Governing System

Governing the Bizerk

Each territory is governed by a Political General, but every Governor, state, and district answers to the Reichskanzler. Politischkanzler (Political Chancellor) Josef Moenchs in second-in-command of all of Germania. The list as follows deals with the entirety of Germania.

The governors of each respective Bizerk are assigned the task of drafting new laws when necessary, which are then sent to the Reichskanzler for approval or vetoing.

The governors are considered to be the "inner circle" of Germania, and keep a tight knit on all territories, punishing criminals very severely when necessary.

Protecting the Bizerk

Each Bizerk (state) is assigned a certain number of homeland guards, called the OS-Heimwehr. This does not include patrol vehicles, tanks, or other military vehicles, nor does it include any elements of the Luftwaffe or Reichsmarine.

The OS-Heimwehr is a department of the OS-Ordnung, an autonomous police/military/spy/intelligence/national guard/personal guard/investigation branch of the Germanian military.

The OS-Ordnung was recently founded by a military scientist, Reichsgeneral Gerdmann Ostheim. Using orphans and babies donated for scientific or military purposes, he raised the children from birth or from age 4 (maximum age limit) to be completely loyal to Germania.

They serve primarily as a domestic security force, though if a territory of Germania is invaded, they also serve as an ultra-elite military force. The OS-Ordnung Abteilung is trained to serve in every branch of the military, and they are familiar with all foreign weapon systems.

All OS-Heimwehr Guards are assigned the tasks of patrolling, inspecting, enforcing laws, executing violent criminals, rapists, spies, etc., and protecting the governors and government officials. Most OS-Heimwehr Guards patrol the streets by foot, though armoured Land Rovers are used for building inspections, large police actions, transportation of governors or government officials, etc.

By far, the OS-Heimwehr is the single most powerful military entity in all of Germania, with commanding officers in the OS-Ordnung (as a whole), the Reichsheer (Army), the Luftwaffe (Airforce), the Reichsmarine (Navy), SKO (Special Operations), and the Reichstiefe (Space Program).

The use of the term "Military Democracy" means that the inhabitants of the respective states are given a list of candidates from the Reichsheer, OS-Ordnung, Luftwaffe, and/or Reichsmarine to vote for as State Governor.

All candidates must have extensive political experience, as well as military credentials and experience there as well.

Each Governor is given a 6 year term, but there are no limitations on how long a Governor may rule a territory.

Josef Moenchs is by far the most powerful of these Governors -- ruler of Germany, Austria, and Switzerland, as well as second to only the Reichskanzler himself.

Outside of the Governing context, his title is Kanzler Josef Moenchs, and has been selected by Reichskanzler Helmut Kahn as his replacement once he dies.

If Moenchs is unable to rule by the time Kahn dies, Moenchs's son, Heydrich Moenchs, has been chosen by Kahn to take his place if so necessary.
