Describe your nations Government

My nation runs under an elected parliament overseen by the president who is the leader of the party with the majority in the parliament. The President is incharge of over seeing all decisions made within the parliament and holds the right to appeal for the stop any act, passed by parliament, becoming law to the high council. Who can, in turn, stop any act becoming law if it is allowed by the Emperor, leader of the high council. All acts, before they become law are passed to the emperor who decides weather or not they become law. Only in extreme cases can all appeals and checks by the president, the High Council and the Emperor be by passed. This has only happened once during the Manucian-Xvenzic war.

Political

Executive: An elected President chooses his/her secretaries for the departments that supervise and advise the councils. Elected councilors supervise and advise the President.

Legislative: 10 elected senators from each of the five states rule over major issues, an issue must be passed by the senate in order to move on to the Congressional Delegation (House of Representatives)

20 elected delegates from each of the five states rule over minor issues and tax laws, once a bill has been passed in the senate, if it passes in the delegation it will move on to the executive branch. The president can accept it, where the councils may overturn his decision and veto it, returning it to the Congress. If 80% of the Congress passes the bill, it becomes law.

If the President elects to veto the bill, the councils may not overturn his decision and a 70% vote of Congress has to vote for the bill for it to become law.

Judicial: 3 elected judges from each state precide over federal court cases, the New Hivez Judicial Administration (Supreme Court) also determines the meaning of passed laws, and if they turn up as 'unconstitutional', the Supreme Court may file a hearing with Congress to debate the law, and render it null and void. It requires a 75% vote of all judges and a 90% vote of Congressmen/congresswomen to render a law null and void.

===========

Economical

Several Mega-Corporations dominate the Vuhifellian economy, and directly influence Vuhifellian politics. If a law is passed that the Mega-Corporations don't like, they may file a hearing with the Supreme Court, explain their case, and, if it directly affects business in a negative manner, or if it restricts the free enterprise system described in the constitution, the Supreme Court may file a hearing with the Congress about the law(see above)

Its confusing stuff right? Well now you know how I feel whenever I RP'ed with Quiblechistan.

Yes very confusing. I thought my system was easy until I had to write it down, then it became complicated.

Executive: A Dictator(Title: Valdun) who decides which bills become laws(unless he's overridden) and controls nearly all aspects of the other branches.

Legislative: composed of the Parliment which has 500 members. Makes and proposes laws. Made to keep the people happy by letting them vote for whichever one of the head party's puppets they want in. Lately, though, the Parliment has become more...free-thinking.

Judical: A supreme court who's job it is to "nuetralize" decisions against the will of the Dictatorship. But they too have become free-thinking as of late. Lower courts just are just puppets

Gelfland
05-07-2005, 23:01
well, gelfland is kind of unusual, if for no other reason than the social structure, resulting from several waves of colonization by different groups caling themselves by very similar names, as far back as we can tell, the island was originally colonised by gelflings fleeing genocide at the hands of n evil race known onmly as the Skekses.
many years later, a small band of genetically engineered creatures seeking freedom from their creators found the island. they assimilated into the native culture fairly readily, exept for their exploration of the ancient ruins, regarded as too sacred to enter by the gelflings.

the end result is basically, a three-party system, currently, a historian/ radical coaltion ids the ruling ggroup, however, that may change at any election.

Executive: Two consuls elected for 8 years by recognized members of the seven ruling families. Holds veto.

Legislature: Elected by the general population, half of which must be of the seven ruling families, one house

Cabinet: Positions are held for 5 years, put forward by the Legislature.

Judicial: Same as Cabinet

no on is actually in charge of my country

in my government, any citizen can put an issue up for disscussion and then any one can vote on it for 15 days(using the internet, there are public computer terminals everywhere)and after the 15 days, the issue is put to rest for a month and then may be revived up to a year later

Executive: An Emperor, a purely ceremonial title, elected by the people until they tire of him/her and call for a new election. The emperor can pass or veto and introduce bills unless over-ruled by the Senate.

Legislative: Composed by the Senate, the only house in the legislative system. The Senate has one senator to every province or state of the empire, regardless of the population, totaling 70 Senators. Like the emperor, they serve until the province or state they represent tires of him/her and calls for a new election. The Senate can introduce and/or vote on bills, declare wars, and can even over-rule the emperor's veto, all by a majority vote.

Judicial: VERY powerful. The Supreme Court has seven elected judges, one judge from every grouping of ten states or provinces, and, like the senators and emperor, serves until the people wish to call for a new election. Fair trial is required no matter what the case. To declare laws unconstitutional, a vote requring 5 out of 7 judges is required. The lower courts are also powerful, but are mostly puppets of the Supreme Court.
Fatus Maximus
05-07-2005, 23:34
Fatus Maximus’ government is simple, with the people themselves featuring the central role in the decision-making process. The way it works is this: the people give a large part of their income to the government. At the government’s weekly town hall meetings, to which all citizens of that particular city are invited to, the people would tell the government how to spend it. Usually this is followed by a highly educated but young and inexperienced government public relations official’s attempt to persuade the people there were better and more practical ways to spend their money. This is usually followed by the people at these town hall meetings throwing large amounts of rotten fruits and vegetables at the above mentioned public relations official.

The executive branch of the government, located in Fatopia, usually decides what issues to send to the town hall meetings for discussion, but the people can call for referendum at any time to address issues not endorsed by the executive branch. These meetings typically end in a consensus, but should a particularly divisive issue come up, the citizens can decide it with a 2/3 majority vote. They then appoint a representative to carry out their wishes in Parliament at the end of the week- either by consensus or a simple majority vote. A new representative is elected each week, and a citizen cannot serve as a representative two consecutive weeks in a row. Every four years an election is held on June 30th, Election Day, to elect a new Prime Minister, whose policies will determine the course of the issues over the next four years. Prime Ministers can serve as many consecutive terms as they can win, and the Prime Minister selects candidates for his cabinet, with Parliament’s approval.

Political parties in Fatus Maximus are organizations that citizens join to ensure their voices are heard in town meetings. Parties agree on an issue before a town meeting is even held, and go into them united against any opposition. The ones whose members have the biggest lung capacity usually win. They are usually informal and each city or town will most likely have three or four ones unique to that area. There are, however, several large inter-city parties, and it is from these that candidates for the Prime Minister’s office usually come from.

Executive: Ruled by a Kaiser. Whom has absolute control over all affairs of the state. Kaisers are generally like other monarchies, where a royal family assumes control and each heir assumes the crown.

Legislative: This branch is primarily a means to ensure the rival families don't attempt to break away from the Kingdom. There are fifty members of the "Kaiser's People Advsiors". And the title of this organ is also what it is, simply adivsors to the Kaiser.

Judicial: There is no "Supreme Court" in the sense of the word, due to bad past experiances. There are smaller courts. Though if an issue reaches up where it is appealed in its Provincial Court, it is sent before the Kaiser for his judgement on the matter. He is the head of the Judicial Branch as well, and if he agrees or disagrees with whatever is sent before him, it is the ruling and cannot be appealed anymore.

"If one were ever to 'theoretically' learn of the Camarilla, perhaps from an intercepted document sent by a powerful Prince, this is what they may read..."

Greetings to you, Childe.

I write this letter to you to explain the organisational structure of the Camarilla to you, so that you might function as a more productive member of our society in the future. This organisation is many times older than you or I combined, and reaches every corner of the globe; however I will attempt to simplify it as best as I can -- you are new to all this, after all. But you must learn it if you expect to survive, or gain any sort of position of power.

To begin with, all Kindred serve the Inner Circle -- an elusive gathering of representatives from each of the clans. The seven members of the Inner Circle are immensely powerful and extremely old, and they have lived so long for the simple reason that nobody, not even I, knows where they are. The general assumption is that each is the oldest and most powerful Kindred of his or her clan -- they are thought to be the most powerful Kindred in existence, assuming antediluvians do not exist of course.

The only way the Inner Circle contacts the outside world is through their Chancellors. These are the most powerful Kindred you are ever likely to meet, or want to meet. When they speak, all must listen. Their word is that of the Inner Circle itself, and to disobey would be heresy of the highest order.

To ensure that our laws and traditions are obeyed, the Inner Circle also appoints seven powerful 'Justicars', whom are the ultimate authorities in our society aside from the Inner Circle Elders themselves. Should anyone break our laws, their punishments are harsh, swift and decisive, and can only be appealed by other Justicars. While local Sheriffs will generally handle most petty crimes or Masquerade breaches, the Justicars will usually deal with more powerful criminals -- rogue Primogen or Princes, for instance.

Princes such as myself and others like me are rulers on a more local level. I am the overseer of all Kindred in an entire nation, while other Princes may rule over anything from a small town to a sprawling metropolis. A Prince is normally the oldest and most powerful Kindred in that domain, and typically appointed by the Primogen Council of the area. Although leadership challenges are not unknown, with the support of the Primogen a Prince is largely invulnerable to such threats.
My powers are fairly flexible; provided I do not break any of our standing laws and traditions, nor any rulings from the Inner Circle or their Chancellors or Justicars, I can make or break whatever laws I see fit. Any Kindred entering my domain are expected to make their presence known to me, lest they be considered the Kindred equivalent of illegal aliens. Then they will have the Sheriff, or perhaps his Scourge, to deal with.

The Primogen Council are theoretically supposed to restrain my powers, yet in practice they serve as little more than advisors. If there is no Prince in a domain, however, that domain can be ruled by the Council until a suitable Kindred arises for the position. There is such a Council in each domain, and it usually consists of a representative from each clan in the area. These Kindred representatives are usually local Elders from their respective clan, and they often try to push issues which directly affect their own clan but no other. A Primogen is typically the oldest Kindred of their clan in the domain, and as such are generally referred to as that clan's local leader.

Of course, I cannot forget my 'Seneschal'. Second-in-command to myself, she makes decisions for me when I am otherwise unavailable. I usually concur with her decisions, but on occasion I am required to, and able to, reverse her rulings or re-write them as I see fit.

And then there is my Sheriff. He maintains law and order within my domain. If a Kindred breaks the Masquerade, or any other code, whilst in my domain, they will receive a short and unpleasant visit from my Sheriff. He is a very powerful Kindred, and is even more powerful than some Elders. He has the authority to detain, question, judge and punish any Kindred within my domain he deems necessary, including the Primogen and the Keeper of Elysium. He cannot, however, impose laws on nor resist orders from Justicars, Chancellors or members of the Inner Circle. In short, the less you see of him the better.
My Sheriff has the power to appoint a Kindred as his 'Scourge'; these seek out Kindred who do not have my leave to be here. They may also appoint deputies, as in a large domain such as my own policing it single-handedly can become taxing.

Finally, the Keeper of Elysium. 'Elysium' is an ancient tradition dating back well before the founding of the Camarilla. Basically, Elysium is neutral ground where no violence is permitted whatsoever. Nearly all Kindred recognise and respect the tradition of Elysium whether they are part of the Camarilla or not. The Primogen Council will usually meet in a designated Elysium area. The Keeper of Elysium, then, has the power to 'put down' anybody attempting to cause trouble, and he often works closely with my Sheriff to ensure these safe havens remain just that -- safe.

The tried and trusted organisation of the Camarilla dates back many, many years and will continue to exist for the foreseeable future. It is a flawless organisation, one which I am personally proud to serve. As you should be, Childe. Good luck in the future, I hope you do not meet Final Death before your time.

Signed,

Molyneux

Even The Queen must bow to the favored one, the one Kajeenithite, that has earned the Dark god himself's favor. The favored in turn must Bow before Kajeenith, The Dark God.

Kajeenith bows to none, Mortal Deity, or otherwise. All will Bow before the throne of darkness or be sacrificed To The Sacred Powers of Darkness. (Kajeenith.)

Kazecistan

Kazecistan is run by the High Council. Its members are elected for life, although they may impeached by popular vote of the people every 5 years. The members come from the two branches, Internal and Foreign. Within each branch are 2 sub divisions, for Internal they are Enforcement and Development. For Foreign they are Diplomatic and Military. Each sub-branch has many departments, in the Military, they are the navy, army, and special forces. Other Sub branches are much more complex (and I'm too lazy to ype it out). The Internal branches much bigger as the government owns and builds all structures and land as well as controls all industry. The government employs most people and those who aren't buy their products and rent their space from it. A modified communism.
Warhaven
06-07-2005, 01:43
Warhaven has diffrent civilizations under one banner.

The Slivers of Warhaven all Listen to The Queen Sliver. The Queen Sliver rules with the Knowledge, advice, feelings, ETC of all the other Slivers due to the Hive Mind.

The Queen has absolute rule of The Sliver Hive, however, she bows to Warfare's Favored Follower, currently A Paladin named Rahegalhoff.

The Followers of Warfare, the individual citizens, bow only to Rahegalhoff and Warfare himself, everyone bows to Warfare.

The diffrent Guilds of Learning, Druidry, Rangerhood, Wizardry, The Paladins, The Clerics, and the Three Monasteries, have mini governments. Each lower class bow to the higher classes, the Teachers of all classes, The Guild Leader, and The Guild Leaders of the other Guilds. They all bow to Rahegalhoff.

Rahegalhoff, was a normal human, however, because of his devotion to Warfare, and warfare's Favor, Rahegalhoff has a greatly extended life. He is a Demi-god ascendant, and has exactly one million years of Life under his belt. He has exactly one million left before he dies of old age, unless battle takes him sooner.

All Paladins of Warfare are known for their truthfulness and fairness. They are all loyal, and by shear instinct, always leap to defend the innocent, and the weak, even at the cost of their own lives.

Rahegalhoff in Particular, is more of a Paladin than regular paladins. Something that will be explained in my Factbook. Link in my Sig.

Warfare is the absolute authority of Warhaven. What he says, is Law.
Warfare, is a God of Holiness. all his actions are taken with the greater good in mind, and has died five times protecting the Weak and innocent.

At first, durring our ancient history, people had the best freedoms, political power, fairness, and a very good noncorruptive voting system..... Untill a few thousand years ago (note this is historical refference).

Currently, The Galactic Empire of Huntaer is rulled by Darth Trilkan corrupted by the Dark Side of the Force. He spreds his influence through fear and terror. With this technique, he controls the population and rules them as the Emperor. He allows reagonal governors to control their territories, and if the public decides to aid the rebellion, he will send several large starships to destroy the entire planet just to keep the empire in fear.

That's the basic outline....
Arkanaland
06-07-2005, 03:17
Arkanaland is a former Socialist country, which was led to bankruptcy due to over-excessive Government spending and Taxation. After the fall of the Government, year of Anarchy took its place. Eventually small Governing bodies began to form from the ashes, each one competing for total control of the remains of Arkanaland.

The largest of these groups is the C.C.E., or Coalition of Corporate Entities. They formed rather quickly from the aftermath, building enclosed communities cut off from the rest of the Nation. Providing safety and comfort for Loyal employees, whom in turn, labored in factories.

A few years afterwards, as entire cities began to turn Libertarian and Pro-Corporation, they opened the gates of the enclosed Communities, and now the fine people of Arkanaland, that are Loyal to the C.C.E., enjoy a Tax-Free life within the claimed Territories of The C.C.E..

The C.C.E. currently control the majority of Cities and land throughout Arkanaland, building up their own Military for the protection, and eventual expansion, of C.C.E. Operated territories.

At the far end of the spectrum, there are several groups of Loyal Socialist groups, which control much of the non-C.C.E. controled lands in Arkanaland. They have a meak Military, scavanged from the leftover military equipment of the former Socialistic Arkanaland. Realizing that fighting the C.C.E. in traditional battlefields would be futile, some radical Socialist cells are utilizing terrorist warfare against the C.C.E., sabatoging Factories, and even setting off bombs in and around C.C.E. Corporate Buildings.

They are the bane of the C.C.E.

The Fairlight Children.

The Fairlight Children are a small Cult, operating Communes and generally living peacefully amongst both the C.C.E., and the Loyal Socialists. They formed after Reverend James Hackcotch led his church, and "stole" the congragation of many other Churches, after he convinced them that the world was ending. And that Salvation could only be won in the foothills of Northern Arkanaland...where most Fairlight Children Communes are located.

Anarchy.

There are also groups of Anarchists, most peaceful, acting much like the Fairlight Children, only not as large. Then there are roaving bands of Biker Gangs and more organized, much more militaristic "Road Bandits." They attack and plunder convoys in the outreachers of Arkanaland. The C.C.E. provides protection for both Passenger and Cargo convoys heading for the C.C.E. Operated Towns and Cities that are further into "unclaimed Territories," that affectively act as City-States.
Deep Core Nations
06-07-2005, 03:23
My FT Country is currently classified as a Republic, however the nations in that Republic are ruled over by someone most easily described as a "Military Warlord". Before his arrival, the sector was dominated by pirates and corrupt corporations. The eradication of the former, gave the "Warlord" the popularity needed to claim control of the sector. Some of his recent policies have been regarded as antibusiness, however, which is leading the corporations to urge planetary governments to rebel.

I guess it's quite anarchic.
Fallen Earth
06-07-2005, 05:01
(Future Tech only)

My nation is a "Constitutional Democratic Federal Republic," which means that power is split between local and nation-wide governmets which are elected by the people.

Executive: Elections are held every 5 years. The president is elected by plurality (40%). If there are two candidates who get more than 40% then a run-off is given between the two where majority rules. Note: in a run off, you may vote for "None," and theoretically no one could be elected to the Presidential position.

The president runs the executive much like the president in the US, and has a cabinet which he appoints (but needs the legislative to ok appointments). However, it is more of an ambassadorial and administrative position. The president doesn't usually set the nation's agenda.

Legislature: The bicameral National Assembly consists of the Senate (upper house consisting of 3 Senators from each Militant System; 2 from each Fortified Metropolitan Planet and from each Coordinated Sector; 1 for the Territorial Sectors; and 1 from the military; Total of 75 senators currently) and the House of Parliament (lower house consisting of 800 seats divided among parties by % of popular vote).

Note: the vote for Parliament seats, Senate seats and the Presidency are separate votes on the ballot

Judicial: The Judicial Tribune is made of 9 judges that serve for up to 30 years. The judges are appointed by the President and approved by the National Assembly. The Tribune decides the constitutionality of acts by the federal government.
Colerica
06-07-2005, 05:39
All power lies in the hands of the Emperor. He has the sole authority to make any law, repeal any law, set any tax, declare war, forge alliances, draw up treaties, et al. The closest thing the UEC has to a senate or congress is the Imperial Court, a body made up of representatives, leaders, and associates from all of Colerica's states. They advise the Emperor on decisions and issues and he takes their comments into consideration when doing anything. They have no real power. But running the United Empire can prove chaotic, so the Emperor has his own cabinet -- the core of Magistrates who represent a particular field, among them:

-- Security
-- Internal Affairs
-- State
-- War
-- Funds
-- Justice

and others. For a more complete look at the gov't, see the UEC factbook.
Neo-Litaria
06-07-2005, 20:42
OOC: My government, eh? Heheh...I don't think anyone will be interested as I'm a newbie...or a n00b I guess. But here goes...on the national level.

IC:

General: The Incorporated States of Neo-Litaria is generally a centrist representative democracy (though some left wing an right wing candidates have had been elected to influential positions) where all major officials are chosen directly by the people via a secure intranet protected from potential threats by a vast firewall; hasn't been hacked successfully in it's 20 year history of use. Its laws are created (or terminated) in a bicameral Council; sort of like a Congress. The laws are signed into being or vetoed out of existence by the President (currently George Parr, now on his eighth and final year of the presidency) who resides in the Presidential Residence. After he leaves office, a house is provided in what has been dubbed by the people as "Presidential Acres", though it simply a high end capital residential district. The Judicial branch is governed by the Superior Court and its judges. It handles all national level crimes and civil disputes. Local and regional courts handle regional and city level disputes. A constitution called the National Protocol guarantees rights and sets rules as to government.

Legistslative: The legistslative branch on the national level is a bicameral Council (as previously stated) divided into the House of Citizens, and the Senate. They may propose the modification, addition, or termination of laws as long as the decision is voted within respective House on majority rules. The requirements to run that one must be 25 years old, a Neo-Litarian citizen, and must possess an Associates (or higher) degree in Leadership. Each of the six "sectors" (regions) representatives in this house is decided on population (therefore the region with the largest population has the most representatives). The people elect the lot of them directly, of course. The Senate, on the other hand, is more even: here every sector has two Senators. The criteria are the same as the representatives. By the way, there are six sectors.

Executive: The executive branch is run by a President who’s criteria requires that he/she must be at least 30 years old, a Neo-Litarian citizen, and possess a Bachelors (or higher) in Leadership. He is head of the Executive branch (possesses the same general powers as an American president) and has a single term of eight years to govern. Elected directly. His decisions may be overturned by Superior Court if a group of citizens has lodged grievences.

Judicial: The Superior Court has the authority to modify or add amendment to the Protocol, so long as any such decision is approved of by the Legistslative and Executive branches; if the final decision displeases citizens, they may cast a vote on weither or not to keep the change or addition; the votes are tallied, and majority rules. They mainly concern themselves with national felonies and civil disputes, though. Seven judges’ total, all have a single term of five years. To run for Judge, one must be 35 years or older, be a Neo-Litarian citizen, and have at least a Bachelors degree in Law.

OOC: That’s about it. What do you all think? This is a modern nation with some future tech. If anyone wants to RP me, please send me a telegram.
Endorian States
06-07-2005, 21:13
The Confederacy of Endorian States is an amalgamation of seven powerful, rich countries that bear the same origin. After centuries of war, and alliances against each other, around three decades ago, thanks to one extraordinary man, Aryan Kingston, they've managed to merge together, firstly into an alliance, but slowly they've erased their borders and have become one strong nation. Lately it has been disputed whether the country should change its name into the Federation of Endoria. Though two more states of the same ancient origin remain out of touch to the Confederacy, there may be chances of their joining too.

THE GOVERNMENT:

Each of the seven states has its own government; they are in a state of democratic republic. One representative from each state is admitted to the High Endorian Council, which is effectively the top governing body. The most powerful state has the say, so for now, the state ironically named Endoria, holds The Chair. The current leaders of the Confederation are greatly influenced by the massive commercial entities which exist within its borders. The corporations (after energy exports, national car manufacturing and mining operations) are the backbone of the country's economy, so their desires and needs are mostly heeded by the ruling body. Laws are often brought or revoked solely in their favor. The people have recently started to protest about the corrupt politic the Confederacy representatives have been leading, and it seems that a revolution might come to pass soon. The current head of the Council, Annika Vivien, is trying to prevent a civil war with all her might, investing into the people probably more than she should, which is upsetting the Corporations.

The High Council is followed by the Parliament. All the rules drawn within the council should technically be approved by the Parliament before they can be brought, but in reality, the Parliament is only a formality, it has no real power. The Parliament body counts 300 members and those are mostly politicians from other, opposing parties and former rulers of the States.

The lowest ranking power in the Confederacy is the House of Demos, which is where the people get to have their say. All they can do is give suggestions, complaints and opinions. Whether the government takes heed of any of these is a different matter.

Each city is run by a Sub-Minister, whose actions are decided by the Grand Minister who also acts as Sub-Minister of the Capital. Each Sub-Minister has a council of 6 advisors, with the Grand Minister having 8. They effectively rule the nation, but The Emperor has the right to do whatever he wants with his country and his position is not for election, and never will be. In times of extreme conflict, the Emperor can declare a state of Total Control, by which he and his council of 12 control the country down to the last man.
Snake Eaters
06-07-2005, 21:49
Welll.. it's kind of difficult. However:

Snake Eaters is run primarily by a group of twelve men, known as the Assembly. This is basically the Cabinet of the nation, presided over by the President at the time. The Vice President is always the candidate who comes second in the elections, and the Assembly must represent, equally, the two highest ranking parties.

Under this is the Parliment, that represents the areas of Snake Eaters. Each area elects a representative every ten years. The reason for this length of government is otherwise, their policies cannot take effect.

The Gyrobot Government has 3 departments: International government, Capital Government and Minor Affairs Government

International government is basically our council to decides foreign relations, managment of resources for things that basically affects the international commity, Applicants must be fluent in at 4 languages, their customs and such. We do not want a war over violation of customs, The council Leader is elected by the international community and their personal government with the international voters having 25% of voting power towards their selected leader.

Capital Government manages Law, Economy and Relations with the city and nation, Generally religion or Ideology are highly discouraged against, so the rule of seperation of church and state is certainly applied, there are 2 leaders: Corporate Command and Government Leader: The Government leader is elected by the people to see who will run their government, the Lenster Family has currently a long running record of 5 family members being able to remain elected. The Corporate Command is the leader of their corporations, they have 10% influence over the Capital government. The overall corporation is elected.

Minor Affairs Government is runned by people of their trade or specialty, applicants must have some work exprience in their area to be able to run for the cabinet. Election is once per year and if a governer has gone undefeated for 5 straight terms he is ineligible for the next election.

Skeelzania is organized under an Imperial system, but due to communication problems it is somewhat decentralized. The Skeelz-Kaiser is the supreme Executive, Judicial, and Legislative official. There are no real checks on his power, other than the threat of a military/industrialist coup. People generally just hope he isn't crazy and hope for the best.

Planetary and regional governorships are organized on Feudal lines. The titles are necessarily hereditary, and some small districts even elect their own officials, but generally they are fixed. System lords are very powerful within their own domain, and are only really restricted in military matters. The rule of thumb is that planetary governors have as much power over their own territory as the Emperor has over the country as a whole; they are still subject to his authority however, should he (the Emperor) choose to use it.

The officially recognized list of Royal heirarchy is as follows:

-Skeelz-Kaiser
-Kron Prinz: Eldest child and/or designated Imperial heir
-Prinz: Other Imperial Children
-Erzherzog: Typically siblings of the Emperor. Their children do not retain the title of Archduke, but are demoted to dukes (though they inhabit the dukedom of their father/mother)
-Herzog: Can be either descendants of the Imperial Household or honored subjects.
-Viscount: System Overlord
-Baron: Planetary Governor
-Margrave: Approxmiately of equal rank with barons, Margraves are typically border princes. Many of the 'fighting' Houses, such as the Van Cleefs and Drens, are Margraves. They typically have very large but unsettled realms, and are given the authority to raise private militias (Grenzjaegers) to help pacify the region.
-Count: A non-hereditary title awarded to non-nobles.
-Grosser Kurfürst: Elected planetary governor
-Kurfürst: Regional governor.
-Voivode: A semi-permanent rank bestowed upon top military leaders. Does not have any real authority in and of itself, rather it is a badge of honor. Usually suffixed with their regional command, so that the Flag Admiral on the Mahon station would be Voivode of Mahon

It is not uncommon for various nobles to hold several titles. The Baron of Feerott II is also the Viscount of the Feerott System, for example, as well as the Margrave of the Western Marches and Voivode of the 1st Combined Fleet (currently).

Otagia

Otagia is run entirely by QUETZAL (QUantum Entanglement Tri-Zoned Artificial Lifeform), an AI that is run off of special implants placed in every Otagian citizen. These implants include ansible (quantum entanglement) comm chips, a powerful microcomputer, a bio-monitor, and recorders for the audio and visual nerves. This allows QUETZAL to monitor the status of each and every citizen, and to alert it to crimes in progress. QUETZAL can override the nervous system of any citizen, allowing it to prevent nearly all crimes.

Otagia is a true democracy, with QUETZAL acting in the best interest of all citizens. Voting on issues is conducted via the implanted ansible chips. There are no elected officials, with QUETZAL acting as judge, jury, and executioner. It makes few mistakes, as it has access to the visual and auditory records of every possible witness, and those of the criminal himself.

If both he and the heir is dead, any of the Grand Generals/Admirals will be able to authorize the release).
