Imperial Communication to all Galactic Empire Members SECRET IC
At the rise of the Empire three hundred years ago, it was decided by supreme command that a sensor network would have to be put in place in able to monitor all rebel activities within the Empire and the immediate border worlds falling under imperial influence.
This network has become outdated due to the recent expansion of the Empire, and therefore it no longer reaches the necessary outlying ranges previously desired.
Therefore, with the rebel alliance obliterated, Coreworlds in hiding and all other opposition non-existent immediate consolidation is necessary.
Therefore it has been decided by the Imperial Palace that a sensor and military installation grid is necessary in all systems falling under Imperial jurisdiction.
The sensor network will be made up of some eight million satellites in the preliminary stages, and be deployed within uninhabited and habited star systems alike. These arrays kindly produced by Corellian Industries will be the new front line in tackling the secretive rebel menace.
As the grid becomes operational (A time frame will not be provided for security reasons), all traffic within Imperial space will be monitored flushing rebel star fleets outside Imperial space. It is our hope to expand this network until it encompasses the Galaxy, providing a securer and brighter future for all citizens of the Empire.
The military grid itself will be constructed to insure the survival of all major population centres incase of times of prolonged conflict. All planets with a population of eight billion or more will have to provide their citizens with the protection of an Imperial Mark two planetary shield grid. Planets with populations exceeding twenty billion must provide their citizens with a mark one planetary shield network and a stage one defence grid. In addition to these installations each class A planet (Population exceeding twenty billion) must also partly finance the construction of a Golan V station in orbit of their world, as to insure the Imperial defence force can provide adequate protection for all concerned.
These measure fall under the provisions outlined in the Imperial Defence Ratification Act.
