“I would like to motion that all further debate cease and we proceed to a formal vote.” Said Chief Congressman Jorge Arroyo (http://i2.photobucket.com/albums/y50/Spectrechris/zapatero.jpg). Although only 44, the Congressman felt much older. The stress of being an in unicameral legislative body was overwhelming. However, it seemed as if that stress was ending.
This by far was an amazing day for the Union. Despite the heavy debate, it seemed as if the Socialists would get what they wanted after all. The growing Libertarian contingency in Aztlán was beginning to worry the Socialist Labor Party and the Soviet Republican Party. This vote was so momentous, even Premier Quetzalcoatl Nochtli (http://i2.photobucket.com/albums/y50/Spectrechris/randy_castillo.jpg), his wife Angelica Nochtli (http://i2.photobucket.com/albums/y50/Spectrechris/rosalyn.jpg) and his personal AIA agent, Gordon Elliot (http://i2.photobucket.com/albums/y50/Spectrechris/Kerouac.jpg) made a rare appearance, observing the debate in Congress. Along with them were other Aztlán officals, including Dr. Darius Wellington (http://i2.photobucket.com/albums/y50/Spectrechris/george.jpg), the Foreign Affairs Minister, John Carter, Minister of Economics and Finance (http://i2.photobucket.com/albums/y50/Spectrechris/CyrusVanceSoS.jpg)and Cheif Justice Horatio Starling of the Supreme Court. (http://i2.photobucket.com/albums/y50/Spectrechris/DavidSouter.jpg)
The moderator of the debate, Vice-Premier Coyotepec Xoxoitic (http://i2.photobucket.com/albums/y50/Spectrechris/Zedillo.jpg), said solemnly, “There is no objection, under mandated procedure as mentioned in Article 1, section 29, paragraph 2 in the Congress rules, we shall now proceed to a vote regarding the Amendment.”
“Objection, the LCP Conference objects to this maneuver, requesting that debate be continued.” Said one of the Congressmen from the back.
“Objection recognized,” said the Vice-Premier. “We shall vote on the objection through electronic vote.”
Congressmen from across three parties stood up and voted on the issue. While most of the congressmen were for the proposed changes, some of the more senior politicians wanted to continue the debate to fix every single flaw. They have been debating for eight straight weeks.
Five minutes later the Vice-Premier read the results. “The vote tally is in; 41 is in favor of extending debate, 61 against, ten did not vote. The objection is hereby dropped. Will the Clerk now read the issue at vote?”
The Clerk stood up at the Podium in the Grand Union Chambers. “The issue at vote is the adoption of an amendment to the Constitution, replacing Article 1 of the Constitution with the agreed to provisions.”
The Vice-Premier then spoke again, “Voting begins now, and session will end in ten minutes. After you have voted, you are dismissed for a one-hour break. We will announce the tally at exactly 3:35 PM.” He banged the gavel down, and the Congressmen rushed up to vote for the future of the government.
After the Congressmen voted, they rushed to their offices and the main cafeteria, avoiding the foreign and domestic press. Although this was a serious issue, they didn’t feel ready to talk to the public.
~~ ONE HOUR LATER ~~
The Vice-Premier took his stand at the Podium, cleared his throat and said, “The votes are in.” A second of silence. Although relieved inside regarding the end of the debate, his monotone voice didn’t betray him. “The vote was in favor of the Amendment, 86-31. With the passage of the amendment, the Soviet Congress is hereby disbanded.” The Vice-Premier banged the gavel and a mixed sound of a disappointed murmur and excited applause filled the chamber.

The Soviet Congress has voted to completely change the way in conducts business. For years, it was a unicameral system. However, because of a literal exponential increase in workload, the Congress has become too bogged down to be effective. Therefore, it voted to create two more houses in the Legislature. The Congress will continue to work on domestic issues and spending, while the other two will work on government affairs, international politics and non-fiscal economic policy. Although the majority party, the Socialist Labor Party and the smallest represented party, the Soviet Republican Party joined ranks to get this vote through, some of their members joined the conservative Libertarian Confederate Party to vote against it.
The Soviet Congressmen are now coming out to be interviewed by the press.
OOC: I’ve been watching C-SPAN way too much, lol. Also, you may feel free to ask my Congressmen questions. If not, I will to continue this thing.
