OoC: Yes, I know don't own the entire Balkans (and there's much I don't even want). But I have, as they say, high hopes.

Kingdom of Roumania Closes Port of Constanta to 'Nonessential' Traffic
Plans Linked to Harbour Improvements, Industrial Construction
The Kingdom of Roumania is shutting down operations for the purpose of increasing the service capacity of its only major port, Constanta, according to a Government announcement issued today. The necessity for such improvements appears to result from a rumored recent decision by the directors of the German industrial giant Krupps to locate a new manufacturing plant on the Black Sea. No representative from the corporation could be reached at this time for comment, but the Roumanian government confirmed that the port would remain open to all German shipping, while the local fishing fleets would be diverted to a tiny harbour at Mangalia further down the coast.
The Port of Constanta is expected to remain closed to most traffic for the rest of year. The construction is being paid for principally by bond issue.
