OOC: This is open. It is an open session of both sections of the Imperial Parliament, thus meaning it is being recorded live on television, and only nations with ambassadors may be present in the audience. (Though, everyone else can watch on TV and write sentences! heh)

You NEED to read or at least skim the Fall of Risban IC thead to get a better idea of why things are like they are right now.
If you haven't figured it out by now, these events move things closer towards the eventual collapse of the Risban Imperium.

The Grand Hall of Parliament, Imperial Palace, Risban City
The Imperial Senate and the House of Aristocracy met in an open joint session today, with High Chancellor Empress Nora Courtney, the wife of the Emperor, presiding over the meeting. The Chiliarches (head) of the House of Aristocracy, Sargas Caecus Lesath, stood to the right of the Lady Chancellor, while the Consul (Head) of the Imperial Senate, Count Richard Pelias, stood to her left, all three of them on the centre pedestal. The Plebicola of the Imperial Senate, Senator Paul Gomez, and the Imperial High Magistrate, Duke Robert Kramer, both sat near the pedestal.
Also in attendance were the Imperial Ministers of the various sections of government, several members of the Emperor's Advisory Counsel, and a representative from the Order of the Scorpion, High Commander Hadrian Fillius. In total, there were approximately one thousand delegates-- the entire parliament.
Around edges of the Grand Hall were seats for news reporters and foreign delegates.
Standing at the entrances to the building were the Lictors, also known as the Imperial High Guards. The Lictors were members of the Order of the Scorpion and served to minister justice and protect the leaders of the Grand Imperium of Risban. They were bodyguards and special agents, and in times of total war they served as generals in the battlefields. Dressed in their ceremonial armor, similar to that of the Roman legionairres, and with their green capes draped about them, they were an awesome site.
Senator Christina Yoffal was standing near the centre pedestal, speaking quite vehemently. "It is an outrage! First Emperor Scorpius takes power away from us, the government, and grants the people more control. Yes, alright... Civil rights, good, right? But it doesn't stop! Our beloved Emperor continues to grant FULL IMPERIAL CITIZENSHIP to the nations that we have conquered over the past two hundred years. Complete citizenship! It is an outrage!"
Lord Jedgar Antares stood and approached the center, nodding in agreement. "Yes, an outrage indeed. Do you really think that scum such as those from Vexus and Tomnaboley deserve Imperial citizenship? That the likes of the citizens of Slade Craven, who attacked our ships in the past, could be equal to us? Preposterous!"
Sargas Caecus Lesath arched an eyebrow, responding from the pedestal. "I was under the impression that this very body approved full citizenship for our territories," he said cooly.
Lord Jedgar sneered at Sargas and was about to respond when Lord Richard Gaius Zorag, Minister of Industry and CEO of the Zorag Company, stood and approached the center. Jedgar and Yoffal both stepped back.
"This entire body was not in full agreement," said Lord Zorag, his eyes narrowed into slits as he stared up at the pedestal. "There were many who spoke out against it. However, our dear Lady Chancellor did not succesfully push that with the Emperor. Why? Because she is too close to him."
Sargas Lesath rose from his seat, glaring. "You had better be careful what type of allegations you make, Zorag."
The Minister of Industry sneered, disregarding Lesath's comments as he turned to face the rest of the chambers. "The Chancellor being wed to the Emperor is a grave mistake. It grants Scorpius too much power over us. Look at everything he has done? We are having our power stolen from us every day!"
Now Senator Gomez, the Plebicola of the Senate, was on his feet. "How dare you, Zorag," he yelled in anger. "Emperor Scorpius and Countess Courtney have done more for Risban in the past two years than any Emperor has done since the time of the Great Graffias VI!"
Lord Zorag ignored Gomez, continuing to address the rest of the body. "It is time for change! Emperor Scorpius and Empress Courtney shall no longer have so much influence. It is time to end. I call for a vote to impeach Empress Nora Courtney as High Chancellor of the Imperial Parliament!"
The Grand Hall of Parliament erupted into chaos as several began chanting for the removal of Courtney as Chancellor. Sargas Caecus Lesath again stepped forward, raising his arms.
"SILENCE! Silence! There will be order in these chambers! SILENCE," he bellowed. "Are you all mad? It is because of the union between Robinson Scorpius and Nora Courtney that we are able to accomplish so much! Under them our economy and civil rights have flourished! You cannot just go and throw everything out!"
Lord Zorag turned on Lesath, glaring widely. "Furthermore, I ask Sargas Caecus Lesath to resign. His judgement is obviously flawed and corrupted. New leadership in Parliament!"
More cheers, more chaos...
Empress Nora Courtney sat in her seat, dumbfounded. She was the first female to ever reign as Chancellor, and seen as quite a philanthropist. And yet now she was being impeached as Chancellor.
How could this have happened? was the only thought that went through her head.
Four Hours Later
Many senators, members of Parliament, and ministers immediately left the building once it was clear that the majority wanted Courtney out. She was impeached, Sargas Caecus Lesath following her.
Immediately instated as the new High Chancellor of the Imperial Parliament was Lord Richard Gaius Zorag, now one of the five most powerful people in the Grand Imperium of Risban. He had used his new influence to convince Parliament to elect Lady Kierra Graffias as Chiliarches of the House of Aristocracy.
The Office of the Emperor and the High Courts have not yet released any statements. The nation seems to be in a state of shock. No one knew how Lord Zorag was able to so easily sway the Parliament and rise to such power.
Well, almost no one. There were those in an international group of 'shadows' that knew quite well how Zorag did it. Quite well indeed.
Press Conference
The Chancellor, Chiliarches, Consul, High Magistrate, Plebicola, and several other high-ranking Parliamentary members held a press conference immediately following the election, and were now open for comments and questions.
