Newsflash
Toay in Saigonl, a large group of Vietnamese, calling themselves the Vietnam Indepenence Movement demontated in front of the Government building. Many carried signs and yelled slogans. Their spokesperson, Phan Boi Chau, made a statement.

"Vietnam must be allowed to secure it's on destiny! We, the Vietnamese people, demand a ay in how our country is run. We must look to other countries in the Asia who have modernized, such as Japan. We must follow their example an find our way to independence!"

After several hours the crowd dispersed peacebly. The VIM leadership reported they had n attendence of several thousand and that they have many more members throughout the country. There are also reports that thy have formed a militant arm, known as the Vietnam Indepenence Army, but the leaders deny it.


OOC: Holy hell, I farked up. My mind was being stupid. Forgive me. Phan Boi Chau was actually an independence movement leader at the time, but led a different orginization based out of Japan.

perhaps you mean Hanoi or Saigon... as Seoul is in Korea, and there would not be in Vietnamese in Korea at this point in history except for maybe a lost sailor or two

the other issue is that who is leading this? any historical references making it plausable?

In response to the recent upsurge in Indochina, government officials have answered that they will accept the democratic decisions of the vietnamese people, while assuring they would oppose to that movment. However, it is rumoured that indochina might change of ruler during the few next years. These rumours were violently denied by french officials.

News from Indochina

Upon hearing that the French would be allowing them a degree of self-rule and deomcratic process the VIM has begun moving towards setting up an interim government. The current leader of the VIM is Phan Boi Chau. He has been outspoken in the Vietnamese need for independence. Many VIM members in Saigon were seen celebrating in front of their headquarters building.

Breaking news
In a recent declaration about the recent uprising in Vietnam, the President of the Republic declared that they woudl follow the will of the peopole, but only if it is proven by a referendum that the majority (50%+1) agree with a unilateral declaration of independence.

Dear Mr Chau,

We are aware of your will, as well as the VIM's will, to declare indepence. Be aware France will not accept it eccept if the following conditions are not fulfilled:
1: A referendum, with international observers, to prove the will of the Vietnamese people to separate;
2: In the case of a victory of the Yes option, Military bases will be ceaded for an undermined amount of time to France (the sites of these bases are to be determined).
3: An independent Vietnam will permit any accidental refugees fleeing from the Boxers.
4: The territories of Laos, Cambodgia and the region the gulf of Tonkin will remain under French control as they are NOT included in Vietnam.
5: In the years of transition between our rule and the Vietnamese rule, You will continue to pay taxes to France. however, we will continue to asure every service we are currently giving.

Latest News from Indochina
Word has begun to spread by word of mouth throughout the countryside and many Vietnamese are enthusiastic about running their own country. THe VIM has begun organizing public speakers to convince people to get out and vote. VIM leaders are currently discussing a date for the vote with French leaders.

I will be on tour of your nations with the objective of encouraging commerce between Chile and them. I expect to arrive in Portsmouth in three weeks, and to proceed on to London. Admiral Reyez of the Naval Commission wishes to discuss with Great Britain commission of a modern battleship with the intent of patrolling wider sections of the South Pacific adjacent to Chile.
