiers inside. The fruit of months of DNA extraction, augmentation, and other refinements (initially perfected by the dark graces of the Chaos Marines), they were growing nicely. Those that weren't complete were still getting their Black Carapaces and spare organs; those that were were getting indoctrinated, and trained in the arts of war.
As expected, a few did better at certain parts than others. Those cloned from Tadanobu's DNA had a higher percentage of snipers and enjoyed statistically higher accuracy, if somewhat weaker close combat skills, those cloned from Shackleford's DNA were paranoid, but they stuck together and when they could be martialed, were exceptionally good at infiltration and survivalism. This form went on for the various men and women cloned or otherwise modified using the specific parts of the Primarchs; the process had the intended effect of imprinting the skills of each one onto their particular chapter, if it did have the unintended effect of skewing their personalities towards those of the Primarchs themselves somewhat.
Still, things looked bright. Marshal Shinseki inspected a few of the new Guardians, he was amazed at their abilities. He left, pleased with the progress of the project.

Two entire legions of Marines had been cloned so far, some 200,000 were cloned, trained, and ready for battle. They had been given the best weapons; the Chronosian Emperor's gifts had included many advanced infantry weapons such as Plasma Guns, lascannons, and chainswords.
Bolters, the traditional Space Marine weapon, were not part of this mixture. Shinseki had shared the opinion of many Red Army and NDPN officers that the age of "slugthrowers" as bullet-based weapons were dubbed, was over. The standard issure weapon of the People's Guardian would be a railgun instead. They had superstrength, so they could carry it.
Of course, it would take several more months to make this railgun, so he had a nearby Military Reservation, MacAllister MR, cook something up.
Meanwhile, more men were being cloned.....the limit was 100,000 Guardians per Legion. But that was definetly more than enough.

Now, the legions were complete.....they would be shipped to their sectors.
The 1st Legion would be shipped to guard the Solar System. The 2nd, New Magnitogorsk and New Wuhan. The 3rd, Luxembourgia and the Kol'tssein Special Area. The 4th, Tau Ceti. The 5th and 6th, the New Territories. And the 7th, the other planets not on the list. However, though these were their assinged zones, the inherent qualities of each Guardian unit would ensure that frequent contact and coordination between the Legions would happen often.
The New Arzamas-24 Center would still churn out Guardians of these types....and none too soon....

OOC: Listings of personalities:
1st Legion, "Defenders of the Faith"- All around force, equivalent to the Ultramarines.
2nd Legion, "Shadow Dancers"- Guerilla style force, specializing in hit-and run attacks with lots of mixed firepower (heavy units and light infantry). The fastest moving of the Guardian factions. Specializes in using captured enemy equipment as well as their own. Deploys more Scouts than usual.
3rd Legion, "Fire Dragons"- Experts in close combat. Know kung fu to the max, fast and agile. As such, are terrible at long range, carry guns but prefer not to use them unless needed.
4th Legion, "Iron Valkyires"- Long distance combat masters, reliant on artillery and snipers to finish an objective (but also will not hesitate to use tanks and infantry as well), despise close up combat.
5th Legion, "Sons of the Acolytes"- Force sensitive, basically bulked up People's Acolytes that focus more on combat powers. Paitent and cautious, good at both long and close combat.
6th Legion, "Jackasses"- Extremely tough constitutions, with above average healing rates and dulled senses of pain. Extremely creative in tactics, very unorthodox fighters; they are demolitions nuts and pyros. Anarchaic; have been known to grind on enemy tanks in tests using skateboards.
7th Legion, "Warped Legion"- Known to carry drums and electric guitars into battle tests, which they smash on enemies. Extremely psychopathic and easily angered fighters who charge into battle and spray and pray at the slightest provocation, they seem to be driven by loud music. They love heavy firepower; in tests they were infamous for acts of overkill.
8th Legion, "Iron Monkeys"- Paranoid, they often spout crazed gibberish and have an inherent distrust of authority. However, they are also experts at gathering intellegence, sneaking into enemy territory to gain information. They are nigh near invisible, being masters at stealth. They love guns, and are second to the Valkiryes in their marksmanship, should an op go wrong.
