Small country's foray into recreational drug sales for economic gain.

Today the small Northern Pacific country The Theocracy of Willivine's
legislative body called the Collage of Deacons announced a highly controversial plan to boost it's economy through the state manufacture and shipping of narcotics and other drugs. The plan outlines for the construction of several factories and farms to be built over the next seven years for the production of Absinthe, LSD, GHB, Morphine and several other non medical drugs. The country has also committed to several major public works projects to revamp it's harbors and warehousing abilities. Furthermore it will be heavily investing in IT infrastructure, because it plans to sell the products through a government run and funded web site.

When asked about the Collage of Deacons plans, Willivine's secretary of the Interior, Friar Esopi Lu Duan said the following.

“We in Willivine are doing nothing new here. Despite western nations talk of a war on drugs, billions of dollars are generated in their countries through their sales. In Germany and the Czech Republic there exist companies who sell absinthe on line, with state approval. In the United States there are on line companies and groups who sell so called medical marijuana. Drug policy and control in these countries is such a joke that medical grade morphine can be obtained on line with little or no problem. The reason they tolerate it is because it keeps money in their own economies. So why should our country, which has never in it's history had a drug control policy be denied this economic chance on part of larger nations hypocritical laws and politics?

If they don't want our product in their country, then let their customs people handle it. As far as we our concerned, on line sales are a totally free trade zone. Therefore our government has the right to trade with anyone through it, whether another nation or private individual.”

Buyers will be able to bill sales to all major credit cards through a secured website. Which in turn will be “discretely” noted on their statements through a third party, as to avoid the interest of the consumer's domestic law enforcement groups.

While several international groups and nations have said the plan invites disaster, calling it in one DEA official's opinion “state funded drug running”. Many others have said it will also invite terrorist groups to come to Willivine to start fund raising operations. Friar Esopi Lu Duan addressed their criticisms as well.

“That is just unfounded propaganda against state funded and controlled drug sales. I mean think of the source? Big pharmaceutical companies who's market shares we will be cutting into because our product is what people want, not some chemically synthesized “happy pill” such as Zoloft. Or drug enforcement bureaucrats in other countries who's jobs depend on their citizens believing the illegal drug menace.

Our drug manufacturing and distribution will be the official product of Willivine. We are staking our economy on this, why would we let some radical terrorist group move in and tamper with that? Our why would we not go to the greatest length to ensure our product is safe, and comes to the end user with minimal risk? These are just the unfounded allegations of western governments.

We here in Willivine will not be having any terrorism problems. Our military is quite prepared to wage complete war on anyone who attempts to compete with the government within our borders when it comes to the manufacture and shipping of drugs.”

Seeming to support his claim is the attached legislation the Collage of Deacons passed making it a capitol crime to produce drugs for international sale in the country without the governments consent, punishable by death. And the enforcement of these laws being given to the countries military forces. As for where this radical economic gamble will lead, only time will tell.

We are willing to buy 10 tonnes of morphine. Having much subsidary money ($600 Billion approx.) this should be a good oppurtunity to have prussiatopia as a country to be dependent on, for economic gain.

Also if you don't mind, the military is placing food stuffs and grian into your nations cities so that you don't worry about having to grow your own, or becoming rich... Also we're coming in with old educational resources from school supply coubards, that were used before our educational system was re-formed. So you have no need to worry about that either.

So what they are actually referring to is how the Collage of Deacons is meant to reflect the diversity of the people of the Theocracy of Willivine's population. And bring them together for the benefit of the nation.

So next time someone tells you your countrymen can't spell. Refer them to this fact, then stare at them as they realize their attempt to make your nation seem uneducated and ignorant, has in fact been a reflection of their own.

Upon announcement of Willivine's new economic plan, government leaders in Prussiatopia made clear efforts to start a economic partnership with the small country. Sending much needed food and educational materials to the small island nation. While Willivine immediately granted the Prussiatopians most favored nation status in trade. Thereby gearing their entire fledgling morphine industry toward filling the other countries order for ten tonnes.

Many in the Willivine government had believed this new economic direction would be successful. But were not expecting this fast of a response. As they were just started the plans to build up their drug manufacturing facilities. But rising to the challenge, the small nation is already making efforts to bring in international consulting firms to help it bring it's drug manufacturing facilities up to par for large production and international distribution.

Until such time as your government learns to respect the sovereign right of other nations to pass legislation prohibiting the sale of harmful products, we will be instating full trade sanctions against Willivine, and we will be prohibiting all vessels and aircraft bearing the flag of Willvine from entering our territorial waters and\or airspace to prevent any possible smuggling operations.
Any Willvine vessels\aircraft attempting to violate Shildonian sovereignty will be fired on. We take these steps merely to ensure our sovereingty in the face of the state sponsored smuggling operation that is Willvine.

Reviewing a diplomatic communication from The People's Republic of Shildonia, members of the Collage of Deacons had a securities and military briefing. When asked about the substance of the meeting, Deacon Thomas MeCarlo replied.

“Obviously when a nation of over five billion addresses a nation of about five million in such strong language government must stop and ask some questions. While we are not inclined to view the Shildonian stance as a threat, just a notice of their border policies toward our nations products. We as a responsible legislative body had to meet, and determine what, if any, possible risk this posed to the country and it's people. However I do not feel this is such a major issue, as we were expecting these type of responses when we chose this economic plan for the country.”

Still though, Willivine police and military forces have chosen to take some minimal actions. At Besgana airport in the capitol city, citizens of, or people connected to, the government of Shildonia are not being cleared through customs. Instead they are being put immediately on return flights from their points of origin. While everyday Willivine citizens seem to share their governments expectancy of replies like these. Some specifically addressing the Shildonia statement. When asked about his view on the matter local government official Matthew Somas had this to say.

“You know, give me a break. Shildonia is a country that drafts twelve year olds. And they are worried that what little drugs we produce here are going to kill their kids? Last time I checked it was hard for a kid to get a credit card, where has there they give the children rifles? I am glad we are not able to buy either their wine or cars here. Who would want to do trade with a country like that.”

However some alarmist voices within the Willivine government are strongly urging the Collage of Deacons to enact legislation soon to make sure no shipping can be blamed by another nation of the tiny islands government. When asked for his opinion General Kahfkin, head of internal security has this to say.

“We must take every precaution to ensure the lives of Willivine citizens. If that means we will have to pay third party shippers to move our product to certain other countries, then that is what must be done. Better that then to see our workers shot down, or sunk at sea.”

In response to recent statements from the Willivine government suggesting they intend to persist in their efforts to smuggle illegal goods into other nations we feel obligated to take further action to safeguard our sovereignty.
To this end, we will now be mounting constant patrols in the airspace around Willivine by unmanned surveillance aircraft, including QNR-157's and QR-81 Global Surveyor's. Any vessels seen leaving Willivine will not be permitted to dock in Shildonia until a comprehensive search has been mounted by Customs officials to ensure no contrabrand is being smuggled into the country. In the interests of international cooperation, we will be more than happy to share the intelligence gathered with Isselmere, as well as other nations who wish to ensure their borders remain secure against the Willivine smuggling operation.

His divine majesty, the benevolent Veneficus I, Prime Archmage and High Priest of the Commonwealth, Voice of the People, has issued the following statement in response to recent news reports from the Theocracy of Willivine.

We have sent a delegation to the Theocracy of Willivine, with the intention of opening formal trade between their nation and ours. We have no legislation prohibiting the use or sale of recreational drugs within our own borders, and would seek a mutually beneficient arrangement with a nation which produces these narcotic substances. While our own economy is fragile, we can supply medical supplies and replacement organs, as well as medical training.

We are also sending a trade delegation to Prussiatopia. We have a potential market for Prussiatopian artwork.

The Commonwealth of Druids and Wizards no longer recognizes the sovereignty of the Peoples Republic of Shildonia. Shildonian diplomats, tourists, and business people are granted 48 hours to leave the Commonwealth. Those who choose not to leave will be deported.

Being only a minor economic player, it was with great trepidation that the Taldaani Economic Department read the news about this new narcotic producer. Recreational drugs were easily Taldaan's largest export, boats packed to the bulkheads with chemical thrills leaving the docks every day. Case upon case of pills, huge sacks of leaves, crates of bottles. Naturally it was all of the highest quality, government regulations were strict indeed when it came to purity. It was often said that Taldaan is the safest place in the world to buy drugs, and those who said it were probably right. And now they had a potential rival.

Of course, Willivine simply didn't have the workforce to produce as much as Taldaan, but they could still pose a threat in the future. Best to kill that now. And so it was that economic warfare began. It was a double-pronged attack. On one hand, prices of all Taldaani recreational drugs slipped to just below those of their Willivine counterparts. Meanwhile, information was spread like wildfire across the world by both word of mouth and the internet, messages blossoming across chatrooms and message boards slamming both the purity and potency of Willivine narcotics, while at the same time promoting churil vine (ooc: a plant only found in Taldaan. Its a drug.). They weren't so direct as to promote Taldaani drugs, as that would only reveal the source of attack, but as churil vine only grew in Taldaan those people who bought it would be adding directly to Taldaani coffers.

First, they won't attack me, they give me 10 - 15 tonnes of drugs, I give them cheap artwork, household items, and other products that even hasbins can now afford in these countrys thanks to prussiatopia. But okay, however, a small MANDATORY inforced fee (polar union constitution, arcticle 15: trade deficit prevention act) of a meer $2,000,000 sum is required. Trusting your economy is large, it's like paying 1 penny for a chew using the $25-50 amount of pocket money you have, resulting in you only having $24.99-$49.99, which is still a lot. Anyway, enough metaphorics, bottom line is importing is cheap, may not be free, but one-time and cheap! You accept?

The People's Republic of Shildonia with it's announcement of a unmanned aircraft campaign to monitor shipping activity from the small nation of Willivine met with some mixed reactions from the smaller nation. Secretary of the Interior for Willivine, Friar Esopi Lu Duan had the following to say.

“I don't understand what they hope to accomplish here. It seems to me to be a crude bullying tactic. And a great way to start a conflict. I mean what if one of their unmanned drones tags a traffic air liner as carrying our product. Reports it it to some over zealous anti drug country, and they blow it out of the sky? Or what if Shildonia goes a step further, and arms these drones, and one of them attacks one of our ships in international waters? The only thing to call actions like this that brings countries needlessly closer to conflict is plain old stupid.”

While Deacon Ishaml Bejan of the Collage of Deacons introduced a resolution this morning. The resolution calls for their to be a “No Ship” guarantee to any nation that formally request it through the Willivine State Department. The resolution barely passed in a thirty two to twenty nine vote. When asked why the resolution was introduced Deacon Bejan replied.

“This is just a responsible step to be taking. We will be saying to other nations that we are willing to respect their borders. Furthermore we will be working to see how to go about blocking citizens in “No Ship” nations from even seeing and ordering off the web site. While it won't guarantee that none of our product will enter their country, it will show that we do take reasonable steps to prevent it on our end. Which when you think about it, is a hell of a lot more then nations that produce firearms and other weapons for export do. So I am sure this is a step to make the majority of the international community relaxed on the issue.”

Another issue facing the nation was a sudden blitzkrieg on line about the poor quality of Willivine's drug products. This in context with The Obviously Satirical Republic of Taldaan suddenly dropping their drug product prices did not go unnoticed in Willivine. Commenting on the matter Willivine's secretary of the Interior, Friar Esopi Lu Duan said this.

“This is just mind boggling to me. It makes absolutely no economic sense at all. They have a established drug exporting industry in their country. Why they would even bother to go to this length to compete, or try to force us out of it when our share of the market would be quite small in comparison just shows what happens when a bunch of greedy big business runs your nation.

In the end though it won't work. People will try our product, see it is of high quality, and decide whether or not to buy it. We won't be trying to compete with Taldaan, we quite obviously can't. But they sure stand to loose a lot by lowering their prices like this to compete with such a small competitor. We are in this for the long haul, and won't be stopping. So if they want to waste the resources of their nation on such tactics, let them. I find it funny though how we have not heard a peep out of Shildonia about a larger nation like Taldaan's activities in the same area.”

Also today members of the Collage of Deacons personally turned out at Besgana Airport in the capitol to greet and welcome a delegation from The Commonwealth of Druids and Wizards. Government officials in Willivine were eager to get trade talks underway with the nation. As they hope to establish the best relations possible for future economic growth. Despite some of the political pressure they have been facing lately on the international stage.

Further joining the condemnation of Willivine's new economic plan yesterday was The Corporate Dictatorship of Red Tide2. Which gave a very strong statement that clearly laid out their intention to fire upon aircraft and ships from Willivine. Government officials in Willivine felt confident that their “No Ship” resolution though would do much to curb further international pressure.

Also in the capitol, citizens rejoiced as the first shipments of electronics and medical goods arrived from Prussiatopia. On a island were the majority of people have never owned a color television, there was a sense of progress in the streets.
