Union of Communist Republics Army is separated into 11 military districts that vary in size, each district represents an army, commanded by an Army-General who has the complete jurisdiction over his area and only has to answer to the Marshall who is the supreme authority of the army, his jurisdiction covers all the districts. The Marshall is elected by the military council of Army-Generals, every 12 years, and he has to be an Army-General with a 15+ years serving record in order to qualify for the position.
How One Gets Ahead In the UCRA:
Every soldier starts out as a Riadovoi conscript, after 2 years of service he is given a choice, an honorable discharge, or a Riadovoi can make the request to continue his service, after which he would be given the semi-officerial rank of iefreitor. He serves on that position for two more years, a iefreitor is eligible to command a vzvod. After the two years the soldier is given a choice: he can remain a iefreitor which usually means that he will end up as a boot camp instructor, with a pay increase every 5 years and a guaranteed, funded retirement after 30 years, or he can apply to one of the Officer Institutes, and after 4-6 years (depending on the type of voisk (discussed later) that Iefreitor is a member off, for a field officer in the Pehota it is 5 years). Once he signed up for that few things can happen: The soldier graduates and becomes an officer, with a rank of Mladshie Serjant. A soldier does not graduate, and is given a choice to remain a Iefreitor and come back in a year and try again, or have an honorable discharge as a Iefreitor. A soldier does not graduate and is deemed unworthy of service (usually resulting from illegal activities a soldier might be involved in), in that case he is automatically stripped of his Iefreitorial position and dishonorably discharged.
All the officer personell is promoted up the ladder for their actions in the field, all the promotions up to the rank of a Pod-Polkovnik are done by the Rank Advancement Committee, which falls under the jurisdiction of NKVD. All the advancement past Pod-Polkovnik is decided by the Army-General's office of the military district the soldier is in. The Army-Generals are chosen by the Army-General committee.
