Avi looked at the papers, then at the message delivered this morning, then back at the papers, then at the man opposite him. He nodded his head and held out his hand. The man shook it nervously then signed the last page. Avi took the pen and did likewise then smiled at him, taking the papers and putting them back in the bag he had on him.

Already the trucks were rolling into the area, portable cabins on their trailers. Men were standing at the site, directing operations as the cabins were placed on the ground, then the trucks drove off again. Already the settlement was beginning to take shape. Men were standing around the outskirts, armed with home-made guns. Not very safe, and definitely not effective, but they were mainly there just to look threatening. Normally just the sight of a gun should be enough to put off common thieves. A truck rolled up with a six metre block of stone, and a man stood there in the centre of the town as the truck rolled to a stop and the block of stone was placed on the ground, right in the centre of the town. He got straight to work with a chisel, and the chink, chink, chink noise of metal on stone could be heard throughout the area until sundown. The guards changed, the workers went to sleep, and another day went past. Israel's first official settlement was up.
